HomeMy WebLinkAbout09/28/98Hastings Planning Commission Minutes of September 28th, 1998 Regular Meeting Commissioner Schommer called the meeting to order at 7:00 p.m. Commissioners Present: Schultz, Anderson, Donndelinger, Schommer, Harrington, Strauss. Staff Present: Zoning Administrator, Matt Weiland. 2. Minutes: There being no additions or corrections the minutes of the September 14th, 1998, Regular Planning Commission Meeting were approved. 3. House Move -535 6th St (Tabled from September 14th ,1998 - Regular Planning Commission Meeting) Zoning Administrator Matt Weiland presented background information related to this item. Discussion: Planning Commission Action: Commissioner Anderson made a motion and Commissioner Harrington made a second to recommend to City Council that they authorize issuance of moving & building permits to allow the home included in a proposal from Pat O=Connor/Brian Hanson to be moved to Lot 4, Block 42, Addition 13 to the City of Hastings subject to the following conditions: 5. 6. 7. Compliance with all applicable City Code requirements including, but not limited to: City Code Chapter 4 (Construction Regulations) and City Code Chapter 18 (Property Maintenance Ordinance). The applicants shall add a small front porch to the front of the home. The designs for the porch shall be approved by the Community Development Department as part of the Building Permit process. That all exterior site work on the structure and site be completed within 6 months from the date of permit issuance. This exterior work shall included painting the house and adding shutters to windows visible from the street. That the home be sited in order to save as many trees as possible. That the applicant use rock face block for the foundation. That the applicant plant foundation landscaping. That the applicant add an egress window to the basement. Upon vote taken, Ayes, 6; Nays, 0. Motion carried. 4. Site Plan - Regina Medical Office Expansion Zoning Administrator Matt Weiland presented background information related to this item. Planning Commission Action: Commissioner Shultz made a motion and Commissioner Strauss made a second to recommend approval of a motion to recommend to City Council approval of the site plan for the Regina Medical Office expansion subject to the following conditions: 1. The proposed structure and accessory items including, but not limited to, the pa]king lot and landscaping shall be completed pursuant to the approved site plan. Upon request for occupancy of the building, all uncompleted items contained within the site plan shall be addressed pursuant to city code escrow requirements. Upon vote taken, Ayes, 6; Nays, 0. Motion carried. City Streets Information - Harold Featherstone Zoning Administrator Matt Weiland presented background information related to this item. Harold Featherstone presented ideas and concerns about the City's roads and transportation plans. He also provided the Planning Commission with information on better road design. The Planning Commission discussed the merits of smaller roads and more pedestrian friendly roads and transportation. The Planning Commission made comments that they will look into better road design as part of the City's Comprehensive Plan. Updates and Other Business: Zoning Administrator Matt Weiland presented information on the Dakota County Joint Planning Commission Meeting September 30th, 1998.
