HomeMy WebLinkAbout01-16-01 Hastings, Minnesota January 16, 2001 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, January 16,2001 at 7:00 p.m. in the City Hall Council Chambers, 101 4th Street East, Hastings, Minnesota Members Present: Councilmembers, Schultz, Hazlet, Hicks, Moratzka & Mayor Werner Members Absent: Councilmembers Yandrasits and Riveness Staff Members Present: Dave Osberg, City Administrator; Shawn Moynihan, City Attorney; Matt Weiland, City Planner; Tom Montgomery, Public Works Director; John Grossman, HRA Director; and Melanie Mesko, Administrative Assistant/City Clerk ,~ Approval of Minutes Mayor Werner asked if there were any corrections or additions to the minutes of the regular meeting of January 2, 2001 and hearing none the minutes were approved as presented. Council Items to be Considered Moved by Councilmember Hicks, seconded by Councilmember Moratzka, to add a proclamation recognizing Jaycees Week as Item 12 of the Consent Agenda and to remove Item 5 from the Consent Agenda. 5 ayes; Nays, None. Proclamation-Declaring Jaycees Week Public Hearing-4th Street East Vacation Mayor Werner opened the Public Hearing at 7:02 p.m. City Planner Weiland stated that this request is to "clean-up" a previous request and that Staff recommends approval. Hearing no further public comment the public hearing was closed at 7:04 p.m. Resolution Ol-07-01-4th Street East Street Vacation Moved by Councilmember Hicks, seconded by Councilmember Moratzka, to approve the street vacation as presented in the Planner's memo. 5 Ayes; Nays, None. Informational Presentation-Lock & Dam Access Road & Trail Improvements Public Works Director Montgomery outlined the basic improvements planned for this project. He stated that the access road is planned to be reconstructed along a new alignment, and that storm sewer and utility improvements are also planned for the project. Improvements are estimated to be completed by October, 2001. First Reading/Order a Public Hearing-Rezone Bohlken Estates 6th Addition from A-Agriculture to R-2, Medium Density Residential City Planner Weiland stated that this property is guided to this type of development & is consistent with the City's Comprehensive Plan. He also stated that the Planning Commission has recommended approval of this project. Moved by Councilmember Moratzka, seconded by Councilmember Hazlet, to approve the first reading and order a public hearing as requested. 5 Ayes; Nays, None. Preliminary Plat-Bohlken Estates 6th Edition City Planner Weiland stated this approval of the preliminary plat is being requested, pending approval of the rezoning of this property. Moved by Councilmember Schultz, seconded by Councilmember Hicks, to approve the preliminary plat as presented. 5 Ayes; Nays, None. Set Assistant Fire Chief Compensation Range City Administrator Osberg stated that Council is being requested to approve a revised compensation range for the Assistant Fire Chief position. This compensation range also includes the possibility of this non-union, exempt position receiving paramedic pay consistent with current union policy should the individual holding this position remain certified as a paramedic. Moved by Councilmember Hicks, seconded by Councilmember Moratzka to approve the revised Assistant Fire Chief Compensation Range. 5 Ayes; Nays, None. Minutes of the Ree:ular Meetine: of Januarv 16. 2001 Page 3 of3 Listul Industries Settlement City Administrator Osberg requested Council approval for the settlement of a lawsuit with Listul Industries regarding construction costs on the Civic Arena. Moved by Councilmember Hicks, seconded by Councilmember Moratzka to approve the settlement agreement. 5 Ayes; Nays, None.
