Fees: $225 annual; $25/day; background fee$ 25 Sales on public property: Permitted with City approval (includes City Hall complex, City Parks, Public ROW, City owned parking facilities) Sales in Parks require permit, cannot sell at Parks where concessions are offered, restricted to areas designated by the Parks Department MFU’s cannot locate within 100’ of existing property line of a restaurant (exceptions made for City approved events) Sales not allowed within 100’ of council designated outdoor event unless invited by event organizer Sales on private property: written permission from property owner required Will remain the same as current practice – allowed with permit and permission from property owner No limit on amount of days they make sales (aside from limitation on consecutive days) Sales on residential property: not allowed – violation of home occupation rules Private use on residential property: no sales to general public allowed Must be located on the residential property No overnight parking Notification of neighbors required Sales at festivals and community events: individual vendors must obtain a permit from the City to be allowed at events. Event organizers must provide a list of approved vendors Policy Considerations for Council: Limitations on the number of times a year and months that a food truck can sell for annual and daily licenses Hopkins: Annual license allows 6 events per year between Apr. 1-Oct. 31; Temporary license allows up to 2 events Shakopee: April to October Albertville: no more than 21 days in a calendar year Cottage Grove: Annual license allows for 10 events or more; Temporary is 10 events or less Red Wing: Annual license no limit; Temporary allows for up to 3 days Golden Valley: Annual (“seasonal”) license allows 4-120 days for sales not occurring in parks or residential districts; Temporary (“special event”) permit allows 1-3 days Limitations on number of trucks per event Hopkins: no limit for City-approved special events; limit 2 for all other locations Background checks: Eliminating Pros: Expedites the permit process (background checks can take up to 10 business days to come back to us), no additional fee for applicant Cons: No knowledge of previous criminal activity, loss of revenue. Currently perform background checks on peddlers and transient merchants. Limitations for sales within public ROW (parking, impact on nearby businesses) Council approval vs administrative approval (currently transient merchants are approved administratively) Pros: Council is aware of upcoming events Cons: Applicants cannot submit request last minute Fees Need to review required ordinance amendments
