HomeMy WebLinkAbout09/14/98Hastings Planning Commission Minutes of September 14th, 1998 Regular Meeting Commissioner Schultz called the meeting to order at 7:05 p.m. Commissioners Present: Schultz, Anderson, Donndelinger, Flom. Staff Present: Zoning Administrator, Matt Weiland. Minutes: There being no additions or corrections the minutes of the September 14th, 1998, Regular Plmming Commission Meeting were approved. Public Hearing: Rezone -South 2 of Block 18, Town of Hastings Zoning Administrator Matt Weiland presented background information related to this item. Commissioner Schultz opened the public hearing at 7:10 p.m. Public Comments: Janette Yandrasits, 323 Ramsey St., stated that she would be opening a business in her gaa:age and understood her business would be grand fathered into the new zoning district. She was not opposed to the rezoning. The hearing was closed at 7:15. Commissioner Donndelinger made a motion and Commissioner Flom made a second to recommend that the City Council approve a rezoning of the south 2 of block 18, Town of Hastings, from C-3 Community Regional Commerce to R-2 Medium Density Residence: Upon vote taken, Ayes, 4; Nays, 0. Motion carried. Public Hearing: Preliminary/Final Plat - Reuter Hastings Addition Zoning Administrator Matt Weiland presented background information related to this item. Commissioner Schultz opened the public hearing at 7:15 p.m. There being no public comment, the hearing was closed at 7:16 p.m. Planning Commission Comments: Commissioner Flom was concerned about the size of the lots and recommended a possible twin home be built on the smaller lots. Planning Commission Action: Commissioner Anderson made a motion and Commissioner Donndelinger made a second to recommend approval of a motion to recommend to City Council approval of the prelim/final plat subject to the following conditions 2. 3. 4. 5. The final plat hard shells must be consistent with the approved final plat. That the applicant provide a final plat in the form required for City signatures, however, this may be accomplished upon submittal of plat hardshells for City signatures. The developer shall pay $870.00 in interceptor sewer charges prior to the City releasing the final plats hard shells. The developer shall pay $2550.00 in park dedication fees prior to the City releasing the final plats hard shells. The developer shall plant one Aboulevard@ tree and one front yard tree per lot. These trees shall be at least two inches in diameter at the base and the species of the tree should be on the list of approved trees prepared by the city Forester. This requirement is consistent with what the city has been requiring in other areas. An escrow shall be required for any unplanted trees before occupancy of any units without trees is allowed. The developer shall save as many existing trees as feasiblely possible. Upon vote taken, Ayes, 4; Nays, 0. Motion carried. Public Hearing: 418 Vermillion St (1st Floor Residential) Zoning Administrator Matt Weiland presented background information related to this item. Commissioner Schultz opened the public hearing at 7:20 p.m. There being no public comment, the hearing was closed at 7:21 p.m. Planning Commission Comments: Commissioner Flom was concerned about the condition of the building. Applicant indicated that the building would be redeveloped up to current building code standards. Planning Commission Action: Commissioner Donndelinger made a motion and Commissioner Anderson made a second to recommend approval of a Motion to recommend to Council Approval of a Special Use permit to allow a first floor residence at 418 Vermillion St subject to the following conditions: The residence shall be accessory to a commercial use. The residence shall be in the rear of the building and shall have it's own outdoor entrance. The residence shall be provided two off-street parking spaces in the proposed parking area. Upon vote taken, Ayes, 4; Nays, 0. Motion carried. House Move - 535 6th St Zoning Administrator Matt Weiland presented background information related to this item. Planning Commission Comments: The Commission was concerned about the look of the building and how well it fits into the neighborhood. The applicant did not show up until the end of the meeting, so was not there to answer specific questions about the home. Planning Commission Action: Commissioner Donndelinger made a motion and Commissioner Anderson made a second to recommend tabling approval of the house until the next Planning Commission Meeting on September 28th, 1998. The reason for this was to allow for the applicant to provide more detailed information about the front porch and areas. Upon vote taken, Ayes, 4; Nays, 0. Motion carried. Updates and Other Business: Zoning Administrator Matt Weiland presented information on the Dakota County Joint Planning Commission Meeting September 30th, 1998. Harold Featherstone indicated that he would like to address the commission at the next meeting in regards to city streets. Adjournment: There being no further business the meeting was adjourned at 7:55p.m.
