HomeMy WebLinkAbout12-02-74 Hastings, Minnesota December 2, 1974 1637 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, December 2, 1974 at 8:00 o'clock P.M. in the Council Chambers of City Hall. Members present: Councilmen Novak, Fischer, O'Connor, Hallberg Schnirring, Kramer, Collins and Mayor Petersen. Members absent: Councilman Driscoll. The Minutes of the meeting of November 18, 1974 were read and approved as read. The }~yor recognized the receipt of the Petition from residents on 6th Street and ordered the City Clerk to file the Petition in the records. Councilman Novak moved, Councilman Collins seconded to remove, from the Feasibility Study concerning the Sixth Street Project from Forest to Pine Street which involves street widen- ing, street surfacing and curb and gutter, the widening of the street portion and that the Feasibility Study confine itself to the surfacing and curb and gutter only. Ayes, Councilmen Collins and Novak; Nayes, Councilmen Schnirring, Hallberg, Kramer, O'Connor and Fischer. Motion defeated. The Mayor made a statement to the audience that the Feasibility Study will continue and that a Public Hearing on the study will be conducted sometime in February and notice to all the concerned parties will be given at that time. -....".,-- Councilman Hallberg moved, Councilman Kramer seconded, to approve the appointment of the following three individuals as High School representatives on the Hastings Planning Commis~ sion. Ayes, 7; Nayes, none. Michael Humbert, 1010 Walnut Street Gorden Denn, 402 W. 4th Street Brad Stoneberg, 1202 Tyler Street The Mayor and Council discussed briefly the Annexation Report presented by the Staff and requested that this item be put on the Agenda for the December 16, 1974 meeting. Councilman Kramer moved, Councilman Schnirring sec- onded, to send to the Planning Commis~ion, the draft ordinance concerning the Special Use in C-3 Zone for their study and request that the Planning CommissiDn explore alternatives to the existing proposal. Ayes, 5; Nayes, Councilman Hallberg and Novak. Motion carried. Councilman Novak moved, Councilman Fischer seconded, to refer to the Planning Commission the Ordinance on the Mobile Home/Parks for their study and review. Ayes, 7; Nayes, none. The Staff presented to the Council a report concern- ing the Co-op Elevator on E. 2nd. St. The Council received the report and ordered the report put on file. -- Councilman Collins departed the Council Chamber at 9:50 P.M., stating that he was not fe~iing well. The Mayor excused him. Councilman Hallberg moved, Councilman Fischer seconded, to except the Natural Resources Commission report, dated NOlI7~. 26, 1974, and the Council should accept their recommendation that the firm "Amenity One" be hired for the purpose of doing Phase I, Systems Analysis Park Study for the City of Hastings, at a cost of $4,500. Ayes, 5; Nayes, Councilman O'Connor. Motion carried. 6TH STREET FEASIBILITY STUDY APPOINT STUDENT MEMBERS TO PLANNING COM. RESIGNATION OF LEONARD STRUSZ VOLUNTEER FIRE DEPARTMENT THIRD READING WATER RATES l3M. -it 11 RE-NAMING STREETS POSTPONED Councilman Novak moved, Councilman Schnirring seconded to approve the appointment of Mrs. Selinde A. Terrell and Mr. Gary Seibert to the Natural Resources Commission. Ayes, 6; Nayes, none. Councilman O'Connor moved, Councilman Hallberg seconded, to amend the Refining Systems Inc. contract with the City of Hastings to read: Refining Systems is now obligated to pay the City of Hastings $4,686.86 before January 1, 1975, for the con- sideration of having their contract agreement with the city ex- tended for a six month period of time which has already been granted. Ayes, 6; Nayes, none. Councilman Novak moved, Councilman Fischer seconded, that if the Refining Systems Inc. sends money to the city of Hastings at any time prior to January 1, 1975, this money is to be paid to Mr. Alfred A. Albert of Calder Corp. in the amount of $4,686.86, for his fee. Ayes, 6; Nayes, none. L__ The City Administrator gave a brief report concerning the progress being made on the NSP rate problem. He stated that Municipalities in the Metropolitan area and in the State of Minnesota in general, are attempting to find the proper tool by which to oppose NSP rates and appear before the Public Safety Commission, if required. The Staff will continue to pursue this matter and report back to the Council as developments occur. The letter concerning a fire contract cancellation from the 3M Company was read and accepted by the Council. Councilman Novak moved, Councilman Fischer seconded, to approve the ordering of bids for a 1975, 2~ - 3 Ton Dump Truck for the Street Department. Bids to be opened at 2:00 P.M. on December 13th and brought before the Council at 8:00 P.M. on December 16th, for award. Ayes, 6; Nayes, none. to accept volunteer Ayes, 6; Councilman O'Connor moved, Councilman Fischer seconded, the letter of resignation from Leonard Strusz as a firefighter on the City of Hastings Fire Department. Councilman Novak moved, Councilman Hallberg seconded, to approve the Third Reading of the new Ordinance on Water Rates as proposed by the TKDA study. Ayes, 6 Nayes, none. - The Council wanted to have an opportunity to study the re-naming of certain streets and requested that it be put on the Council meeting Agenda of December 16th for discussion. t=: ...... ---:t C t'-: ADOPT RESOLUTION~4~ RELOCATING TH 61 and & TH S16 INTERSEC. Councilman Fischer introduced the following resolution moved its adoption: RESOLUTION FOR CONSTRUCTION OF T.H. 61 AND T.H. 316 INTERSECTION WHEREAS, the Hastings Industrial shall soon have a large volume of truck traffic, servicing it which shall require access to the adjoining trunk highways, and \ \_~ LJ~' WHEREAS, there exists a definite need to improve the access to trunk highway 61 from trunk highway 316 for the purposes of truck traffic movement and safety of the general driving public, and WHEREAS, the acquisition of right of way for the relocated in- tersection of T.H. 61 and T.H. 316 is provided for in the City of Hastings five year capital improvements program as a 1973 item, and WHEREAS, in 1973 the City of Hastings did request that the Minnesota Highway Department design and implement the relocation of the intersection of T.H. 61 and T.H. 316 and was informed that the work in question must be considered a highway maintenance project since it was not of sufficient importance to qualify for contract work, and WHEREAS, no design or construction to relocate the inter- section of Highway 61 and 316 has been made as of this date, and the need for same is becoming imminent: NOWt THEREFORE, BE IT RESOLVED by the City Council of the City of Hastings as follows: That the Commissioner of Highways is hereby requested to approve and authorize the reconstruction and relo- cation of T.H. 61 and T.H. 316 intersection in the City of Hastings during the 1975 construction season. ATTEs~??::9 It was the Council's desire to have an opportunity to review the proposed reconstruction projects of sidewalks and requested it be put on the Council Agneda of December 16, 1974. '-.--~------~.~--'-- The Council wished to have additional time to review the proposed assessment policies presented by the Engineer and requested that this be put on the Agenda for the next regular Council meeting. Councilman Novak moved, Councilman Kramer secondedt to approve the bills as audited and the City Clerk be instructed to issue warrants for same. Ayes, 6; Nayest none. Councilman Novak announced that on December 9tht begin- ning at 6:30 P.M. the Administration Committee would be holding interviews with the three Engineer applicants and that the entire Council was invited to sit in on this meeting.
