HomeMy WebLinkAbout08/14/00Hastings Planning Commission August 14th 000 Regular Meeting 7:00 p.m. Commissioner Schultz called the meeting to order at 7:00 p.m. 1. Roll Call Commissioners Present: Anderson, Harrington, Schultz, Strauss, and Stotko Commissioners Absent: Greil Staff Present: City Planner Matthew Weiland, Associate Planner Kris Jenson 2. Approve July 31st, 2000 Planning Commission Meeting Minutes. 3. Public Hearing - Park Place Industrial Park Rezoning Planner Jenson provided background information on this item. Chairman Schultz opened the public hearing at 7:03 pm. Chairman Schultz closed the public heating at 7:04 pm. Planning Commission Action: Commissioner Harrington moved and Commissioner Anderson seconded a motion to recommend to the City Council to rezone Lot 1, Block 1, Hastings Industrial Park No. 4 from I-2, Industrial Park Storage/Service district to I-1, Industrial Park district. Upon vote taken, Ayes, 5; Nays, 0 Motion carried. 4. Public Hearing - Special use Permit, Park Place Storage Condominiums Planner Jenson provided background information on the subject. Commissioner Anderson inquired about the condition regarding septic system alarms. Planner Weiland explained that this site would have holding tanks for sewage rather than being hooked up to the sanitary sewer system. The location of the lot makes it cost prohibitive to hook up to the sanitary sewer system and a project like this that will have minimal sewer use it a good fit for the site. Chairman Schultz opened the public hearing at 7:07 pm. Chairman Schultz closed the public heating at 7:08 pm. Commissioner Harrington asked if the Special Use Permit was reviewed on a yearly basis. Planner Weiland responded that the site would be reviewed administratively each year for compliance with the special use permit. Planning Commission Action: Commissioner Strauss moved and Commissioner Stotko seconded to recommend to the City Council to approve a Special Use Permit for Park Place Storage Condominiums to the City Council, subject to the following conditions: That the structures will only be used for storage purposes. No office/manufacturing/retail uses will be allowed to operate within the storage spaces. A condominium association must be formed and the declarations recorded with the final plat. The declarations will address the following issues: 1. Maintenance of the common areas. 2. The City has the right to enter the property to perform property maintenance, if necessary, and assess the costs to the property owner. 3. Alarms in the septic system should be wired to alert City officials in an emergency situation. Upon vote taken, Ayes, 5; Nays, 0. Motion carried. 5. Public Hearing - Hastings Marketplace Rezoning from C-4 to R-4 Planner Weiland presented background information on the item. Chairman Schultz opened the public hearing at 7:15 pm. Ms. Diane Berry, 15 3 8 Tierney Drive asked for clarification on what this property was currently zoned and what the proposed zoning was. Ms. Berry also stated that many of the residents in the neighborhood had signed a petition due to their concerns about increased crime, decreased property values, and the higher density proposed with this project. Chairman Schultz closed the public hearing at 7:21. Planner Weiland explained the different zoning classifications involved for this proposal. Commissioner Strauss stated that this is an appropriate site for higher density housing this close to Target. Chairman Schultz stated that she was aware of earlier concerns that a hotel was being planned for this site. Commissioner anderson stated that with this rezoning the property will be developed at a lower density than the comprehensive plan is guiding the property. Planning Commission Action: Commissioner Harrington moved and Commissioner Anderson seconded a motion to recommend to the City Council to approve the rezoning of the property to R-4 PRD Medium High Density Residence Planned Residential Development. Upon vote taken, Ayes, 5; Nays, 0. Motion carried. 6. Site Plan - Dakota County CDA Senior/Family Housing Project Planner Weiland presented background on the project. He also noted that the neighborhood petition was included with the Staff report sent to the Planning Commissioners. The petition noted that the neighbor=s had no opposition to owner-occupied housing, and Planner Weiland reminded everyone that the City cannot dictate whether housing is developed for rental or purchase. Planner Weiland added that the City was asking for wainscoting at the garage comers on the family townhomes to protect against dings and bumps. He reiterated that the City has a good working relationship with the CDA, and that the City of Hastings has an active Rental Code and Property maintenance Code, which is enforced by a full- time Staff member. Commissioner Strauss asked whether a decision had been made with relation to Concept A vs. B (this refers to the layout of the west townhomes, adjacent to the Senior housing.) Planner Weiland stated that Staff was recommending Concept A, with the townhomes backing up to the detention pond. Kari Gill, representative of the Dakota County CDA stated that the CDA has two existing projects in Hsastings, Pleasant Ridge Family Townhomes and Mississippi Terrace Senior Housing. The CDA overall has 12 senior housing sites and another 6 in development, and 7 family housing sites, with one under construction and another out to bid. Ms. Gill stressed that the appearance and management of these projects is very important to the CDA, which is why each site has an on-site caretaker, a property manager that visits each week, and private contracts for lawn care and snow removal. Ms. Gill introduced the architects of the sites, Mr. Paul Madsen is the architect for the family townhomes and Mr. Jay Nelson, architect for the senior site. Chairman Schultz asked if these sites paid property taxes. Ms. Gill replied that they did. Commissioner Harrington inquired about the trail connections to the site. Mr. Madsen stated that the connections from the sites to the trails are proposed as concrete to differentiate them from the trails. He also stated that the CDA had agreed with Staff recommendation and was moving forward with the concept A. Commissioner Harrington expressed concern that evergreens proposed near the trail not be placed too close to keep the trail clear. Mr. Madsen stated that there was approximately 35' to work with, and the trees would be appropriately placed. Commissioner Harrington inquired about a swale and catch basin located between the senior facility and the townhomes directly to the east. Mr. Madsen stated that the swale was to collect some of the water from the site and filter it prior to its entering the detention pond. Ms. Gill added that one engineer was working on the entire site. The Planning Commission then reviewed the senior building elevations with the architect. Commissioner Strauss feels that flipping the family townhomes to face the street and back up to the detention pond will make for a more attractive site and view of the site. Planning Commission Action: Commissioner Strauss moved and Commissioner Harrington seconded a motion to recommend to the City 4 Council the approval of the Hastings Marketplace Senior/Family Housing Site Plan subject to following: 1. That the proposed structure and accessory items including, but not limited to, the parking lot, trail and landscaping shall be completed pursuant to the approved site plan. Upon request for occupancy of the building, all uncompleted items contained within the site plan shall be addressed pursuant to city code escrow requirements. 2. Site Plan approval is contingent upon the rezoning of the property to R-4 PRD. 3. That the approval is contingent upon the property being platted. 4. That the developer shall install separate water meters and water lines installed for all irrigation systems. 5. That the developer shall be required to address all fire safety, building safety, and accessability requirements for the use of the new buildings as part of the building plan review. Upon vote taken, Ayes, 5; Nays, 0. Motion carried. 7. Updates and Other Business Planner Weiland stated that interviews for a new Planning Commissioner were recently completed and a new Commissioner selected. He will be asking the City Council to approve the apointment at their meeting on the 21st of August. 8. Adjournment There being no further business the meeting was adjourned at 8:20 pm.
