HomeMy WebLinkAbout11-07-02 ~~ City of Hastings Special City Council Meeting Thursday, November 7,2002 5:00 p.m. The City Council of the City of Hastings met in a Special City Council Meeting at 5:00 p.m. on Thursday, November 7,2002 in the Community Room at City Hall. Members Present: Acting Mayor Hicks, Councilmembers Hazlet, Yandrasits, Moratzka Councilmember Schultz arrived at 5:10 p.m. Members Absent: Mayor Werner, Councilmember Riveness Staff Members Present: Dave Osberg, City Administrator Melanie Mesko Lee, Administrative Assistant/City Clerk John Grossman, HRA Director John Hinzman, Planning Director Resolution-Canvass of 2002 General Election Results Administrative Assistant/City Clerk Mesko Lee requested approval of a resolution canvassing the results of the 2002 General Election held on Tuesday, November 5, 2002. Moved by Councilmember Moratzka, seconded by Councilmember Hazlet, to approve Resolution 11- 04-02, Resolution on General Election, canvassing the results of the 2002 General Election. 4 ayes; Nays, none. Mayor Werner and Councilmembers Riveness and Schultz absent. Special City Council Meeting November 7, 2002 Page 2 of 2 Bailly's Landina Redevelopment Proposal Acting Mayor Hicks introduced the next topic for the City Council to discuss: the Bailly's Landing Redevelopment proposal. HRA Director John Grossman presented information regarding the downtown redevelopment area, including its purpose and challenges. Mr. Grossman also shared with the City Council the progress to date on the project, and the next steps in the redevelopment project. Mr. Rick Ahern introduced the members of his development team, and briefed the City Council on the proposed project. Mr. Jim Prosser, the financial advisor to the City's HRA, Ehler's and Associates, provided information to the City Council on the proposed financing structure and the role of the City and HRA in providing tax increment financing. Planning Director John Hinzman presented information on the various approval processes that will need to be completed by the developer through the City, HRA and several other governmental agencies. After considerable discussion and addressing of various questions, the City Council was in agreement that additional research and work should be completed on the project. Councilmember Elling Schultz departed at 6:50 PM.
