Regular Meeting
Commissioner Schultz called the meeting to order at 7:04 p.m.
Commissioners Present:Anderson, Donndelinger, Flom, Harrington, Schultz, Stotko, and Strauss
Commissioners Absent:None
Staff Present: City Planner Matthew Weiland and Associate City Planner Kris Jenson
2. Approve Meeting Minutes of November 22"d, 1999 Planning Commission Meeting.
3a. Public Hearing/Site Plan - Valley Manor 3rd Subdivision/Lawrence Office Building.
Public Hearing opened at 7:05 pm for the Preliminary Plat.
City Planner Matt Weiland presented background information on this subject.
There were no public comments.
Public Hearing closed at 7:15.
Planning Commission Action:
Commissioner Donndelinger moved and Commissioner Harrington seconded to recommend approval to
City Council for a preliminary plat for the Valley Manor 3rd Subdivision, dated 10/12/99, based on the
following conditions:
1. The final plat hard shells must be consistent with the approved final plat.
2. That the applicant provide a final plat in the form required for City signatures, however, this may be
accomplished upon submittal of plat hardshells for City signatures.
3. The Applicant must provide documentation that he has permission to grade and disturb land outside the
boundaries his property from adjacent property owners, prior to the City issuing a grading permit.
4. The applicant shall pay $4,320.00 in sewer interceptor fees, prior to the City releasing the plat
hardshells. This fee is based on 2.4 acres of land being developed at 6 interceptor sewer charges
($300.00) per acre. The applicant shall receive a reduction in interceptor sewer charges fees, for
interceptor sewer fees already paid on the property.
Upon vote taken, Ayes, 7; Nays, 0. Motion carried.
3b. Site Plan review, Lawrence Office Building.
City Planner Matt Weiland presented background information on this subject.
Planning Commission Action:
Commissioner Donndelinger moved and Commissioner Anderson seconded to recommend approval to
City Council for the Lawrence Office Building Site Plan, dated 10/12/99, based on the following
conditions:
1. That the proposed structure and accessory items including, but not limited to, the parking lot and
landscaping shall be completed pursuant to the approved site plan. Upon request for occupancy of the
building, all uncompleted items contained within the site plan shall be addressed pursuant to city code
escrow requirements.
2. That the developer modify the landscape plan to include the following elements subject to approval of the
City Planner:
1. A three ft hedge located in front of the northen parking lot.
3. That the developer modify the utility site plan to include the following elements subject to approval of
Public Works Director:
2. The pipe sizes and elevations of the sewer and water connections must be illustrated.
Upon vote taken, Ayes,7; Nays, 0. Motion carried.
4. Public Hearing - Land Use Section of Comprehensive Plan
Public Hearing opened at 7:18pm.
City Planner Matt Weiland presented information on this subject.
Public Comments:
William Benzick (developer of Nordin Property, outside the city limits, south of South Pines Development) Read
a letter addressed to the Mayor, City Council, and the Planning Commission from J. Patrick Brinkman regarding
the developer=s desire to have the Nordine property included in the 2020 Comprehensive Plan. The developers
feel that this potential development could provide needed moderately priced housing as well as push Dakota
County and the Minnesota Department of Transportation (MNDOT) to consider a bypass for 316/61 around the
south end of Hastings.
Tom McMahon, Engineer for CCST, has worked with Lawrence Construction on the existing South Pines
Development, stated that this area would be easily accessible to City services due to the lift station near Hwy.
316, and that this development could help the City recoup some of the expenses involved in putting in the Lift
Station.
The Public Hearing was closed at 8:25 pm.
Planning Commission Discussion:
Commission Schultz stated that the property had not been included in the 2020 plan due to the traffic and safety
concerns along Hwy 316.
Commissioner Stotko inquired as to why this parcel was not included as an area for future growth.
Commissioner Schultz stated that since the bypass around the south side of the city was not included in the 20
year plans for MNDOT or Dakota County, the city felt it was not responsible planning to continue to add vehicle
trips to Hwy 316.

Planning Commission Action:
Commissioner Donndelinger moved and Commissioner Stotko seconded to recommend approval to City
Council for the Land Use Component of the Comprehensive Plan, dated 12/10/99.
