The City Council of the City of Hastings, Minnesota met in a regular meeting on
Momay, March 3, 1986 at 7 :30 p.m. in the Council Chani>ers of the City Hall.
Ment>ers Present: CouncilmentJer Berg, Kulzer, Bond, Trautmann, Nesbitt and
Mayor Stoffel.
MenDers Absent: CouncilmentJer werner, Plan, Mathiowetz.
The Mayor called for additions or corrections to the minutes of the meeting of
February 18th and the Special meeting of February 13, 1986 and hearing nCl'le declared
the minutes approved as presented.
The Mayor declared the Public Hearing open at 7:31 p.m. to POBLIC HEARIKr
consider the 1986 Inprovement Program. The City Engineer, Jim 1986 IMPRO\1EMEN1'S
Kleinscbni.dt, reviewed with the City Council and the audience the
estimated costs of construction for the 1986 program. Everyone
wishing to speak at the matter was given the ~rtunity to do so.
Project: Oak Street fran 11th Street to 13th Street. Mr. Matt
Begich presented the Council with three petitions requesting to have
Oak Street vacated betMeen 12th and 13th street, Oak Street vacated
between 13th and 14th Streets, and Oak Street vacated between 12th and
14th Streets. Mr. Begich also requested that upgrCkJing
of Oak Street between 12th and 13th Street be deleted fran the work
project. Mr. Al Altendorfer, and Ms. SUsan Liefeld Cysiewski hCkJ questions
concerning the petition, how wide the street was and the sewer and water
hook ups. Ms Cysiewski also asked if sanitary sewer should be constructed
on Oak Street between 11th Street and 12th street. Mr. Begich'stated that
he hCk1 no cbjection to proposed watermain between 12th and 13th Street.
Project: 1st Street fran State Street to Olive Street. Mr. Jerry
Oem stated that Addition 13 should have no assessments, for right of
way purchase. He said that the property these owners already have paid
for right of way through dedication.
Project: Frazier Street fran .1st Street to 2nd street.", Mr. Joe Meier
stated that he has a lot that needs sewer and water services <I , Me.' Jerry
Oenn stated that he is going to install his own sewer and water services.
Project: Tiereny Drive fran Todd Way to a point 200 feet East: also
Todd Way fran Todd Court to Tiereny Drive. No one wished to speak on this
issue.

Project: UR,:Jer l60th Street West of LeRoy Avenue. Mr. AI Sieben asked
if the storm sewer would extend beyond the west end of Siebens 3rd Addition.
Project: Cory Lane fran 220 feet South of 160th Street to 540 feet
South of 160th Street. No one wished to speak on this issue.
Project: 1st Street fran County Rock3 42 to Pleasant Drive excluding
1st Street fran State Street to Olive Street. Mr. Jerry Oem stated that
the storm water on Olive presently .flows:dCJwn Frazier and he felt that the
property owners should pay for no roore right of way. Joan Voelker questioned
whether the right away adjacent to the cemetery wculd'be obtained'through
purchase or condenIlation. , ..
Project: Ash Street fran 3rd Street to 4th Street. No one wished to
speak on this issue.
Project: State Street fran 4th Street to 7th Street. Nome wished to
speak on this issue. ,
Project: Prairie Street fran 6th Street to Trunk Highway 55. Mr. Milo
Kinny, asked how wide the _ street was and will it be widened. Mr.. . Gary
Luckowitz questioned whether the. trees had to be moved. or if the street could
be narrower. Ms. SUsan Cysiewski asked ~ the projects would start. Mr.
Ron Nygard questioned how accurate the estimates were;, and when the Highway
55 construction takes place will Prairie Street remain open, and whether or
not River Street was a State Aid Street. No one else wished to speak on this
issue.
Project: Pine Street fran 2nd Street to 'lH-55. Mr. Andre Menard
questioned whether he was going to lose his trees on his property and he
stated that he felt that it was a dangerous intersection at 2nd and Pine,

and who was going to pay for the sanitary sewer between 3rd and
6th Streets. Mr. Philip Nolan questioned about the rE!D)V'al of his
trees, what is the present width of Pine Street, whether or not
Pine Street was going to be designated as a one way street, whether
or not the present sidewalk in place would be replaced, and stated
that he is q:posed to this project. Mr. Pat Regan questioned what
cr iteria was used for iDproving Pine Street before River Street.
Ms. Gloria Kranz questioned whether the sidewalk would continue on
the same line as it is between 3rd and 4th street. No one else
wished to speak on this issue.
Project: Williams 1st Addition. Me. Wint Hartman questioned
what properties were being assessed and asked whether the 4th Streets
present storm sewer would be able to handle the run off.
Project: Malcolm Avenue fran l60th Street to 'lB-3l6. Mr. AI
Sieben questioned what the plans were for atom sewer run off and whether
or not staff ha:l prepared information for sewer and water.

Berg to adopt Resolution No. 14-86 accepting and awarding the bid 86 ~. BID-
for the Assistant Fire Chief's car to Joe O'Brien Chevrolet and ASSISTANl' FIRE
Cadillac Inc. for a bid price of $10,999 excluding the trCkJe-in. OIIEF'S CAR

Nesbitt to declare the present Assistant Fire Chief's car as excess
property. 2 Ayes; Nayes, Kulzer, Bond and Berg.
The Mayor declared the Public Hearing open at 9:14 p.m. to
consider amending SUbdivision 3 of Ordinance No. 188. The Mayor
asked if anyone wished to speak on the issue. Mr. Cory
Gustafson questioned the contents of the ordinance stating he
felt that it was to restrictive, Mr. Mike Simacek and Mr. Wint
Hartman requested the Council to support the ordinance alErdDent
and Mr. AI Sieben questioned the content of the ordinance stating
that the money the city is requesting will increase the cost of
housing. No me else wished to speak on the matter. The Mayor
declared the public hearing closed at 9:35 p.m.

Berg to accept 19,680 Sq. Ft. of land for the required park land
dedication requirement for Siebens 2nd Addition and approve the
concept of the park dedication for SiebeDs 3rd Addition, per the
NRlC and Planning Ccmnission reocmnendation.

and not for living and sleeping parposes. Approval of this matter
is not to be coosidered approval for operating the towing service
