The City Council of the City of Hastings, Minnesota met in a special meeting on Monday,
July 29, 2002 at 6:30 p.m. in the City Hall Community Room, 101 4th Street East, Hastings,
Minnesota
Councilmembers Present:
Councilmembers Hazlet, Moratzka, Riveness, Schultz, and Yandrasits
Acting Mayor Hicks
Councilmembers Absent:
Mayor Werner
Planning Commission Members Present:
Anthony Alongi, Vernon Truax, Barb Hollenbeck
Jessica Michno arrived at 6:35 p.m.
Steve Anderson arrived at 6:45 p.m.
Staff Members Present:
David Osberg, City Administrator;
John Hinzman, Planning Director;
Kris Jenson, Associate Planner/GIS Technician;
Tom Montgomery, Public Works Director;

Moved by Councilmember Yandrasits, seconded by Councilmember Hazlet to approve the
variance as presented.
6 ayes; Nays, none.
Authorization to Receive Bids for Phase #1 of Wide Area Network
Moved by Councilmember Riveness, seconded by Councilmember Schultz to authorize
receipt of bids as presented.

Discussion with Metropolitan Council regarding Wastewater Treatment and Other Issues
Bryce Pickart, Assistant Manager, Environmental Services Department, Met Council,
thanked the City Council and Planning Commission for the opportunity to meet with them and
receive feedback on the process of selecting a new site for the wastewater treatment plant.
Dave Raby, Engineer for Howard R. Green Company, Consulting Engineer to Met
Council, presented a brief background on each of the four sites initially selected.
Scott Reed, Project Scientist for Howard R. Green Company, reviewed the archeological
study that was recently completed on the Freitag site, due to the presence of burial mounds in the
area. The study confirmed the presence of burial mounds and other artifacts, but determined that
the site could still be used for a wastewater treatment plant without disturbing the mounds.
Councilmember Yandrasits inquired as to the area this plant would serve, the expansion
capabilities, and what would become of the existing treatment plant.
Councilmember Riveness inquired about the contamination of the former dump site.
Commissioner Schultz asked about transportation issues relating to the Freitag site.
Commissioner Moratzka stated that the Council was happy to be involved at an early stage
and asked about the site selection process and whether or not Met Council would be willing to
consider other sites.
Acting Mayor Hicks inquired as to the capacity of the plant and the approximate
population it would serve, as well as Met Council's timeline for making a decision in this matter.
Planning Commission Chainnan Anderson thanked Met Council for their review of the
four initial sites, and expressed strong interest in seeing the plant located at one of the mining
sites.
