November 18, 1985
The City Council of the City of Hastings, Minnesota met in a regular
meeting on Monday, November 18, 1985 at 7: 30 p.m. in the Council Chambers
of the City Hall.
Members Present: Councilmernber Berg, Werner, Kulzer, Bond,
Trautmann, Nesbitt, Plan, Mathiowetz and Mayor Stoffel.
Members Absent: None.
The Mayor called for additions or corrections to the minutes of the
meeting of November 4, 1985 and hearing none declared the minutes approved
as presented.
The Mayor declared the Public Hearing open at 7:32 p.m. to
consider amending Section 3.40 Subdivision 3 (G) of the City Code
dealing with On Sale Wine license and application. The Mayor
asked if anyone wished to speak on the issue, no one wished to do
so. The Mayor closed the public hearing at 7: 34 p.m.

to approve the request to table the parking variance at 14th &
Vermillion Street until the December 2, 1985 regular City Council
meeting. 8 Ayes; Nayes, None.

Nesbitt to adopt Res0},;ooion No. 109-85 denying the rezoning request
from' an R2 to anR3 zone,"r:.et1'here-Be Hair,. 717 West Eddy Street,
based on the following: a barbershop/beauty shop and tanning salon
are not permitted uses in an R3 zone. That this use does not
constitute a professional office under the Hastings Zoning Ordinance.
Furthermore, this proposed use does not constitute a use of a public
service nature as envisioned by the Hastings zoning ordinances. The
requested rezoning would be a spot zone since it serves to benefit
only this particular lot and not the existing neighborhood as a
whole. Granting this rezoning would give preferential treatment to
the applicants.

to have the Planning Corrmittee of the Council study a conditional use
permi t for the establishment at 717 Eddy Street, Let There Be Hair.

is denied.

to have the Planning Corrmission study conditional use permits as a possible
