May 5, 1986 regular City Council IrEeting. The rezoning and the ~
preliminary plat are approved per the Planning Carmission and Natural
Resources and Recreation Carmission recamEI1dations as follows:
The PianningCarmission recamended that the requested/rezoning and
preliminary plat be approved because they are consistent with the goals
and objectives of the ccmprehensive plan, because they are consistent
with the R- 1 zoning requirements, and further that there are adequate
sanitary sewer, waterma.ins, storm sewer, and transportation facilities
available to accaoodate the site. In addition, spot zoning is not a
consideration in this case due to the CCIIlpCltibili ty of the proposed zoning
with the zoning adjacent to the property in question and due to
consistency with the carprehensi ve plan. It is re<::arnEIlded that approval
be subject to the following conditions and/or understanding being
implemented :
A. That the alternate B or a IOOdified alternate B street design be
implemented with a radius not to exceed 50 feet for the proposed
Southview Drive and Southview Circle intersection (alternate B layout
on file).
B. The developer will provide $5, 1 00 cash in lieu of park land dedication
,-- requirements. The cash in lieu of park land is to be directed towards
the develor::oent of the existing park located at 23rd Street and Westview
Drive. The developer should note' that the NRRC strongly re<::arnEIlds
to the developer that when, or if, the property is developed on the south
side of the Vermillion River that the NRRC will want land for a trail
or park purpose.
C. The developer is to pay, if applicable, required interceptor sewer charges.
D. Develor::oent and construction within the plat shall conform to flood plain
regulations. Fill is not to be placed in the flood plain of the Vermillion
River.
E. Developer shall plan for and install streets/curb and gutter, sewer and water,
storm sewer, etc. in accordance with City requirements.

minor subdivision. This approval does not override the restrictive

28, 1986 at 5:00 p.m. in the Council Chambers of the City Hall to
discuss the Hydro Electric Facility at lDck and Dam No.2.

program through the Hastings Farm and Market, Tree House, and Berry

per resident, for planting in the boulevard within the City of Hastings.
