The City Councl I of the City of Hastings, Minnesota met In a regular meeting on
Monday, September 15, 1986 at 7:30 p.m. In the Council Chambers of the City Hal I.
Members Present: Councl I member Berg, Werner, Kulzer, Bond, Trautmann,
Nesbitt, Plan, Wendler and Mayor Stoffel.
Members Absent: None.
The Mayor cal led for additions or corrections to the minutes of the meeting of
September 2, 1986, Special meeting of September 8, 1986 and Special meeting of
September 10, 1986 and hearing none declared the minutes approved as presented.
The Mayor declared the Public Hearing open at 7:31 p.m. to
consider uncollectible City Accounts. The Mayor asked If anyone
wished to speak on the Issue, no one wished to do. The Mayor
closed the public hearing at 7:32 p.m.

Moved by Councl I member Trautmann, seconded by Councllmember
Kulzer to approve a Front Yard Setback Variance from the required
50 feet to 35.5 feet for a Auto Service Station at Don's Super
Value/IBI/Westvlew Mal I. 9 Ayes; Nayes, None.

Moved by Councllmember Werner, seconded by Councllmember
Wendler to approve a special use permit to al low a proposed four
pump Automotive Service Station to be located between the north
wal I of Don's Super Value In the Westvlew Mal I and the South
Frontage Road according to the site plan dated 9/2/86 subject to the
fol lowing conditions. 9 Ayes; Nayes, None.
1. PI ace "Do Not Enter" Signs at the respectl ve ends of each
lane to prevent traffic from entering the wrong lane.
2. Remove Incinerator and Instal I a cardboard baling system
to replace it.
3. Restrict transport del Ivery times to avoid congestion during
mall hours.
4. Review with City Staff the final positioning of the underground
storage tanks and station with respect to traffic movement,
transport deliveries, etc.
5. Stripe In a fire lane running north and south along the east
side of the mal I to Insure a clear lane for easy traffic flow
as wel I as mal I safety.
6. Provide "Stop Signs" at the ends of the directional lanes.
7. The east driveway entrance to be widened to 30 feet.
8. Applicant should consider possibly moving main entry way to the
mal I further to the west (this Is the main entry off of the
South Frontage Road).
9. No pedestal sign may be used.

Kulzer to pass the 1st Reading of a Amendment to Section 10.13,
Subdivision 2B of the City Ordinance by adding Photographic
Studio's as a permitted use In single family homes In the R-3 Zone
and setting a Public Hearing for October 6, 1986.

Wendler to approve the request for site plan approval for an 18
foot by 39 foot 8 Inch addition to the north side of the existing
building at 1207 Vermll lion Street, subject to the Planning
Commissions recommendation and the staff working with the property
owner on the parking.

to table the request for the site plan approval for the expansion
of a building at 1207 Vermll lion Street until the property owner
has an opportunity to work out al I of the details of the expansion.

Wendler to approve a variance to allow sign space for the Amoco
Station at 1500 Vermll I Ion from 240 square feet to 295 square
feet and to deny the request to Increase the pedestal sign height
3 feet higher than the maximum 25 feet as the applicants request
does not meet the City's variance criteria. 8 Ayes; Nayes, Berg.

Plan to approve a one day permit al lowing the sale of 3.2 beer
at the annual Fal I Festival for St. Boniface Church on October

Moved by Councllmember Plan, seconded by Councllmember
Nesbitt to approve the fol lowing appointment made by the Mayor for.
the Ad-Hoc Committee to consider alternatives for the construction
of a new building or remodeling City Hal I. Harry Shoen Werner
Fasbender, Raulo Maim and BII I Wendler. 8 Ayes; Wendler Abstained.
Moved by Counclfmember Berg, seconded by Councllmember
Wendler to pass the 1st Reading of an Ordinance Amending Section
2.64, Subdivision 1 and 2 of the City Code having to do with the
salaries of Mayor and Councllmembers. The Mayor's salary would
Increase to $350.00 per month and the Council to $250.00 per
month. The Council also set a Public Hearing of the October 6,
1986 regular City Council meeting. 6 Ayes; Nayes"Werner, Kulzer
and Trautmann.

Kulzer to have the City Administrator, Gary E. Brown, represent
the city on a trip to Hledenhelm, Germany to Inspect the clJy
turbInes. In the manufacturing plant and to tour va~lous hydro
