Members present: Councilmen Erickson, Karnick, Novak, Latch, Tra~, Collins, Fischer, Sharmon and Mayor Petersen. ,--. I Members absent: None. The Mayor asked if there were any additions or corrections to the minutes of the meeting of September 6, 1977 and hearing none approved the minutes as read. The Mayor opened the Public Hearing to consider the PUBLIC HFARING VILLA requeSt OF Villa Development C<;>mpany for a Special Use Pennit DEVELOPMENf CO. to construct an 18 unit, multi-family complex located at 700 W. 11th Street between Pine Street and the Hastings Senior High School, legally described as follows: Lot 4, Block 16, and a 207.82ft X 300ft piece of property west of Lots 1 through 4, Block 16, Allison's Addition. The Administrator read the legal notices of the Hearing into the record. Mr. Groth of Villa Development Company presented a slide of the proposed complex. Thomas Schaeffer, representing School District 200, stated that the School District is apposed to the idea of allowing a devel- oper to use the school's property for their access. The ma j ori ty of property owners present expressed negative comments toward the proposed development. After everyone was given the oppor- tuni ty to be heard on the issue the Mayor closed the Hearing at 7: 55 P.M. lvbved by Councilman Trautmann, seconded by Councilman SPECIAL USE PERMIT ,-. Fischer that the request for a Special Use Permit from Villa DENIED-VILLA DEV. CO. Developnent Company to construct a multi -family complex be denied. Ayes, 8; Nayes, none. The Mayor opened the Public Hearing on the Special Use Pennit requested by Johnson Standard Station at 8:20 P.M. The Special Use Penni t is for the addition of a car wash onto their existing gas station located at 1510 Vermillion Street. The addition will be within 6 feet .of the rear property line and requires a variance from rear setback 1 r~irement. The Administrator read into the record the notices and affidavit of publication. There were no negative comments. After every- one had been given an opportunity to be heard on the subject the Mayor closed the Hearing at 8:25 P.M. Moved by Councilman Latch, seconded by Councilman Collins to grant the Special Use Permit to Standard Oil Station operated by W. Johnson, to allow the addition of a car wash onto their existing gas station located at 1510 Vennillion Street, with the understanding that the U-Haul trucks and trailers be moved from the location. Ayes, 8; Nayes, none. ! lvbved by Councilman Collins, seconded by Councilman Trautmann to grant the necessary variance in regard to rear setback requirement to allow the addition of a car wash onto the existing gas station.
