Minutes of September 22, 1997
Commissioner Schommer opened the meeting at 7:00 p.m.
Commissioners Present:
Schommer, Harrington, Flom, Bolesworth, Strauss, Donndelinger,
and Schultz.
Staff Present: Community Development Director Wozniak and Zoning Administrator Weiland.
Minutes:
Commissioner Schommer called for corrections or changes to the September 8, 1997 meeting
minutes. There being no changes or corrections the meeting minutes were approved.
Public Hearing - Tower & Antennas Ordinance:
Zoning Administrator Weiland presented background information related to this item to the
Commission. Commissioned opened the public hearing at 7:04 p.m. There being no comments
the public hearing was closed.
Commissioner Harrington moved and Commissioner Bolesworth made a second to recommend
approval to the Hastings City Council of AN ORDINANCE OF THE CITY OF HASTINGS,
MINNESOTA AMENDING CHAPTER 10 OF THE HASTINGS CITY CODE HAVING TO
DO WITH: TOWERS AND ANTENNAS.
Upon vote taken, Ayes, 7; Nays, 0.
Public Hearing - Property Maintenance Ordinance:
Community Development Director Wozniak presented background information regarding this
item to the Commission. Commissioner Schommer opened the public hearing at 7:25 p.m. There
being no comments the public hearing was closed.
Commissioner Schultz moved and Commissioner Strauss made a second to recommend approval
to the Hastings City Council of AN ORDINANCE FOR THE CITY OF HASTINGS,
MINNESOTA, AMENDING CHAPTERS 9 & 10 OF THE CITY CODE AND ADOPTING
CHAPTER 18 (NEW) CONCERNING PROPERTY MAINTENANCE.
Discussion:
Commissioner Flom: Commissioner Flom expressed the opinion that the focus of a property
maintenance ordinance should be safety first and aesthetics second. He also noted that he thought
that a 7 foot height limit for recreational vehicles stored in driveways is unreasonable.
Commissioner Harrington: Commissioner Harrington noted that he thinks this is a Alife/safety@
ordinance.
Commissioner Schultz: Commissioner Schultz expressed the opinion that this is the opportunity
to encourage community service by youth & adults.
Commissioner Schommer: Expressed significant reservations that this ordinance was extending
the reach of government to far and that it would be difficult for the City staff to adequately
administer its provisions.
Upon vote taken, Ayes, 5; Nays, 2. Motion carried.
Adjournment:
Commissioner Bolesworth moved and Commissioner Strauss made a second to adjourn the
meeting at 8:00 p.m. Motion carried.
