HomeMy WebLinkAbout07-18-77 Hastings, Minnesota July 18, 1977 113 The City COlUlcil of the City of Hastings, Minnesota met in a regular meeting on Mmday, July 18, 1977 at 7: 30 P.M. in the Council Chambers of the City Hall. Members present: COlUlcilmen Shannon, Trautmann, Fischer, Latch, Erickson, Novak, Collins, and Mayor Petersen. r-- \ f Members absent: COlUlcilman Karnick. The Mayor asked if there were any corrections or additions to the Minutes of the meeting of July 5, 1977 and hearing none declared the Minutes approved as read. The Mayor opened the Public Hearing on the vacation of PUBLIC HEARING VACATE a portion of Tyler Street, irrmediately adjoining Lot 8, Blk 2, PORTION TILER STREET Original Town of Hastings, at 7: 32 P.M. The Administrator read into the record the legal notices of the Hearing. The Hearing had been properly called. The Mayor gave the Council and every- one in the Audience an opportunity to be heard on the subject. There were no connnents from anyone in the audience. The Hearing was closed at 7:35 P.M. Moved by COlUlcilman Novak, seconded by COlUlcilman VACATE PORTION OF Erickson that the City will vacate 8 plus feet (or as necessary TILER STREET up to existing concrete wall) in exchange for dedication of a like amolUlt of feet on the other side of Tyler Street at such time as the HRA-Fairway transaction is concUIIUIlated. The City may further require owner to provide and maintain traffic con- trol structures adjacent to their building for pUrPOses of parcel pickup. Moved by Councilman Shannon, seconded by COlUlcilman Erickson to pass the second reading of the amendment to the Zoning Ordinance amending Section 10.01 for rezoning on Hwy 55 from Westview Drive to Pleasant Drive, subject to con- di tions stated in the first reading (Page 106 of Minute Book) to a C-5 (General Commerce) Zoning District. ~es,7; Nayes, none. Moved by Councilman Latch, seconded by Councilman Novak to pass the second reading of the Park Use Ordinance with the following amendment: Add the sentence: The operation of all motorized vehicles shall be subject to the regulation of Ordinance #9 -Second Series. Ayes, 7; Nayes, none. The third reading of the Ordinance amending Section 10.15 - Neighborhood Commerce was tabled lUltil after the Public Hearing on August 1, 1977. Moved by Councilman Latch, seconded by COlUlcilman Novak to table the approval of the Preliminary Plat submitted by Mid-Continent Dev. Co. Ayes, 7; Nayes, none. 114 FIRST READING REZONE JUDGE ELECTRIC CO PROPERTY R-2 TO C-3 Moved by Councilman Novak, seconded by Councilman Erickson to pass the first reading of an amendment to the Zoning Ordinance to rezone the property of Judge Electric CO. 116 23rd Street, from an R-2 to a C-3 Zone. OF COUNCIL COUNCIL PLEDGES FULL CREDIT SECURITY FOR HRA OBLIGATION FAIRWAY FOOD PROJECT NO ACTION ON STATE GRANTS FOR A1HLETIC COURT FACILITIES AUTIiORIZE SURVEY ON LAKE REBECCA PROJECT W.H. ERICKSON IND. PARK COORDINATOR Moved by Councilrnan Latch, seconded by Councilrnan Novak to refer the Metropolitan Council Systems Statement to the Planning Coomi ttee of the City Council for review and recoomendation. Ayes, 7; Nayes, none. r-' I l_ ---' Moved by Councilman Erickson, seconded by COtD1cilrnan Latch that the City Council agrees to pledge its full faith and credi t as security for payment of up to $90,000.00 for the HRA Obligation issued incident to the Fairway Food Proj ect, provided however, that necessary City procedural steps must be accom- plished to allow this guarantee. Ayes, 6; Nayes, Trautmann. The Council decided to wait until a later date to consider applying for State Grants for Development of Outdoor Athletic Court Facilities. This could be considered at budget time. Moved by Councilrnan Latch, seconded by Councilman Novak that the Council authorize a land survey of parcels adjacent to Lake Rebecca as recoomended by the Corps of Engineers and that a land a}'Praisal be perfonned on the parcels in question to detennine the cost of a pennanent land use easement on certain sections. The expenditures involved in this survey and appraisal to be taken from Federal Revenue Sharing PUnds. Ayes, 7; Nayes, none. c Moved by Councilman Latch, seconded by Councilman Erickson that Wallace H. Erickson be appointed the Industrial Park Coordinator for the City of Hastings. Mr. Erickson's salary to be increased $2 ,400 per year, this increase to be taken from the Industrial Park budget. Ayes, 7; Nayes, none. ALLEY NAMED OfARACTER Moved by Councilman Erickson, seconded by Cotmcilman LANE Latch that the alley between Ramsey and Tyler Streets, parallel between the Mississippi River and Second Street be named "Character Lane" as per the request of Elisabeth Kuenzel Hjennstad.
