City Council Minutes
June 18, 2018
The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday
June 18, 2018 at 7:00 p.m. in the Council Chambers at the Hastings City Hall, 101 East 4th Street,
Hastings, Minnesota.
Members Present: Mayor Hicks, Councilmembers Folch, Braucks, Leifeld, Lund, Vaughan,
Balsanek

Introduction of New Staff and Volunteers
Respective Department Heads introduced Ashley Parker, Senior Accountant, Chris
Onken, Public Works Operator, Renier Steenkamp and Adam Harklerode,
Firefighter/Paramedics, Kenneth Froelich, Police Support Volunteer.
Chief Schafer introduced Sam Beuch, Flaten administered the oath of office and Sam was
sworn in as a new Police Officer.
Council and new employees and volunteers took a photo.
Make Music Day
Kelly Casey accepted the proclamation and spoke about the 2nd annual Make Music Day
event to be held on June 21st. Council thanked her for the information.
Approval of Minutes
Mayor Hicks asked if there were any additions or corrections to the minutes of the
Regular City Council meeting on June 4, 2018.
Minutes were approved as presented.
Consent Agenda
Councilmember Braucks moved, seconded by Councilmember Folch to approve as
presented.

Public Hearing – Ordinance Amendments to Chapter 34: Fees and Chapter 91: Animals
Fluegel introduced the item requesting Council conduct a public hearing for an
increase in the fee for dog pick up and reduce the time required before an unclaimed
animal can be offered for adoption.
The Public hearing opened at 7:19 pm. Hearing no comments the public hearing
closed at 7:20 pm.
Councilmember Braucks moved, seconded by Councilmember Vaughan to approve
as presented.
Ayes, 7; Nays, none.
Resolution No. 06-15-18 - Site Plan – Resurrection United Methodist Church (615 West 15th
Street)
Hinzman introduced the item asking the council to approval the site plan request for
Resurrection United Methodist Parking Lot Expansion. The applicants are proposing
to demolish a house, expand the parking lot, install a stormwater treatment system
and build a storage garage. This is the first phase of what may be a multi-phase
project to one day expand the building.
Council discussion on benefits of increased parking at site, light spill effect on
neighboring properties and stormwater ponding requirements.
Moved by Councilmember Vaughan, seconded by Councilmember Leifeld to
approve as presented.
Ayes, 7; Nays, none.
Resolution No. 06-16-18 – Approve Issuance and Sale of $4,040,000 General Obligation
Improvement Bonds, Series 2018A
Mayor Hicks introduced Paul Steinmann from Springsted Inc. who provided results
from the bond sale held earlier in the day. Council was requested to accept the
winning bid from Northland Securities Inc. with a true interest rate of 2.67%.
Steinmann also confirmed the City’s AA bond rating.

Moved by Councilmember Braucks, seconded by Councilmember Folch to approve
as presented.
Ayes, 7; Nays, none.
Russell Moseman, 121 Tyler Street, is a resident of the Artspace Building. He thanked the City
Council for their support for the building and at the recently held grand opening event.
Mayor Hicks and Councilmembers made the following announcements:
Heritage Preservation Commission will meet on Tuesday, June 19th at 6:00 p.m. at City
Hall.
Several City Council members at staff will attend the League of Minnesota Cities
conference June 20th through June 22nd.
Thursday, June 21st the Public Safety Advisory Commission will meet at 6:30 p.m. at
City Hall.
Monday, June 25th the Finance Committee will meet at 6:00 p.m. at City Hall.
The Planning Commission will meet on Monday, June 25th at 7:00 p.m. at City Hall.
The Planning Committee of the Council will meet on Tuesday, June 26th at 6:00 p.m. at
City Hall.
City Offices will be closed on Wednesday, July 4th in observance of the 4th of July
holiday.
The Unconscious Bias and Hidden Brain will be presented at Hastings High School on
Tuesday, June 25th from 6:00 – 9:00 p.m.
Councilmember Folch and Vaughan were wished Happy Birthdays!
Motion to adjourn the meeting was made by Councilmember Leifeld, seconded by
Councilmember Braucks. Meeting was adjourned at 7:35 p.m.
