HomeMy WebLinkAbout04/28/97Hastings Planning Commission Minutes of April 28, 1997 Commissioner Schommer opened the meeting at 7:05 p.m. Commissioner Present: Donndelinger, Schommer, Strauss, Bolesworth, Flom and Harrington. Staff Present: Community Development Director Wozniak and Zoning Administrator Weiland. Minutes: Commissioner Schommer called for additions or corrections to the March 24, Planning Commission meeting minutes. There being no changes the meeting minutes were approved. Setback Variance - 325 Crestview Drive Zoning Administrator Weiland presented background information regarding the variance request. Commissioner Harrington moved and Commissioner Flom made a second to recommend approval of the variance request of John Junkman, 325 Crestview Drive to allow a 2 foot variance to side the side yard setback along the south lot line of the property based on finding that the applicant has satisfied the variance criteria set forth in Chapter 2 of the Hastings City Code. Upon vote taken, Ayes, 6; Nay, 0. Motion Carried. Riverwood 7th Addition Preliminary Plat: Commissioner Bolesworth moved and Commissioner Strauss made a second to recommend approval of the Riverwood 7th Addition preliminary plat subject to the following conditions: Rezoning of that portion of the site currently zoned Agriculture to R-3 PRD. No work shall commence in Dakota County right-of-way until a permit is obtained from the County Highway Department and no permit shall be issued until the plat has been filed. The applicant shall be required to obtain from the City a special use permit to establish the Floodway Boundary through the Riverwood Development approved by the City Council prior to issuance of a grading permit for grading associated with the Riverwood 7th Addition Preliminary Plat/PRD. Future site development of"Shoreland" area (300' from the OHWL) within Lot 1, Block 6, of the Riverwood 7th Addition Preliminary Plat shall be restricted to open space and storm water ponding use. The site grading plan for the Riverwood 7th Preliminary Plat shall be reviewed by the Dakota County SWCD prior to issuance of a grading permit and all costs for review and inspections shall be paid by the applicant. All residential development of more than 2 attached units shall be subject to site plan approval by the City. 9. 10. 11. 12. 13. Execution of a Development Agreement establishing a bridge fee to be collected with building permits and set aside to cover 20% of the cost of constructing the two bridges or large box culverts that will have to be installed over the new drainage way for the proposed 31 st St. and Tuttle Drive future extensions. Documentation that Northern Natural Gas has authorized encroachment into its easement for the 31 st St. crossing. Townhomes fronting on Village Trail shall be required to comply with a 35' front yard setback and driveways shall incorporate turnarounds. Provisions for installation of low maintenance landscaping shall be required as part of final plat requirements for the two cul-de-sac islands proposed, along with provisions for maintenance of said islands by a home owner's association. Shared Townhome driveways shall be limited to 24 ft. In width through the right-of- way/boulevard area to provide additional snow storage are and boulevard green space. The developer shall be required to fund review of the final grading plans and drainage way construction plans by Barr Engineering to insure that the design will handle future high flows. The Developer shall enter into a Development Agreement with the City to memorialize condition's of the preliminary plat/PRD plan prior issuance of a grading permit for site grading and or prior to approval of any final plat. Upon vote taken, Ayes, 3; Nayes 2; Abstain, 1. The motion failed to carry because a majority of Commissioners present did not vote in favor. In voting on this item Commissioner Harrington expressed concerns regarding the siting of attached housing units on the south portion of the site as being inappropriate. Commissioner Strauss expressed concerns that the applicant was benefitting through the PRD process, but was providing little amenity to the City in respect to open space or site beautification. Commissioner Donndelinger indicated that she abstained from voting on this item because as a new Commissioner she had not had an opportunity to absorb detailed submittmal information regarding the preliminary plat. Riverwood PRD Plan: Commissioner Strauss moved and Commissioner Bolesworth made a second to recommend approval of the General Development Plan of Riverwood(4/7/97) as a Planned Residential Development plan to guide future development of the Riverwood property and to establish a maximum number of residential units to be developed on 89.6 acres of the Riverwood site of 517 units yielding a maximum development density of 5.8 units/acre. Upon vote taken, Ayes 5, Nays, 1. Motion carried. Adjournment: Commissioner Bolesworth moved and Commissioner Donndelinger made a second to adjourn the meeting at 8:30 p.m.
