The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, January 17, 1977 at 8:00 o'clock P.M. in the
Council Chambers of the City Hall.
Members present: Councilmen Erickson, Karnick, Novak, Latch,
Trautmann, Collins, Fischer, Shannon and
Mayor Petersen.
Members absent: None.
The Mayor asked if there were any corrections or additions to
the Minutes of the meeting which began at 7:30 P.M. on January 10, 1977,
and hearing none declared the Minutes approved as read.

The Mayor opened the Public Hearing concerning the
Community Development Block Grant Program at 8:07 P.M. The
Administrator read into the record that he was in receipt of a
certified copy of the published public notice for this public
hearing which he had received from the City's legal newspaper.
The Mayor and Council and members of the audience should under-
stand that the seven county twin city area has been allocated
$1,400,000 under this Community Development Block Grant Program
this year. When the City applies for a grant, the minimum
grant which it can apply for would be in the amount of $25,000
and the maximum grant a community could receive would be
$500,000. It is important that the Council realize that the
rules and regulations of this program have a tendency to favor
the effort to low and moderate income housing. That is to say.
projects which would upgrade or have improvement effects for
low and moderate income areas would generally be looked very
favorable upon. The City Administrator also informed the
Council he was in receipt of a letter from the Downtown
Businessmen Association, signed by Donald Eddy, President of
that Association. The letter requests the Council to consider
community development funds for site acquisition for a 100
unit elderly housing project in downtown Hastings and also to
apply for funds for site acquisition for a commercial super-
market in the downtown area.
The Mayor asked if there were any additional comments
from members of the audience. After having given everyone in
the audience an opportunity to be heard, declared the public
hearing closed at 8:14 P.M. After some deliberation the final
motion was made by the City Council.
Moved by Councilman Novak, seconded by Councilman
Karnick that the City of Hastings should instruct the Staff to
pursue the development of the necessary applications from the
City of Hastings in the following priorities: Ayes, 8;
Nayes, none.
1. The Storm Sewer Project in the Northwestern
section of the City of Hastings. A grant
should be made requesting $250,000 for this
project.
2. The City of Hastings should make application
requesting $250,000 to again help defray costs
of the East Hastings proposed Sanitary Sewer
and Water Project.
The Mayor presented to the Council a modified list
representing the seating arrangement of members of the Council
and asked that members of the Council change their seats at
this time to reflect the proper arrangement.

Moved by Councilman Latch, seconded by Councilman
Shannon to accept Mr. Gerald Kruger's resignation as Director
of Civil Defense. Ayes, 8; Nayes, none.
Moved by Councilman Trautmann, seconded by Councilman
Shannon that Mary Fischer be assigned to the Administration
Committee and that Councilman Collins be removed from the
Administration Committee and appointed to the Operations Comm.
Ayes, Shannon, Trautmann, Fischer; Nayes, 5.
Moved by Councilman Novak, seconded by Councilman
Fischer to table any further Committee appointments or con-
siderations until the February 7, 1977 meeting of the Council.

Moved by Councilman Erickson, seconded by Councilman
Fischer to approve Daryl Plath as the new Civil Defense Director,
Dr. Hugh MacMenamin as the City Health Officer, and Daryl Plath
as Fuel and Energy Coordinator, for the City of Hastings, for
the year 1977. Ayes, 8; Nayes, none.
Moved by Councilman Novak, seconded by Councilman
Fischer to approve the appointment of the following as non-
voting members to the Industrial Park Advisory Board, as
requested by the Mayor. Ayes, 8; Nayes, none.

Moved by Councilman Latch, seconded by Councilman
Novak to approve the 1977 salaries for the non-union employees
as proposed by the City Administrator and before the Council
this evening. Be it further moved that the proposed salary
increases for John Lightbourn be paid feD out of Ice Arena
funds and the salary increase for Arnold Endres be paid for
out of the Water & Sewer account. This will leave a balance
in the general contingency fund of $2,106. Ayes, 8; Nayes, none.

resolution and the same was passed by the following vote:

Moved by Councilman Latch, seconded by Councilman
Fischer to authorize bids for the ~ Ton Truck for the. Water
Department, bids to be opened at 2 P.M. on February 4th and
considered for award at 8 P.M. on Febnuary 7, 1977; that bids
be authorized for the Motor Grader for the Street Dept, bids
to be opened at 10 A.M. on February 4th and considered for award
at 8 P.M. on February 7, 1977; the City Administrator undertake
the necessary advertisements and interviews for hiring a part-
time Secretary for the Fire Department; that all bills as audited
be paid; and the classification of Lot 1, B1k 5, Country Estates
Addition, Ex. W. 192ft. as Conservation Land be approved, as
submitted by the County Auditor. Ayes, 8; Nayes, none.
Moved by Councilman Trautmann, seconded by Councilman
Erickson to approve an extension in time to Mr. Kaiser, until
March 1, 1977, to vacate the property which the City has pur-
chased from him on Hwy #47. Be it further understood that
this is the final extension that the City will grant to Mr.
Kaiser in regard to the vacation of the property. Ayes, 8;

Moved by Councilman Erickson, seconded by Councilman
Trautmann to approve the Second Reading of the ordinance (#51-77)
declaring the Sieben Annexation null and void. Ayes, 8;
Nayes, none.
Moved by Councilman Novak, seconded by Councilman
Erickson to table the second reading of the ordinance regarding
Committee structure, until sometime in the immediate future.

Shannon to table the second reading of the ordinance regarding
the Planning Commission. Ayes, 6; Nayes, Trautmann, Fischer.

Karnick to table the second reading of the ordinance regarding
the Natural Resource Commission. Ayes, 6; Nayes, Trautmann,

Moved by Councilman Shannon, seconded by Councilman
Karnick to approve the Second Reading of the ordinance changing
the meeting time of the City Council. Ayes, 8; Nayes , none.
Moved by Councilman Novak, seconded by Councilman
Fischer to approve the Engineering firm of TKDA (To1tz, Duvall,
Anderson & Associates) of St. Paul, Minnesota to be the consult-
ing firm for the City of Hastings for the year 1977. The City
Administrator to advise the Council from time to time on the
advisability of farming some of the engineering projects to
other engineering firms besides TKDA, if it is at all possible.

A discussion pursued in regard to the summer time uses
of ba11fie1ds. It was suggested the Administrator set up a
meeting between the Council and representatives of the Community
Education School Program for the purpose of getting prepared for
the ummertime ballfield activities and assure the Council what
ne ds to e done and what the proper division of labor should be
betw n th School and the City in this undertaking.
