Regular Meeting
Commissioner Schultz called the meeting to order at 7:06 p.m.
Commissioners Present: Anderson, Donndelinger, Flom, Harrington, Schultz, Stotko, and Strauss
Commissioners Absent: None
Staff Present: City Planner Matthew Weiland and Associate City Planner Kris Jenson
2. Approve Meeting Minutes of December 13th, 1999 Planning Commission Meeting.
3. Site Plan - Langenfeldt Retail/Office Building (1610 Vermillion St)
City Planner Matt Weiland presented background information on this subject.
Commissioner Flom inquired of the Applicant whether a restaurant was considered for this site due to the
proximity of the Hastings Motel next door, as well as adding a second floor to the structure.
Mr. Jeff Lagenfeldt, Applicant, stated that there would not be a food business in the building he will be
constructing, and the building was kept at one floor due to additional building code requirements should it have
been larger.
Commissioner Anderson asked if the mechanicals/air conditioning units would be screened due to this site=s
location across the street from the Le Duc Mansion, as well as the color scheme for the building.
The applicant stated that the mechanicals/air conditioning units would be placed at the rear of the roof, and the
building may have a parapet added as additional screening from the street. The color scheme would most likely
be a tan with a darker accent.
Commissioner Stotko asked the applicant if he had considered giving the face of the building more depth by
adding awnings or anything of the like.
The applicant stated that that may be a possibility as the building elevations are in the prelimmaxy stages and may
change slightly.
Commissioner Schultz asked the applicant to point out the elementary school playground located behind the
proposed site as well as inquiring whether or not the oaks were located on the school=s property or the
applicant=s property.
The applicant pointed out the playground area, and stated that once a survey was done, he would know whose
property the trees were on. The applicant also stated that he planned to keep any of the mature trees located on
his property.
There was no additional discussion among the Planning Commission.
Planning Commission Action:
Commissioner Donndelinger moved and Commissioner Flom seconded to recommend approval to City
Council for a site plan for an office/retail building at 1610 Vermillion Street dated ??/??/99, based on the
following conditions:
1. That the proposed structure and accessory items including, but not limited to, the pa]king lot and landscaping
shall be completed pursuant to the approved site plan. Upon request for occupancy of the building, all
uncompleted items contained within the site plan shall be addressed pursuant to city code escrow
requirements.
2. That the developer modify the landscape plan to include the following elements subject to approval of the
City Planner:
A. The names of trees and hedges shall be identified on the plan.
3. That the developer modify the site plan to include the following elements subject to approval of Public Works
Director:
4. The pipe locations, sizes and elevations for the sewer and water connections must be indicated on the site
plan. These shall be done as part of the Certificate of Survey for this project required for the Building Permit.
The utility connections must be shown all the way to the street connections.
5. The drive aisles must be restricted to 24 ft on the north and south side of the property. This shall be
accomplished through the use of curbing as identified on the site plan.
6. The applicant shall be required to provide evidence to the city that the gas tanks on the property were
abandoned properly.
7. That the Developer shall incorporate any MNDOTs comments into the site plan.
Upon vote taken, Ayes,7; Nays, 0. Motion carried.
4. House Move - 831 5th St. W
Associate Planner Kris Jenson presented information on this subject.
Commissioner Harrington inquired whether the garage currently on the site would be moved as well.
Planner Jenson stated that was her understanding.
Several Commissioners expressed concern that the house currently has stucco siding and how that would fare
during the house move. A condition was added to the recommended Staff conditions that would require the
applicant to make any necessary repairs to the stucco caused by the move.
Planning Commission Action:
Commissioner Harrington moved and Commissioner Strauss seconded to recommend to the City Council
to authorize issuance of moving and building permits to allow the home included in a proposal from John
Moes to be moved to 831 5th Street West, subject to the following conditions:
1. Compliance with all City Code requirements including, but not limited to: City Code Chapter 4
(Construction Regulations) and City Code Chapter 18 (Property Maintenance).
2. That all exterior site work on the structure and site be completed within 6 months from the date of permit
issuance. This exterior work shall include painting the exterior and repairing any damage to the stucco
caused by the move.

3. That a new basement and permanent foundation be constructed.
4. That the home and garage be sited in such a manor to save as many trees as possible. The applicant is
also required to plant two (2) front yard trees.
Upon vote taken, Ayes, 7; Nays, 0. Motion carried.
5. Updates and Other Business:
City Planner Weiland stated that he has received a few applications for Planning Commissioner to replace
Commissioner Flom, whose term is up at the end of January. He is expecting to receive several more, and will
wait to schedule interviews until he has received the other applications.
