The City COlUlCil of the City of Has tings, Minnesota met in a
regular meeting on Monday, January 16, 1978 at 7:30 P.M. in the Council
Olambers of the City Hall.
Members present: Councilmen Shannon, Trautmann, Fischer, Trutna,
Novak, Karnick, Collins and Mayor Petersen.
Members absent: Councilman Erickson.
The ~~yor asked if there were any corrections or additions to the
Minutes of the meeting of December 30, 1977 and hearing none approved the
Minutes as read.

Minutes of the meeting of January 3, 1978 and hearing none approved the
Minutes as read.
The Council reviewed the bids received for the Front
End Loader for the Street Department. Moved by Councilman Novak,
seconded by Councilman Collins to award the bid to Minnesota
Tractor in the amount of $ 55,245.00. Ayes, 7; Nayes, none.
Resolution on file in the office of the City Clerk.
Moved by Councilman Novak, seconded by Councilman
Collins to pass the first reading of the amendment to the Zoning
Ordinancwi'::to rezone from A and A-Flood Fringe to R-I and R-I
Flood Fringe the property legally described as follows: That
part of the S~ of the SWl"" of Section 33, Twp. 115, Range 17,
lying north and west of County State Aid Hwy #47, as existing on
June 26, 1967, except that part thereof lying east of the
Vennillion River and the West 90 ft. of that part of the ~ of
the SWl"" lying south of the Vennillion River in Section 33, Twp. 1115,
Range 17, except that part of the above which lies in the Floodway
Zoning District. Also to call for a Public Hearing on the above
rezoning for February 6, 1978 at 7: 30 P.M. at City Hall. Ayes, 7;
Nayes, none.
Moved by Councilman Trutna, seconded by Councilman
Trautmann to approve the Preliminary Plat of Dakota Hills 5th
Addition, 14th Street and Pleasant Drive. The Plat is in
compliance with City Codes. Ayes, 7; Nayes, none.
Moved by Councilman Karnick, . seconded by Councilman
Shannon to approve the Preliminary Plat of Valley West Addition
with the provision that Mr. Conzemius submit a letter stating
that a document will be filed with the Deed, stating that the
right-of-way jog and Utility easement will be dedicated back to
the City if and when the existing house in Lot 3 is destroyed or
removed. Further, to approve a Special Use Pennit to construct
a duplex on said property. Ayes, 7; Nayes, none.
Moved by Councilman Novak, seconded by Councilman
Fischer to approve the new Third Reading of Ordinance #72, the
rezoning of the First Baptist Church property from A to R-I.
An error in the legal description required an additional third
reading. The error is as follows: "That part of the W"" of
the &:i" should read "TIlat part of the WI~ of the &:i" also, to
republish the Ordinance as corrected. Ayes, 7; Nayes, none.
Ivk>ved by Councilman Novak, seconded by Councilman
Trautmann to accept the resignation of Emmett PLan from the
Fire Department, effective as of March 31, 1978. Ayes, 7;
Nayes, none.

Section 7.04. Sales of Real Property No real property of the

Section 7.05 Vacation of Streets Alleys and Easements The
COWlc1l may by resolut1on approv;J by at least a major1ty of its
entire membership, vacate ~y. street, . alley 'isubliC way, or
easement or part thereof W1 th1n the C1 ty of H t1ngs. Such
vacation may be made only after published notice and an oppor-
tWlity for affected property owners and the public to be heard,
and upon such further terms and by such further procedures as
the COWlcil may prescribe. A notice of completion of such
proceedings shall be filed with the COWlty Recorder."

as full-time employees of the City of Hastings. The salary for

per year , effective February 3, 1978. Ayes, 7; Nayes, none.

Fischer to approve Change Order HI on the Old Mill Park Contract
ordering removal of the lawn sprinkling system which reduces
the contract $4,500. Ayes, 7; Naye~, none.
Moved by Councilman Trutna, seconded by Councilman
Trautmann to approve additional fencing at the Old Mill Park
Project at locations recommended by the Engineer and at a cost
of $20.00 per foot according to provisions in the contract.
