Minutes of August 23rd, 1999
Regular Meeting
Commissioner Schultz called the meeting to order at 7:00 p.m.
Commissioners Present: Flom, Harrington, Schultz, Anderson, Donndelinger and Strauss
Commissioners Absent: none
Staff Present: City Planner, Matthew Weiland and HRA Director, John Grossman
2. Approve Meeting Minutes of July 12th, 1999 Planning Commission Meeting.
3. Parking Lot Site Plan- Special Tees (1206 N Frontage Rd)
City Planner, Matthew Weiland presented background information on this subject..
Planning Commission Action:
Commissioner Harrington made a motion and Commissioner Flom made a second to recommend
approval to City Council the Special Tees eastern Parking Lot site plan subject to the following
conditions:
1. The proposed structure and accessory items including, but not limited to, the parking lot and
landscaping shall be completed pursuant to the approved site plan. Upon request for occupancy
of the building, all uncompleted items contained within the site plan shall be addressed pursuant
to city code escrow requirements.
2. Modify the landscape plan to add a tree to the eastern side of the parking lot entrance and some
bushes or a hedge to the northern side of the parking lot, subject to approval of the City Planner.
3. The applicant will work with the utility company to see if any utilities have to be moved.
Upon vote taken, Ayes, 6; Nays, 0. Motion Carried.
4. Building Expansion Site Plan - Lazersharp (111 W 19th St)
City Planner, Matthew Weiland presented background information on this subject.
Planning Commission Discussion: Commissioner Anderson was concerned about the metal building.
Planning Commission Action:
Commissioner Donndelinger made a motion and Commissioner Strauss made a second to
recommend a Motion to recommend approval to City Council the Lazersharp building expansion
site plan subject to the following conditions:
1. The proposed structure and accessory items including, but not limited to, the parking lot and
landscaping shall be completed pursuant to the approved site plan. Upon request for occupancy of
the building, all uncompleted items contained within the site plan shall be addressed pursuant to
city code escrow requirements.
Upon vote taken, Ayes, 6; Nays, 0. Motion Carried.
5. Final Plat - Featherstone Ridge
City Planner, Matthew Weiland presented background information on this subject.
Planning Commission Discussion: Dwayne of 1357 Jackson Dr questioned if this project needed and
EAW and if it was consistent with the comprehensive plan. The Planning Commission was still
concerned about the impact to the hillside and the pond.
Planning Commission Action:
Commissioner Donndelinger made a motion and Commissioner Harrington made a second to
recommend a Motion to recommend approval to City Council Featherstone Ridge Final Plat
subject to the following conditions:
1. That the applicant provide evidence that the private street will be maintained by a homeowner's
association and not by the City;
2. The private street and related utilities be designed and constructed according to City policies as
determined by the Public Works Director.
3. That the homes fronting on Featherstone Rd shall be required to have turn around driveways
installed.
4. That the applicant provide evidence that Outlot B be maintained by a homeowner's association
and not by the City.
5. That the applicant place a conservation easement over Outlot B
6. That the grading and utility plans are modified according to the following Public Works
Director's comments:
A. The road access on Featherstone Road should be removed and curb and gutter and sidewalk
constructed through the existing opening.
B. There are three services stubbed into Lot 6 off of Featherstone Road. Unused services should
be tied together to provide a combined service to the home that will be built on Lot 6, making
the homeowner responsible for these services should they ever fail.
C. Swales must be created between the lots on Featherstone Road to prevent drainage from the
higher lots flowing onto the lower lots. The swales should direct runoff to the backyards.
Swales will also be required on both sides of the three unit townhome proposed for the west
end of the access road to properly channel storm runoff around these units.
7. The Developer shall minimize loss of existing trees, scrubs and native grasses by clearly
demarcating on each Certificate of Survey prepared for building permit issuance the extent of lot
area to be disturbed during building construction. The extent of vegetation which may be cleared
on an individual home site shall be determined through consultation between the developer and
Community Development Division staff. Furthermore, all existing vegetation to be retain shall
be protected from construction activities by fencing or other means as approved by the City
Planning Department;
8. The Developer shall be required to pay $300.00 per lot in interceptor sewer charges, prior to the
city releasing the final plat hardshells. The interceptor sewer charge for this project totals
$9,000.00 for 30 units.
9. That approval the final plat shall be subject to park/public land dedication requirements as
recommended by the City of Hastings Natural Resources and Recreation Commission and
approved by the Hastings City Council.
10. That the developer will build a trail on City property from Featherstone Rd to Jefferson St. This
trail will run over the development's sanitary line and behind the townhomes. The cost and design
of this trail shall be agreed to upon in a development agreement.
11. That the applicants and the City will agree to conditions of a land trade for Outlot A in a
development agreement, after the City has held a Public Hearing to determine if the pleasant
valley ponding basing land should be disposed of.
12. That the City will not sign the hardshells for the final plat unless the Pleasant Valley Ponding
basin land is approved to be disposed of by the City Council.
13. That the Developer shall agree to conditions for excavation of the ponding basin in the
development agreement.
14. The developer shall plant one "boulevard" tree and one front yard tree per lot. These trees shall
be at least two inches in diameter at the base and the species of the tree should be on the list of
approved trees Created by the city Forester. An escrow is required for any unplanted trees before
a certificate of occupancy is issued for any unit without trees is allowed.
15. That the City shall work with the developer to place a reasonable conservation easement over the
rear of the lots 1-6, Block 1.
16. The Developer shall enter into a development agreement with the City of Hastings Documenting
conditions of approval for Featherstone Ridge. The Development agreement shall be signed prior
to the City releasing the final plat hard shells.
Upon vote taken, Ayes, 4; Nays, 2. Motion Carried.
6. Heritage Preservation Sites
HRA Director, John Grossman presented background information on this subject.
Planning Commission Action:
Commissioner Anderson made a motion and Commissioner Flom made a second to recommend
approval to City Council to approve the Historic Preservation sites finding they did conflict with
zoning or comprehensive plan requirements.
Upon vote taken, Ayes,6; Nays, 0. Motion Carried.

Planning Commission Workshop - Shoreland Revisions
The Planning Commission discussed the proposed overlay shoreland district and the proposed shoreland
ordinance revisions.
