HomeMy WebLinkAbout09-06-77 129 Hastings, Minnesota September 6, 1977 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, September 6, 1977 at 7:30 P.M. in the Council Chambers of the City Hall. Members present: Councilmen Shannon, Fischer, Erickson, Latch, Novak, Karnick, and Mayor Petersen. ~ ! I 1 Members absent: Councilmen Trautmann and Collins. The Mayor asked if there were any additions or corrections to the Minutes of the meeting of August 15, 1977 and hearing none declared the Minutes approved as read. The Mayor opened the Public Hearing on uses of Federal Revenue Sharing Funds at 7:35 P.M. The Hearing was held for the purpose of receiving written or oral comments for possible uses of Revenue Sharing/Funds. The Administrator read into the record the legal notices of the Hearing. M~ Dawn Sheridan from Family Service spoke of the need for a transportation system in the City of Hastings. Gary Siebert, Chairman of the Natural Resources Commission mentioned the need for funds for the Parks Improvement Program. There being no other comments, the Mayor closed the Hearing at 7:40 P.M. List of intended uses of entitlement funds are on file in City Clerk's Office. The Mayor opened the Public Hearing to considerPUBLIC HEARING the vacation of Washington Street between East 1st. St. VACATION OF and the Mississippi River at 7:45 P.M. The legal WASHINGTON ST. notices of the Hearing were read into the record. After everyone was given an opportunity to be heard on the issue the Mayor closed the Hearing at 7:50 P.M. PUBLIC HEARING FEDERAL REVENUE SHARING FUNDS n I . I I Moved by Councilman Erickson, seconded by RESOLUTION '119-77 Councilman Karnick to adopt the Resolution ordering VACATE WASHINGTON the vacation of Washington Street between East 1st STREET Street and the Mississippi River. Ayes, 6; Nayes, none. Mr. Erickson reported that the Petition REPORT ON PETITION apposing the 10% Tax Levy Limit Base Increase and askingTAX LEVY LIMIT BASE for a Referendum was checked with the following result: INCREASE 447 signatures, 88 not registered,-359 valid signatures. Only 291 signatures were needed therefore the Petition was adequate. Moved by Councilman Shannon, seconded by SECOND READING Councilman Latch to move the second reading of the REZONE JUDGE ELEC. amendment to the zoning ordinance to rezone the Judge & MCCOY PROPERTY Electric, Inc. property located on South 23rd St., legally described as: Lots 6 through 12, Blk 3, and Lots 14 thru 17, Blk 4, Vermillion Addition from an R-2 to a C-5 Zoning District. Also to move the second reading to rezone the McCoy property, legally described as Lot 13, Blk 3, Vermillion Add. from an R-2 to a C-3 Zoning District. Ayes, 6; Nayes, none. Moved by Councilman Fischer, seoonded by Councilman Shannon to pass the second reading of the amendment to the zoning ordinance to rezone Lot 1, Blk 1, Country Village 1st Addition from an R-3 to a R-l Zoning District and to call for a Public Hearing on the rezoning for September 19, 1977 at 7:45 P.M. i~ the Council Chambers at City Hall. Ayes, 7: Nayes, none. Nan M:Kay, Executive Director of the Dakota County HRA, gave a brief explanation of the State Grant Rehabilitation and Scattered Site Housing Programs. COlD1cilman Novak moved, seconded by Councilman Latch, that the City df Hastings enter into a cooperative agreement with the Dakota County Housing and Redevelopnent Authority to provide forty units of Scattered Site Housing (5 new construction and 35 acquisition) in order to meet the goals indicated in the City's Housing Assistance PlanJwith the understanding that the City will maintain site and construction approval for all new construction. Ayes, 7; Nayes, none. The City Planner reviewed the LAWCON Grant applications available. The COlD1cil will considet these at the next Budget meeting. [ The Council will discuss the HRA' s work plan for the corning year at the next Council meeting of 9/19/77.
