Minutes of March 23rd, 1998
Commissioner called the meeting to order at 7:00 p.m.
Commissioners Present: Schommer, Strauss, Donndelinger,Flom, Schultz, Anderson
Commissioner Absent: Harrington
Staff Present: Zoning Administrator Matt Weiland.
Approval of the March 23rd, 1998 Minutes.
Public Hearing - Minor Subdivision (Pete Likes 3000 E 4th St)
Zoning Administrator Matthew Weiland presented background information to the Commission related to this
item.
Public Hearing Opened at 7:04 pm, Public Hearing Closed at 7:05 pm. no comments
Commissioner Strauss moved and Commissioner Donndelinger made a second to make a
Recommendation to the City Council to recommend approval of the minor subdivision subject to the
following conditions:
1. Approval of a resolution waving platting requirements.
2. The resolution waving platting requirements and a certificate of survey shall be recorded with the County. A
copy of the certificate of survey shall also be filed with the City.
3. The applicant shall pay $1700.00 in park dedication fees.
4. The developer shall plant one Aboulevard@ tree and one front yard tree per lot. These trees shall be at least two
inches in diameter at the base and the species of the tree should be on the list of approved trees created by the City
Forester. This requirement is consistent with what the city has been requiring in other areas.
Upon vote taken; Ayes,6; Nays, 0. Motion Carried.
Public Hearing - Minor Subdivision (Jim Hoeschen Lots 5-8, Block 6, Barkers Add)
Zoning Administrator Matthew Weiland presented background information to the Commission related to this
item.
Public Hearing Opened at 7:08 pm, Public Hearing closed at 7:10 pm. no comments
This public Hearing was held for the sole purpose of gathering any public comment. The minor subdivision/lot
line adjustment will be done administratively by staff.
House Move - Lots 7+8, Block 6 Barkers Add
Zoning Administrator Matthew Weiland presented background information to the Commission related to this
item.
Commissioner Donndelinger moved and Commissioner Schultz made a second to make a
Recommendation to the City Council to recommend approval of House Move subject to the following
conditions:

Compliance with all applicable City Code requirements including, but not limited to: City Code Chapter
4 (Construction Regulations) and City Code Chapter 18 (Property Maintenance Ordinance).
That all exterior site work on the structure and site be completed within 6 months from the date of permit
issuance.
That the certificate of survey show the lowest floor elevation to be at or above the 694 ft regulatory flood
elevation and that the finished fill elevation 15 ft beyond the structure is at 693 ft or above.
That 1 deciduous shade tree (minimum 2.5 inch diameter) be planted in the boulevard area of each street
frontage prior to issuance of a Certificate of Occupancy.
Upon vote taken; Ayes,6; Nays, 0. Motion Carried.
Site Plan - River Valley Dental
Zoning Administrator Matthew Weiland presented background information to the Commission related to this
item.
Commissioner Flom moved and Commissioner Schultz made a second to make a Recommendation to the
City Council to recommend approval of the River Valley Dental Site Plan subject to the following
conditions:
1. Submission of revised utility plan demonstrating the installation of a 4 inch gate valve to the
existing WM to minimize the amount of time existing services is out of water.
2. Submission of revised plan illustrating the installation of pedestrian ramps at the intersection of
the driveway and sidewalks.
3. The proposed structure and accessory items including, but not limited to, the parking lot and
landscaping shall be completed pursuant to the approved site plan. Upon request for occupancy of the building,
all uncompleted items contained within the site plan shall be addressed pursuant to city code escrow requirements.
Upon vote taken; Ayes,6; Nays, 0. Motion Carried.
Site Plan - Cemstone
Zoning Administrator Matthew Weiland presented background information to the Commission related to this
item.
Commissioner Donndelinger moved and Commissioner Schultz made a second to make a
Recommendation to the City Council to recommend approval of the Cemstone Site Plan subject to the
following conditions:
Submission of revised utility plan illustrating the pipe sizes and exact locations of connections
for the water and sanitary lines.
The proposed structure and accessory items including, but not limited to, the parking lot and
landscaping shall be completed pursuant to the approved site plan. Upon request for occupancy
of the building, all uncompleted items contained within the site plan shall be addressed
pursuant to city code escrow requirements.
Upon vote taken; Ayes,6; Nays, 0. Motion Carried.
Final Plat - Wallin 7th Add.
Zoning Administrator Matthew Weiland presented background information to the Commission related to this
item.
Commissioner Schommer moved and

recommend approval of the final plat subject to the following
1. The final plat hard shells must be consistent with the approved final plat.
2. The final approval of the final plat is contingent on the rezoning of the property to R- 1.
3. The developer shall pay $8410.00 in interceptor sewer charges prior to the City signing any final plat.
4. The developer shall submit landscape plans showing the cul-de-sac islands required for River Heights
Court and Brooke Place. The developer shall also be responsible for proving that the island will be maintained by
some means other than through City involvement.
5. The developer shall plant one Aboulevard@ tree and one front yard tree per lot. These trees shall be at
least two inches in diameter at the base and the species of the tree should be on the list of approved trees created
by the City Forester. This requirement is consistent with what the city has been requiring in other areas. An
escrow is required for any unplanted trees before occupancy of any units without trees is allowed.
Upon vote taken; Ayes,6; Nays, 0. Motion Carried.
Updates and Other Business
Commissioner Schommer noted that he would like to get the Planning Commission packets out sooner if possible.
Thursday is better than Friday.
