The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, March 21, 1977 at 7:30 P.M. in the Council
Chambers of the City Hall.
Members present: Councilmen Erickson, Karnick, Novak, Latch,
Trautmann, Collins, Fischer, Shannon, and
Mayor Petersen.
Members absent: None.
The Mayor opened the Public Hearing concerning the
1977 Street Utility Improvement Projects at 7:40 P.M. The City
Administrator presented affidavits showing the due publication
and mailing of notice of public hearing for the 1977 Improve-
ments on the following projects.

1. Such plans and specifications, a copy of which is on file in the
City Clerk's Office are made a part hereof are hereby approved.
2. The City Clerk shall prepare and cause to be inserted in the 0,
official paper an advertisement for bids upon the making of such approved
plans and specifications. The advertisement shall be published for three (3)
weeks and shall specify the work to be done and shall state that bids will
be opened and considered by the Council at 10:00 o'clock A.M. on ~iday,
April 29, 1977 in the Council Chambers of the City Hall and awarded on Monday,
~~y 2, 1 8:00 o'clock P.M. and that no bids will be considered unless
seale4 a with the City Clerk and accompanied by a cash depository,
cashier's , bid bond or certified check payable to the Clerk for five
percent ( the amount of such bids.

The Mayor opened the Public Hearing on the Amendment' to PUBLIC HEARING
the Zoning Ordinance. The City Administrator presented affidavits 1t\MENDJNGZONING
showing the due publication and mailing of notice of public ORDINANCE
hearing. The Mayor stated that any or all persons in the audience
who had anything to say on this item should now speak. After the
opportunity had been given for all interested persons to speak,
the Mayor closed the Hearing at 7:36 P.M.

Shannon to approve the third and final reading of the Amendment
to Section 10.17 (C-3) Community-Regional Commerce and Section
10.21 PI - Public Institution of the Zoning Ordinance. Ayes, 8;

The }~yor opened the Public Hearing at 7:37 P.M. to
consider the request of Dakota County to amend Section 10.01.
Subdivision 1, Official Zoning Map, which will change the Dakota
County Government Center property from Agriculture to a Public
Institution zone. The City Administrator presented affidavits
showing the due publication and mailing of notice of public
hearing. The Mayor asked if there were any persons in the
audience who wished to address that issue. Having given every-
one present an opportunity to express their views on this issue,
the Mayor closed the hearing at 7:38 P.M.
Moved by Councilman Trautmann, seconded by Councilman
Erickson to approve the third and final reading of the Amendment
to the Zoning map, Section 10.01, Subdivision 1, which will
change the Dakota County Government Center property from Agri-
culture to a Public Institution zone. Ayes, 8; Nayes, none.
Moved by Councilman Fischer, seconded by Councilman
Erickson to revoke the taxicab license issued to Donald Keet1ey
and Walter Freiermuth, dba: Hastings Cab Company, effective
immediately. Ayes, 8; Hayes, none.
Moved by Councilman Novak, seconded by Councilman
Latch to approve George Marshall's request to operate a taxicab
business. The license to be issued based upon his successfully
filling out the application, submitting the insurance informa-
tion needed, proof of insurance, and other criteria that is
required by the Ordinance, to the City Administrator. When the
City Administrator is satisfied that the conditions to the
licensing have been met, the license will be issued. Ayes, 8;

Trautmann to declare the existing buildings on what is now
known as the Kaiser property, to be condemned and of no use
to the City. Further, the Staff to be instructed to dispose
of the buildings by either selling them on a first come basis
or destroying them and removing them from the property. The
decision on the buildings to be done within the week.

Trautmann to approve the Resolution in support of the Minn-
sota legislature to convey the City Council's affirmative
support of the general concept of Senate File 32 in regard to

Moved by Councilman Novak, seconded by Councilman
Trautmann to approve the amount of $1,500 for an information
pamphlet to be mailed to all residents of the City of Hastings
concerning the Dutch Elm Diseased Tree Program which the City
is adopting. The money to be taken from Federal Revenue
Sharing Funds and the mailing to be confined to City residents
only. Ayes, 8; Nayes, none.
Moved by Councilman Fischer, seconded by Councilman
Novak to request the Metropolitan Council to clarify its
position regarding the discrepency between the 1990 projected
flow through the Hastings Wastewater Treatment Plant and
present plans which would allow the plant to handle 1.71
million gallons per day plus the City should investigate
whether it is necessary to include an airport section. Ayes, 8;

Erickson that the City of Hastings submit a written request
for a burning site permit to the Dakota County Government Center.
This is necessary in order for the City of Hastings to be
considered for a burning site which would greatly assist us in
the disposal of Dutch Elm diseased trees. Ayes, 8; Nayes, none.

Shannon to approve the abatement from the County Assessor's
office, which reduces the assessed value on Parcel #19-32150-020-32,
Hastings Lumber Mart property, from 2,205 to 882.
To approve the appointment of Luverne Schaffer as the
Library custodian at a salary of $200 per month.

Trautmann to pass the resolution accepting conveyances of land
from Peavey Company and authorizing the granting of an easement
for right of Ingress and Egress to the Peavey Company.

request and certification to the Department of HUD for the

1. The Mayor and City Clerk are hereby authorized and directed to
enter into a contract with Centennial Contractors for the South-
west Area Watermain Interconnection according to the plans and
specifications therefore approved by the City Council and on
file in the office of the City Engineer.
2. The City Clerk is hereby authorized and directed to return
orthwith to all bidders the deposits made with their bids
e cept that the deposit of the successful bidder and the
xt lowest bidder shall be retained until a contract has been
igned.
