HomeMy WebLinkAbout10/09/00Hastings Planning Commission October 9th 2000 Regular Meeting 7:00 p.m. Chairman Schultz called the meeting to order at 7:00 p.m. 1. Roll Call Commissioners Present: Anderson, Greil, Hollenbeck, Schultz, Strauss. Commissioners Absent: Stotko Staff Present: City Planner Matthew Weiland, Associate Planner Kris Jenson 2. Approve September 25, 2000 Planning Commission Meeting Minutes. Commissioner Anderson moved and Commissioner Strauss seconded a motion to approve the September 25, 2000 meeting minutes. The vote was unanimous. 3. Public Hearing - Rezone Mattson Property (Riverdale) A Agriculture to R-1 Low Density Residence Planner Weiland presented background information on the project. Chairman Schultz opened the Public Hearing at 7:04 pm. Wayne Hicks, 2004 Nininger Road, inquired about how the Comprehensive Plan designation and the Zoning Classification were related. Commissioner Harrington arrived at 7:05 pm. Planner Weiland stated that the zoning of the property must be consistent with the comprehensive plan. Mr. Hicks asked why this land was being guided for residential uses when the farm area to the east was not. Planner Weiland responded that the land proposed for rezoning has been guided for residential development for the past 20-30 years. There are services available for development and there is a willing property owner. Chairman Schultz added that during the Comprehensive Plan process, a number of meetings were held to allow residents to review the information and make suggestions and ask questions regarding properties throughout the city. Mr. Hicks asked if this project does not go through, if the land could be rezoned to A Agriculture. Planner Weiland stated that the land could be rezoned, however the zoning must be consistent with the comp plan. If this land were rezoned to Agriculture, the comp plan would need to be amended as well. With no public comment, Chairman Schultz closed the public hearing at 7:13. Chairman Schultz asked about how developing this property at a density lower than the comp plan designation 2 affects the overall comp plan. Planner Weiland stated that this property, with the DNR and MNRRA restrictions, made more sense to develop at a lower density. The City cannot force property owners to develop their land at a specific density. Commissioner Anderson stated that he feels the lower density serves to address many of the concerns of the existing neighbors. Planning Commission Action: Commissioner Anderson moved and Commissioner Harrington seconded a motion to recommend to the City Council to approve the rezoning of the property to R-1 Low Density Residence. Upon vote taken, Ayes, 6, Nays, 0. Motion carried. Chairman Schultz asked Staff to explain the 60 day extension for the members of the audience. Planner Weiland stated that because the plat was still tabled from a previous meeting and action would not be taken on it within the 60 day time limit, the City has the right to request an 60 day extension from the developer. Pat Rother, 2012 Nininger Road, stated that a petition is being circulated to request an EAW on this project. She also asked who to speak to regarding concerns with property values. Planner Weiland suggested that she contact the County Assessors Office. 7. Updates and Other Business There was no other business to add. 8. Adjournment There being no further business the meeting was adjourned at 7:17 pm.
