Regular Meeting
Commissioner Schultz called the meeting to order at 7:03 p.m.
Commissioners Present: Anderson, Flom, Harrington, Schultz, Stotko, and Strauss
Commissioners Absent: None
Staff Present: City Planner Matthew Weiland, Associate City Planner Kris Jenson, John Grossman, Staff
Member for Heritage Preservation Commission.
2. Approve Meeting Minutes of January lOth, 2000 Planning Commission Meeting.
3. City of Hastings 2020 Sidewalk and Trails Plan.
City Planner Matt Weiland presented background information on this subject.
Commissioner Strauss inquired about the County Road 47 portion of the trail, and the conflict between the report
and the map. Planner Weiland stated that the map was more current than the report, and that the County Road 47
trail was indeed included in the plan.
The Public Hearing was opened at 7:07 pm. The Public Hearing was closed at 7:08 pm.
Commissioner Flom asked how citizens could request a sidewalk for a paxticular aa'ea. Plmmer Weiland responded
that citizens can petition the city to construct a sidewalk.
Commissioner Harrington had questions regarding gaps in the plan in various parts of the City, as well as
questions regarding the typical width of sidewalks and trails. Planner Weiland stated that some gaps were due to
concerns from property owners. They typical width of a sidewalk is five (5) feet, and trails can run eight (8) to
ten (10) feet in width.
Several of the Commissioners stated their desire for a bike path to lead to the library. Currently there are
sidewalks on both sides of Pleasant St., but due to the heavy traffic on Pleasant St., most people would not be
comfortable allowing a child to ride their bike on Pleasant St. Commissioners also expressed a desire for a trail
connection through Cari Park. Planner Weiland said that as properties redevelop, the Planning Department will
look at adding sidewalks on one side of the street and trails on the other side, especially in high traffic areas.
There was no additional discussion among the Planning Commission.
Planning Commission Action:
Commissioner Harrington moved and Commissioner Flom seconded to recommend approval to City
Council of the City of Hastings 2020 Sidewalk and Trails Plan.
Upon vote taken, Ayes,6; Nays, 0. Motion carried.
4. Final Plat - Valley Manor 3rd Subdivision
City Planner Matt Weiland presented information on this subject.
There was no Planning Commission discussion.
Planning Commission Action:
Commissioner Strauss moved and Commissioner Anderson seconded to recommend to the City Council
the approval of the Valley Manor 3rd Subdivision Final Plat subject tot he following conditions:
The final plat hard shells must be consistent with the approved final plat.
The Applicant must provide documentation that he has permission to grade and disturb land
outside the boundaries of his property from the adjacent property owners, prior to the City
issuing a grading permit.
The applicant shall pay $4,320.00 in sewer interceptor fees, prior to the City releasing the plat
hard shells. This fee is based on 2.4 acres of land being developed at 6 interceptor sewer
charges per acre. The applicant shall receive a reduction in interceptor sewer charge fees, for
interceptor sewer fees already paid on the property.
Upon vote taken, Ayes,6; Nays, 0. Motion carried.
5. Heritage Preservation Sites
City Planner Weiland reminded the Commission that they were reviewing the Heritage Preservation Sites for
compatibility with the Zoning Code and the Comprehensive Plan.
John Grossman presented information on two sites which are being considered as local heritage preservation sites.
Guardian Angels Church and School, more commonly known as St. Elizabeth Ann Seton Church and School, axe
not eligible for the National or State Historic Registers, but a local designation can help to protect the sites from
demolition. Possible re-uses for the sites include medium to high density housing, community space, etc.
Commissioner Flom inquired as to the possibility of using the school for office space, since it appears to be a use
the Commission has seen more plans for recently. Mr. Grossman stated that while that is a possibility, he does
not see it as the most likely use.
Planning Commission Action:
Commissioner Harrington moved and Commissioner Flom seconded to recommend to the City Council
that the Planning Commission finds that there are no zoning or comprehensive plan issues incompatible
with the designation of the Guardian Angels School and Church as Heritage Preservation Sites.
5. Updates and other business:
City Planner Weiland stated that Planning Commissioner interviews are being conducted to replace outgoing
Commissioner Flom, whose final term has expired.
Commissioner Schultz thanked Commissioner Flom for his years of service to the Planning Commission and the
City of Hastings.

Commissioner Flom thanked the Planning Commission members for a pleasant experience while serving on the
Commission. He also thanked his neighbor, Ed Riveness, who initially suggested that he get involved with the
Planning Commission.
