October 17, 1977
The City Council of the City of Hastings, MiIUlesota met in a
regular meeting on loonday, October 17, 1977 at 7:30 P.M. in the Council
Chambers of the City Hall.
Members present:
Councilmen Erickson, Karnick, Novak, Latch,
Trautmann, Collins, Shamon, and Mayor
Petersen.
,-- Members absent: Councilman Fischer.
f: The Mayor asked if there were any additions or corrections to the
minutes of the meeting of October 3, 1977 and hearing none declared the
minutes approved as read.
Moved by Councilman ShaIUlon, seconded by Councilman APPROVE FINAL PLAT
Erickson to approve the final plat of Karol Estates subject to KAROL ESTATES WEST
the surveyor indicating lot areas on the City's copy of the final 23RD STREET
Plat. Ayes, 7; Nayes, none.
Moved by Councilman Trautmann, seconded by Councilman RESOLUTION #129-77
Shamon to adopt the Resolution "Requesting Plaming Assistance REQUEST PLANNING
Funds" the original of said Resolution is filed in the office of ASSISTANCE GRAN!'
the City Clerk. Ayes, 7; Naws, none.

Moved by Councilman Erickson, seconded by Councilman
Karnick that the following schedule of payments for Commission
or Finder's fees be adopted for sales of land in the Hastings
Industrial Park with the stipulation that only one commission or
Finder's fee to be allowed for each sale. Ayes, 7; Nayes, none.
If the Realtor, satisfies the City that the Realtor
introduced the Buyer to the Hastings Industrial Park, works with
the Buyer, and presents an Earnest Money Contract signed by the
Buyer, which is accepted by the City and the deal closes, the
Realtor will receive a commission of 10%.
If a Realtor or anyone else, excluding City employees
and the Industrial Park Board, presents a written statement from
the prospective Purchaser that the Purchaser was introduced to
the property by that person and the Purchaser buys, that person
will get a Finders's Fee of 3%.

Trautmann to adopt the Resolution calling for Incurring of
Obligation of $175,000 for Lake Rebecca Park Improvements.

Range from the National Guard,to the Plaming Commission for

Moved by Councilman Trautmann, seconded by Councilman
ShaImon to approve the following change in administrative pro-
cedure (not Code) regarding Industrial Park Site Plan Reviews.
"If the proposal has a Zoning or Subdivision question it will be
referred to the Plaming Commission for review, if there is no
unusual problem the review will be accomplished by the City
Staff, primarily the Engineer and Plamer". Ayes, 7; Nayes, none.

Park. (Stoffel Beverage Bldg.) Ayes, 7; Nayes, none.
Moved by Councilman Latch, se conded by Councilman
TrautJnann to approve the sale of 4.3 acres of land in the
Hastings Industrial Park to Stoffel Beverage, Inc.. on a
Contract for Deed. Sale price $43,000. Stoffel Beverage, Inc.
to pay 10% down ($4,300) and the balance at 8% over a ten year
period. Tract legally described as 4.3 Acres, part of Lot 1,
Block 3, Hastings Industrial Park. Ayes, 7; Nayes, none.
Moved by Councilman Novak, seconded by Councilman
Shannon to approve the sale of 1.50 acre s of land in the
Hastings Industrial Park to River Road Properties (Electro Fab)
legally djecribed as Part of Lot 2, Block 1, Hastings Industrial
Park, for a cash price of $15,000. Ayes, 7; Nayes, none.
Moved by Councilman Collins, seconded by. Councilman
TrautJnann to approve the sale of an additional 1.49 acres of
land in the Industrial Park, legally described as 1.49 Acres
of Lot 2, Block 1, Hastings Industrial Park, to River Road
Properties on a Contract for Deed with 10% down payment ($1,490)
and the balance with 8% interest in six (6) semi-annual payments.

Shamlon that the City terminate the Earnest Money Contract with
Electro Fab Corporation and re.fund the earnest money paid in
the amount of $2,000. Ayes, 7; Nayes, none.

Karnick to pass the first reading of the Ordinance establishing
the Hastings Heritage Preservation Ccmnission. Ayes, 7;

The City Administrator, 'infonned the Council that the
City Staff will have a complete breakdown on Excess Property
ready for Council consideration on J8IU1ary 16, 1978.

Latch to adopt the Resolution accepting dedication of certain
lands as public streets, these being 4th Street between Ash
Street and Fann Street, and Fann Street from the center of Block
21 to the center of Block 22 (along the westerly edge of said

the meeting had been called to discuss the request of Mr. Harry Welch
asking for some concession on the part of the City regarding his
1970 Assessments. Mr. Welch felt some concession should be made due
to the fact that a portion of his property is in the Flood Plain.
