The City COl.Ulci1 of the City of Has tings, Minnesota. met in a regular
meeting on Monday, November 7, 1977 at 7:30 P.M. in the Council Chambers of
the City Hall.
Councilmen Shannon, Trautmarm, Fischer, Erickson,
Latch, Novak, Collins, and Mayor Petersen.
Metl1bers absent: Councilman Karnick.
Members present:

The Mayor asked if there were any corrections or additions to the
minutes of the meeting of October 17, 1977 and hearing none declared the
minutes approved as read.
Moved by Councilman Shannon, seconded by Councilman
Collins to move the first reading of the amendment to the Zoning
Code to rezone the property belonging to the First Baptist Church
legally described as Part of the WI-1 of the ~ of the Sffii of
Section 32, Twp 115, Range 17 and to call for a Public Hearing
on said rezoning for November 21, 1977 at 7:30 P.M. in the Council
Chambers. Ayes, 7; Nayes, none.
Moved by Councilman Novak, seconded by Councilman
Erickson to move the first reading of the amendment to the Zoning
Ordinance, Section 10.23 - District Lot Sizes, and to call for a
Public Hearing for November 21, 1977 at 7:45 P.M. on said amend-
ment. Ayes, 7; Nayes, none.
The Comprehensive Plan - Work program was held over so
that the Staff could compile more information.
Moved by Councilman Fischer, seconded by Councilman
Shannon to approve anG.a.dditional $417.00 from Federal Revenue
Funds for the Youth Action Council Juvenile Offender Diversion
Program, making a total of $6,610.00 allocated to this Program.

Moved by Councilman Novak, seconded by Councilman
Trautmann that the Mayor and City Council support the Paratransit
Survey being done by the Transportation Advisory Committee.

Shannon to engage the services of Gary Kramer, CPA, to examine
the financial affairs for the City of Hastings for the fiscal
year 1977. Ayes, 6; Nayes, Fischer.

Collins to ratify the :Mayor's appointment of Rollie Dankers to
the Housing & Redevelopment Authority. Ayes, 7; Nayes, none.
Moved by Councilman Novak, seconded by Councilman
Collins to pass the second reading of the Amendment to the
Ordinance, Section 9.20 - Discharge of Firearms. Ayes, 7;
Nayes, none.
Moved by Councilman Latch, seconded by Councilman
Shannon to pass the second reading of the Ordinance establishing
the Historic Preservation COIIDIlission. Ayes, 7; Nans, none.
Moved by Councilman Erickson, seconded by Councilman
Trautmann to approve the following i terns of the Consent Agenda.

waive City involved fees, for the City's share in surveyor's
expenses and platting fees in the platting of City owned
property on East 10th Street, as well as the Profile Extrusion
property and the Hastings Industrial Deve10pnent Corp. property.
The platting is to benefit the City to an extent equal to the
