HomeMy WebLinkAbout11-04-02 .- - ;" Hastings, Minnesota November 4, 2002 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday November 4,2002 at 7:00 PM in the Council Chambers, 101 4th Street East, Hastings, Minnesota. Members Present: Mayor Werner, Councilmembers Hicks, Riveness, Moratzka, Yandrasits, Schultz and Hazlet. Members Absent: None. Staff Members Present: Lori Webster, Finance Director John Hinzman, Planning Director Marty McNamara, Parks and Recreation Director Shawn Moynihan, City Attorney Dave Osberg, City Administrator Approval of Minutes: Mayor Wemer asked if there were any corrections or additions to the minutes of the regular meeting on Monday October 21, 2002. Hearing none, the minutes were approved as presented. Presentations: Marty McNamara and Randy Triplett from Waste Management presented a Youth Recycling Green Team Award to Girl Scout Youth Troop #1584 for their recycling efforts. Mr. Triplett presented a check in the amount of $406.80 to the Girl Scout Youth Troop #1584. Jolene Trautman, on behalf of the Hastings Gymnastics Center, announced that they will be the next group conducting the youth recycling program during the months of November, December and January. Randy Triplett presented a check in the amount of$5350 to the City of Hastings as the City's share of the recycling revenue sharing program. Betsy Dallum from the Natural Resources and Recreation Program introduced the Lifeworks Staff and participants in the parks clean up program in the City of Hastings. Each participate was introduced, and thanked individually by the Mayor and City Council. r- November 4,2002 City Council Meeting Minutes Page Two Consent Agenda Councilmember Moratzka requested that item #13 "Louis Lane Ponding Basin Trail Fence", be moved to City Administrator. Moved by Councilmember Moratzka, seconded by Councilmember Hicks to approve the consent agenda as amended. 7 ayes; Nays, None Copy of Resolutions on File 1. Pay all Bills as audited 2. Approve Agreement for Snow Removal 8. 1 st Reading/Order Public Hearing -Vacation of Right-of- Way: East 3rd Street 9. 1 st Reading-PreliminarylFinal Plat-Eastenders Additions 10. Request for Transfer of Funds-Police Department 11. Res.-Final Payment; Meisinger Construction, Hydroelectric Plant Powerhouse Modifications; $14,565.00 12. Pay Estimate #2, Middle School Watermain Loop, Otto Construction 13. Louis Lane Ponding Basin Trail Fence (Moved to City Administrator) 14. Approval for new on-site septic system to be installed with the new Residential dwelling located at 2950 4th Street East. Louis Lane Ponding Basin Trail Fence Councilmember Moratzka offered thanks and appreciation to the City Staff for determining an alternative option regarding the Louis Lane Ponding Basin, which does not result in the need to install a fence. Moved by Councilmember Mortazka, seconded by Councilmember Hicks to approve Staff's recommendation that the fence not be installed along the Louis Lane Ponding Basin, and to approve the re-grading of the slopes. /"'""" 7 ayes; Nays; None ,--- November 4, 2002 City Council Meeting Minutes Page Three Resolution-$4,635,000 General Obligation Improvement Bonds Moved by Councilmember Moratzka, seconded by Councilmember Shultz, approving Resolution #11- 2.'0~'Resolution Accepting Proposal on Sale of $4,635,000 General Obligation Improvement Bonds, Series 2002C, Providing for their Issuance and Levying a Tax for the Payment Thereof." 7 ayes; Nays; None. Resolution-$420,000 General Obligation Equipment Certificates of Indebtedness Moved by Councilmember Yandrasits, seconded by Councilmember Hicks approving Resolution # n. ~-o%... , "Resolution Accepting Proposal on Sale of $420,000 General Obligation Equipment Certificates of Indebtedness, Series 2002D Providing for their Issuance and Levying a Tax for the Payment Thereof." 7 ayes; Nays; None - Unfinished/New Business City Administrator Osberg reminded the City Council of the special meeting scheduled for Thursday November 7, 2002 at 5 :00 PM for purposes of canvassing the Election results and discussing the proposed downtown hotel; housing; commercial and retail proj ect. Mayor Werner and the City Council reminded the public to vote on Election Day, November 5, 2002.
