HomeMy WebLinkAbout08-01-77 119 Hastings, Minnesota August 1, 1977 The City Council of the City of Hastings, Minnesota met in a regular meeting on ?vbnday, August 1, 1977 at 7: 30 P.M. in the Council Chambers of the City Hall. Members present: Councilmen Trautmann, Fischer, Erickson, Latch, Kamick, Collins, and Mayor Petersen. Members absent: Councilmen Shannon and Novak. I The Mayor asked if there were any corrections or additions to the Minutes of the meeting of July 18, 1977 and hearing none declared the Minutes approved as read. The Mayor opened the Public Hearing on the Amendment to the Zoning Ordinance, Sections 10.185 and 10.23, creating a C-5 Zoning District (General Commerce District) at 7:40 P.M. The Administrator read into the record the legal notices of the Hearing. The Hearing had been properly called. The Mayor gave the Council and everyone in the Audience an opportunity to be heard on the subject. The Hearing was closed at 7:45 P.M. Moved by Councilman Trautmann, seconded by Councilman Erickson to pass the third and final reading of the Amendment to the Zoning Ordinance creating a C-5 General Commerce District. Ayes, 6; Nayes, none. Motion carried. The Mayor opened the Public Hearing on the rezoning of the property on Hwy 55 from Westview Drive to Pleasant Drive at 7:50 P.M. The Administrator read into the record the legal notices of the Hearing. The Mayor gave everyone an opportunity to be heard on the subject. The Mayor closed the Hearing at 7:55 P.M. r--, The third and final reading on the rezoning of Hwy 55, Westview Dr. to Pleasant Dr. to a C-5 Zoning DiStrict was held over to the meeting of August 15th. PUBLIC HEARING AMEND ZONING ORDINANCE TO CREATE A C-5 DISTRICT ORDINANCE #65 AMEND ZONING ORDINANCE FINAL READING CREATE A C-5 DISTRICT PUBLIC HEARING REZONE ON HWY 55 WES1VIEW DR. TO PLEASANT DR. rnIRD READING REZONE HWY 55 HELD OVER TO 8/15/77 The Mayor opened the Public Hearing on the request PUBLIC HEARING ON to vacate the Alley between 1st and 2nd Street on Tyler at8:05 P.M. VACATION OF ALLEY The Administrator read into the record the Ie gal notices of TILER ST. the Hearing. The Mayor, after having given everyone an oppor- tunity to be heard on the subject closed the Hearing at 8:08 P.M. Action on the request was tabled until further notice. Moved by Councilman Latch, seconded by Councilman Karnick to pass the third and final reading of the Park Use Ordinance, as amended. MJtion and second withdrawn. Moved by Councilman Collins, seconded by Councilman Karnick to table until August 15th, the third reading of the Park Use Ordinance, so that Subdivision #5 can be clarified. The Mayor opened the Public Hearing on the Amendment to Section 10.15 of the Zoning Ordinance by adding a Subdivision for Permitted Uses - Neighborhood Conunerce, at 8:20 P.M. The Administrator read into the record the legal 'notices of the Hearing. The Mayor, after having given everyone the opportunity to be heard on the subject closed the Hearing at 8:23 P.M. Moved by Councilman Trautmann, seconded by Councilman Fischer to pass the third and final reading of the Amendment to the Ordinance, Section 10.15 of the City Code, having to do with C-l - Neighborhood Commerce. Ayes, 6; Nayes, none. Moved by Councilman Trautmann, seconded by Councilman Erickson to pass the second reading of an amendment to the Zoning Ordinance to rezone the property of Judge Electric Co., 116 23rd St. from an R - 2 to a C- 3 Zone. Ayes,S; Nayes, Fischer. Motion Motion failed due to lack of necessary six votes required to pass an Ordinance. Ayes, 6; Nayes, none. Moved by Councilman Karnick, seconded by Councilman Erickson to approve the variance for Fairway Fodds, to waive the required 73 parking spaces, as required by Ordinance, and allow a total of 66 parking spaces in the construction. Ayes, 6; Nayes, none. M>ved by Councilman Latch, seconded by Councilman Karnick that the Home Occupation Penni t request of Larry Hoff, 320 W. 12th St. be considered at the next Council meeting, August 15, 1977, so that more informatiOrr may be submitted regarding this request. Co. subject to the Developer filing a Petition for the Grading of 4th Street by October 1, 1977, as per the contract in the Ci ty Planner's report and the Developer's new drawing. Ayes, 5; Nayes, Trautmann. The Council took no action regarding HRA Priorities. :Moved by Councilman Trautmann, seconded by Councilman Latch to approve the following items on the Consent Agenda. Ayes, 6; Nayes, none. Renew Gas Fitters License for Gary Endres, Hastings. Renew Trash Haulers License for Kermeth Denn. Partial Payment to Olsen Const. in the amount of $22,821.30 (SewerfWaterB ldg.) Pay all bills as audited. o The request from Rosewood Corporation for an extension of the Option to July 31, 1978 was referred to the Industrial Advisory Board. This is to be brought back before the CO\.Ulcil at the CO\.Ulcil meeting of August 15, 1977. Moved by Councilman Erickson, seconded by Councilman Karnick to call for a Public Hearing on September 6, 1977 at 7: 4S P.M. in the Council Chambers of the City Hall regarding the Vacation of Washington Street. Ayes, 6; Nayes, none. Moved by Councilman Latch, seconded by Councilman Erickson that in accordance with regulations of the Federal Office of Revenue Sharing a Public Hearing will be held at 7:30 P.M. on September 6, 1977, in the Council Chambers of the City Hall. The purpose of this hearing to be conducted by the City Administrator will be to receive written or oral conments on possible uses of some $129,661 in Revenue Sharing Funds avail- able to the City as a part of its 1978 Budget.
