Quorum: Amy Martin, Goderstad, Smith, Ragan-Scully, Ian Martin, Sovik-Siemens, Toppin, and Hauk Absent: Simacek Staff: Justin Fortney, City Planner Chair Amy Martin called the meeting to order at 7:00 pm. II. Add item to the agenda: Request for approval of new second floor windows – 625 3rd Street West – Bruce and Colleen Petersen Motion by Ragan-Scully for approval, seconded by Smith; motion approved 7-0. III. Minutes: May 15, 2018 Motion by Goderstad for approval, seconded by Sovik-Siemens; motion approved 7-0. IV. Information and Reports A. 615 3rd Street West – New roof on garage (staff approved) B. 700 6th Street West – New Windows Fortney presented the proposal. Shaunna Dugstad, owner, said the windows would be pocket replacements replacing the existing 1987 windows on the second floor so the trim would not be affected. Fortney said the owners would like to replace the windows in two phases this year and next. He added that HPC approvals expire after 12-months and the HPC could stipulate that the approval is for 18-months to allow both phases, if approved. Commissioner Ian Martin said the proposed windows are of good quality. Commissioner Smith asked if the report stated that the windows would be only pocket sash replacements. Fortney said yes, it is in the application section of the report. Commissioner Sovik-Siemens asked the applicant if having an 18-month approval would be helpful. Dugstad said it really would because they are doing the replacements over the next two seasons due to cost. Motion by Smith for approval of the request to last for 18-months rather than 12, seconded by Ragan-Scully; motion approved 7-0. C. Brief presentation of the 2017 Tourism Development Opportunities study - Kristy Barse, President of the Hastings Area Chamber of Commerce & Tourism Bureau Chair Martin introduced Kristy Barse. Barse provided an overview of the tourism study that was completed last year. She explained the benefits of cultural and heritage tourism and what the Tourism Bureau is currently working on with the Dakota County Historical Society and volunteers. She explained that the Bureau and LeDuc Mansion often receive calls from people looking for tours of the historic resources in Hastings. Barse wanted to meet with the HPC to hear of what efforts have been done in the past and what might work in the future. Chair Martin and Commissioner Sovik-Siemens recounted past efforts for tours and spoke of the three that the HPC did in 2016 for the Statewide Preservation Conference and said they likely still have the scripts. Chair Martin asked if they had looked at an audio tour. Barse said they are beginning to work on one for an app for the downtown area, but groups do prefer a led tour. Commissioner Ian Martin asked if they would be at Rivertown Days with any of this information. Barse said they will have their new brochures finished in time for the event to hand out. Commissioner Goderstad said his wife is a tour guide at the LeDuc Mansion and last weekend they had 11 visitors who went to the downtown to eat lunch just after the tour. He added that this shows how beneficial heritage tourism is to Hastings. The commission thanked Barse for attending and said they would like to support the heritage tourism efforts. Barse asked the commissioners to contact her with any future ideas and she would appreciate the information from the Conference tours. The commission and Fortney said they would send it all to her. D. 625 3rd Street West – New back door (Added to the agenda) Fortney presented the proposal. Fortney said the original installation of the door and addition was prior to the site designation in 1999. Commissioner Ragan-Scully asked if we can even deny the request if they have already ordered it. Fortney said yes, particularly if a proposal was visible and egregious. Chair Martin stated that sliding glass doors are not historic, but asked if the Design Guidelines allow them in the back of the house. Commissioner Smith said that it is not visible from the street. Fortney added that it is not a historic door or even an original door location. Motion by Smith for approval as presented, seconded by Ragan Scully; motion approved 6-0-1 Sovik-Siemens abstained. E. Resignation Commissioner Ian Martin said he has resigned from the HPC effective after the July meeting because he has taken a position on the Hastings Planning Commission. He said he would have liked to have served on both Commissions. V. Business VI. Adjourn. Motion by Smith, second by Ian Martin to adjourn the meeting at 8:15 pm; motion approved 7-0.
