October 21, 1985
'the City Council of the City of Hastings, Minnesota met in a regular
meeting on Monday, October 21, 1985 at 7: 30 p.m. in the Council Chambers
of the City Hall.

Members Present: Counci1member Berg, Werner, Kulzer, Bond, Trautmann,
Nesbitt, Plan, Mathiowetz and Mayor Stoffel.
Members Absent: None.

The Mayor called for additions or corrections to the minutes of the
meeting of October 7, 1985 and hearing none declared the minutes approved
as presented.
Moved by Counci1member Nesbitt, seconded by Counci1member Kulzer
to pass the 3rd Reading of Ordinance No. 188 amending Section 10.24
of the City Code having to do with the site and building plan review
procedure. 8 Ayes; Nayes, None.
Moved by Counci1member Kulzer, seconded by Councilmember Berg
to pass the 3rd and Final Reading of Ordinance No. 189 amending
Section 10.13, 10.14, 10.145 and 10.146 having to do with R3, R4 and
zoning districts. 6 Ayes; Nayes, Bond and Trautmann.
Moved by Counci1member Werner, seconded by Counci1member Nesbitt
to approve the site and building plan allowing the expansion of the
service station at 15th & Vermillion to include a drive through car
wash and remodeling of the existing car wash into a service bay.
This is subject to the Planning Commissions recommendation that a
six foot fence be provided between the commercial developnent and
the adjacent single family residential uses. 8 Ayes; Nayes, None.

Moved by Councilmember Bond, seconded by Councilmember Werner
to table the site and building plan approval-parking variance for
Doctor Nelson and Slapnicher at 14th & Vermillion Street until the
November 4, 1985 regular City Council meeting, as per their request.

Moved by Councilmember Berg, seconded by Counci1member Bond
to table the matter of the City Planner position until the November
4, 1985 regular City Council meeting, giving staff an opportunity
to check the references on the two leading candidates. 5 Ayes;
Nayes, Trautmann, Plan and Werner.
Moved by Counci1member Trautmann, seconded by Councilmember
Werner to authorize the remaining debt of $100,000 for the Contract
for Deed for the Regan Bus Garage to be taken from the defeased
1967 IB and IS bond issue. 8 Ayes; Nayes, None.
Moved by Counci1member Werner, seconded by Counci1member Berg
to pass the 3rd Reading of Ordinance No. 190 amending Section 5.42
Subdivision 2 of the City Code dealing with licenses required for
Garbage Haulers. 8 Ayes; Nayes, None.

to approve the Cable Commissions recommendation to establish a
Hastings Cable Corrmuni ty Access Corporation. 8 Ayes; Nayes, None.
Moved by Councilmember Werner, seconded by Counci1member Berg
to accept the resignation of Volunteer Firefighter Martin Youngren.
The Council expresses its thanks and appreciation to Mr. Youngren
for his services. 8 Ayes; Nayes, None.
Moved by Councilmember Nesbitt, seconded by Councilmember
Trautmann to have the Administrative Corrmittee meet on November
6, 1985 at 7:00 p.m. in the Council Chambers of the City Hall
to discuss a job description and salary range for the Comptroller
position. 8 Ayes; Nayes, None.

to ratify the amendments to the 320 Fire and Police Contracts to comply

to approve the firm of McGladrey, Hendrickson and Pullen to do the 1985

establish a set of criteria and prepare RFP's for local CPA firms to

Moved by Counci1member Werner, seconded by Counci1member Nesbitt to
paint the tank of the new water tower on 4th Street and Ivory color with
dark brown letter. The letters shall read "Historic Hastings" and shall be
placed on two sides of the tank visible from T.H. 55. The sketch of the
letters shall be resubmitted to the Council for their approval. 8 Ayes;

Moved by Councilmember Trautmann, seconded by Counci1member Kulzer
to approve the request of the VFW to reduce their assessment.. for Street
work on Tyler Street ,so that they might receive a full side~J:i.cft break.
The VFW is currently in the process of combining both parcels, one
having 84 feet frontage on Tyler Street and one having 56 feet frontage
on Tyl.er Street, so that they would end up with one parcel of land w~th a
140 foot frontage on Tyler Street. The VFW will be reimbursed $964.30.

have the City of Hastings issue a stop work order if a building permit
has been issued or not issue a building permit until the matter of the
sideyard set back variance at 914 West 3rd Street can be resolved. 8
