Meeting Minutes
August 16, 2018
Hastings City Hall
Present: Commissioners Bryon Ascheman, Russ Rohloff, Trinity Augesen, Jesse
Starkson & Melissa Blackstad
City Staff: Police Chief Bryan Schafer, Fire Captain Jamie Stevens and Officer Sam
Beuch
1. The meeting was called to order at 6:30 p.m. by Chair Commissioner Ascheman.
2. Chief Schafer introduced newly hired police officer Sam Beuch to the
Commission.
3. Fire Captain Stevens provided a fire department update.
-The Department will participate in a radiological emergency preparedness
drill in conjunction with the Department of Homeland Security the week of
August 20th.
-The Department posted for a full-time firefighter/paramedic position.
-The 78th Annual Booya is scheduled for September 8, 2018. Commission
Members are welcome to come and help.
-The Fire Department Open House is scheduled for October 9, 2018. Once
again, Commission members are welcome to volunteer and attend this event.
There will be demonstrations and the new ambulance will present.
-Newly hired paid on-call firefighters are going through orientation.
4. Chief Schafer provided a police department update.
-The Department is in the process of hiring new police officers. Fifteen
candidates were interviewed and six were called back.
-Sergeant Hicks will be retiring.
-Chief Schafer updated the Commission on the two new police cars that have
been purchased.
-Office Rinowski is spearheading a pink patch program for the Department.
This program will make available pink Police Department patches in October
for cancer awareness. A Go Fund Me page will be set up to help defray start
up costs. Patches will be available for purchase in October.
-Chief Schafer also provided an update on the VITALS Program and reported
that Hasting is a leader in the County with fifty subscribers.
-The Department received a state grant for DWI enforcement. The grant will
covers salary and fringe benefits for two years for an officer who will be
dedicated to DWI enforcement. Only twelve to fourteen grants of this kind
are given out through out the state. Chief Schafer commended officer Geoff
Latsch for outstanding work in DWI enforcement.
5. The Commission discussed the NNO event at Lion’s Park. It was agreed that the
event was successful with a larger turnout than last year. Chief Schafer advised that
he would work on arranging for a letter to the editor to be submitted thanking the
sponsors and donors. There was a discussion about following-up with
neighborhood NNO leaders to see what the Commission can do to assist them in
maintaining neighborhood parties.
6. An update on the Police Department Mission Statement was given
7. Next meeting date:
• The next Commission will be October 18, 2018 at 6:30.
• Commission members are ask give thought to preparing a update for
the City Council of our activities over 2018.
8. A motion to adjourn the meeting was made and seconded.
