Approve Minutes of the Regular City Council Meeting and Council Workshop on June
18.
Minutes were approved as presented.

VI. CONSENT AGENDA
The items on the Consent Agenda are items of routine nature or no perceived controversy to be
acted upon by the City Council in a single motion. There will be no discussion on these items
unless a Councilmember or citizen so requests, in which event the items will be removed from the
Consent Agenda to the appropriate Department for discussion.

VII. AWARDING OF CONTRACTS AND PUBLIC HEARING
These are formal proceedings that give the public the opportunity to express their concern, ask
questions, provide additional information, or support on a particular matter. Once the public
hearing is closed, no further testimony is typically allowed and the Council will deliberate
amongst itself and with staff and/or applicant on potential action by the Council.
1. Public Hearing – Vacation of ROW – Adams Street South of 3rd Street – Helget
Hinzman introduced the item which asks the council to hold a public hearing
and consider the vacation of a portion of the Adams Street Right-of-Way
between 3rd Street and Lake Isabel as requested by Mike and Jackie Helget,
owners of 1020 East 3rd Street.

2. Public Hearing - Amend City Code Chapter 155 – Fence Height
Hinzman introduced the item requesting council hold a public hearing and
consider the final adoption of an amendment to Hastings City Code Chapter 155
– Zoning Code pertaining to the height of fences. This adds a maximum height
of 3.5 feet for fences installed within the front yard of residentially zoned
parcels.

Fred Weiland of 413 2nd Street W asked if hedges were considered a fence and
discussed the privacy concerns on homeowners
Public hearing closed at 7:08 p.m.
Council discussion on setback requirements, origin of 42” height, corner lots,
adjoining properties, and variance possibilities.
3. Public Hearing: Amend City Code Chapters 30 and 155 – Special Use Permits
Hinzman introduced the item requesting council hold a public hearing and
consider final adoption of an amendment to Hastings City Code Chapters 30 –
City Organizations and Chapter 155 – Zoning Code. Proposed changes include:
adding a one year sunset clause provision to the issuance of new permits, adding
a limitation for a non-use of a permit, and recording of Special Use Permits with
Dakota County for the benefit of future property owners.

Administration
1. Presentation of 2017 Comprehensive Annual Financial Report
Lammers introduced Nancy Schulzetenberg of Bergan KDV.
Schulzetenberg presented the results of the 2017 audit and the
comprehensive annual financial report.
2. City Partnership with ISD 200 and YMCA on Community Conversations
Mesko Lee introduced the item which asks council to approve financial
support in the amount of $9,500 for 2018 and consideration of $9,500 as
part of the 2019 budget for the Creating a Welcoming Committee Initiative.
Council discussion on solicitation of other parties to provide financial
support, worthiness of program, YMCA role in program.

3. Closed Door Session Pursuant to Minn. Stat.13D.05, subd. 3 to Evaluate the
Performance of an Individual Subject to the Council’s Authority
Mayor Hick noted that the council would adjourn to closed door session.

Community will be held at 6:00 p.m. at Hastings High School.
Planning Commission will meet on Monday, July 16th at 7:00 p.m. at City
Hall.
Heritage Preservation Commission will meet on Tuesday, July 17th at 7:00
p.m. at City Hall.
City Council Workshop on Council Vision and Priorities will be held on
Wednesday, July 18th at 7:00 p.m. at City Hall.
Rivertown Days will be held July 20th – 22nd.
