HomeMy WebLinkAbout05-16-77 Hastings, Minnesota May 16, 1977 75 The City Council of the City of Hast ings, Minnesota met in a regular meeting on Monday, May 16, 1977 at 7:30 P.M. in the Council Chambers of the City Hall. Members present: Councilmen Erickson, Karnick, Novak, Latch, Trautmann, Shannon, Collins, Fischer, and Mayor Petersen. -- Members absent: None. The Minutes of the meeting of May 2, 1977 were approved as read. The Minutes of the meeting of May 4, 1977 were approved with the following addition being made to the motion regarding the hiring of the City Administrator: A copy of the employment contract between the City of Hastings and Mr. Edward Kranz is on file in the City Clerk's office. The Mayor opened the Public Hearing on the Flood Plain Ordinance at 7:30 P.M. The City Clerk read into the Minutes the legal Notice of Public Hearing. The Hearing had been properly called. The Mayor, after having given everyone an opportunity to speak, closed the Hearing at 7:35 P.M. PUBLIC HEARING FLOOD PLAIN ORDINANCE Moved by Councilman Fischer, seconded by Council- SECOND READING FLOOD man Trautmann to pass the second reading of the Flood Plain PLAIN ORDINANCE Ordinance. Ayes, 6; Nayes, Erickson, Karnick. ".--. ., }wved by Councilman Latch, seconded by Council- man Trautmann to pass the second reading of the Ordinance rezoning the Peavey Company property from an I-I to an 1-2 Zone. Ayes, 8; Nayes, none. Moved by Councilman Fischer seconded by Councilman Shannon to correct the motion of the May 2, 1977 meeting passing the first reading of an Ordinance rezoning the Smead Mfg. Company from an I-I to an 1-2 Zone. The motion to be corrected to read: to pass the first reading of the Ordinance rezoning the Old Industrial Park on E. 10th St. Ayes, 8; Nayes, none. Moved by Councilman Shannon, seconded by Councilman Fischer to pass the second reading of the Ordinance rezoning the Old Industrial Park on E. 10th St. from an 1-1 to an 1-2 Zone. Ayes, 8; Nayes, none. Moved by Councilman Shannon, seconded by Councilman Trautmann to approve the Variances for Industrial Builders in regard to building setbacks for the loading docks and parking lot in the Midtown Shopping Center. Ayes, 8; Nayes, none. Moved by Councilman Trautmann, seconded by Councilman Shannon to pass the first reading of the Ordinance which would allow duplexes as a permitted use in an R-3 Zoning District and to call for a Public Hearing on June 6, 1977 at 7:45 P.M. in the Council Chambers of the City Hall. Ayes, 8; Nayes, none. Moved by Councilman Erickson, seconded by Councilman Latch to approve Home Occupation permits for David Graham, 207 W. 2nd Street and James Zotalis, 206 Eddy Street. Ayes, 8; Nayes, none. Moved by Councilman Trautmann, seconded by Councilman Shannon to forward the Airport Studies to the Metropolitan Council for their review and comments. Ayes, Shannon, Trautmann, Nayes, Fischer, Erickson, Latch, Karnick, Collins. SECOND READING REZONE PEAVEY PROPERTY MOTION CORRECTED RE: REZONING OLD IND. PARK SECOND READING REZONING OLD IND. Moved by Councilman Latch, seconded by Councilman Erickson that the City purchase Lots 7 & 8, Block 120, Town of Hastings, currently owned by James Haas, 1018 Maple Street for the sum of $5,000. Ayes, 8; Nayes, none. Moved by Councilman Trautmann, seconded by Councilman Shannon to terminate the employment contract the City of Hastings has with Arthur Baumeister, Jr. the Industrial Park Promoter, thirty days from the date Mr. Baumeister receives the registered or hand delivered letter notifying him of the Council action. Movejdby Councilman Trautmann, seconded by Councilaan Erickson to approve the application for a permit allowing con- sumption and display of intoxicating liquor at 3050 Hwy 316, (National Guard Armory) pursuant to Minnesota State Statute 340.119, Sub. 3, for enlisted members club. Ayes, 8; Nayes, none. Moved by Councilman Erickson, seconded by Councilman Latch to approve the following Consent Agenda items: Ayes, 8~ Nayes, none.
