HomeMy WebLinkAbout06/09/99Hastings Planning Commission Minutes of June 9th, 1999 Regular Meeting Commissioner Schultz called the meeting to order at 7:03 p.m. Commissioners Present: Flom, Donndelinger, Harrington, Schultz,, and Strauss Commissioners Absent: Anderson Staff Present: City Planner, Matt Weiland. 3. Public Hearing -Minor Subdivision (6th St E + Vermillion) City Planner, Matt Weiland presented background information on this subject.. Public Hearing Opened at 7:05 pm for the Rezoning. Public Comments: There were no public comments. The Public Hearing was closed at 7:05 pm Planning Commission Action: Commissioner Strauss made a motion and Commissioner Donndelinger made a second to recommend approval to the City Council of the minor subdivision subject to the following conditions: 1. Approval of a resolution waving platting requirements. 2. The resolution waving platting requirements and a certificate of survey shall be recorded with the County. A copy of the certificate of survey shall also be filed with the City. 3. The two homes on the lots must be converted to single family homes. 4. The applicant must add a utility easement to the survey to be recorded with the survey. Upon vote taken, Ayes, 5; Nays, 0. Motion Carried 3. Special Use Permit- Soil Processing Permit (Hoist Excavating-1999) City Planner, Matt Weiland presented background information on this subject.. Planning Commission discussion: The Planning Commission was concerned with the environmental impacts of this project. The neighbors were mainly concerned with water quality and safety of their wells. Planning Commission Action: Commissioner Harrington made a motion and Commissioner Flom made a second to recommend approval of the Special Use Permit Upon vote taken, Ayes, 2; Nays, 3. Motion did not Carry. Commissioner Strauss then made a second motion and Commissioner Donndelinger made a second to recommend to the City Council that a discretionary EAW be done for this project. Upon vote taken, Ayes,3; Nays, 2. Motion carried 4. Parking Lot Variance - Special Tees (1206 North Frontage Rd) City Planner, Matt Weiland presented background information on this subject.. Planning Commission Discussion: The Planning Commission felt this was a good use of the property. Planning Commission Action: Commissioner Harrington made a motion and Commissioner Donndelinger made a second to recommend approval to City Council the Special Tees eastern Parking Lot variance subject to the following conditions: That the applicant submit a detailed site plan showing the layout of the eastern parking lot. The applicant would landscape and maintain a landscaping area directly east of parking lot on City Property. The applicant would have a 5 ft wide marked area in front of the building entrance for pedestrian access. The parking spots must have stops installed to prevent cars from hitting the building. The driveway entrance to the site must be to the eastern edge of the property. The applicant would work with the utility company to see if any utilities had to be moved. Upon vote taken, Ayes, 5; Nays, 0. Motion Carried 5. House Move Proposal - Lot 1, Block 3, Sunny Acres 6 (601 Douglas DR) Acting Community Development Director, Matt Weiland presented background information on this subject.. Planning Commission Action: Commissioner Harrington made a motion and Commissioner Strauss made a second to recommend approval to City Council a 6-8 ft rear setback variance due to the shape of the lot and the need for a two car garage. Upon vote taken, Ayes,5; Nays, 0. Motion Carried House Move: Commissioner Donndelinger made a motion and Commissioner Strauss made a second to recommend approval to City Council to authorize issuance of moving & building permits to allow the home included in a proposal from Bill Bauer to be moved to Lot 1, Block 3, Sunny Acres 6 (601 Douglas DR) subject to the following conditions: 1. That the City Council approves a rear setback variance for the home. 2. Compliance with all applicable City Code requirements including, but not limited to: City Code Chapter 4 (Construction Regulations) and City Code Chapter 18 (Property Maintenance Ordinance). 3. That the yard area is seeded or sodded to establish a lawn. 4. That 2 deciduous shade tree (minimum 2.5 inch diameter) be planted in the front yard prior to issuance of 2 a Certificate of Occupancy. 5. That a paved driveway to the house is installed. 6. That all exterior site work on the structure and site be completed within 6 months from the date of permit issuance. Upon vote taken, Ayes,5; Nays, 0. Motion Carried 6. Updates and Other Business: City Planer, Matt Weiland informed the Planning Commission about the Comprehensive Plan workshop with City Council coming up on June 22nd, 1999 at 7:00pm Adjournment: There being no further business the meeting was adjourned at 8:45 pm
