The City Council of the City of Hastings, Minnesota met in
a regular meeting on Monday, March 18, 1974 at 8:00 o'clock P.M. in the
Council Chambers of the City Hall.
Members present: Councilmen Collins, Schnirring, Kramer, Hallberg,
O'Connor, Driscoll, Novak and Mayor Petersen.

Minutes of the last meeting were read and approved.
Councilman O'Connor introduced the following resolution and moved
its adoption:

Councilman Novak introduced the following resolution and moved
its adoption:

Councilman Driscoll seconded the motion to adopt said resolution
and the same was passed by the following vote: Ayes, all; Nayes, none.
The Mayor declared open the Public Hearing on the request for a
Special Use Permit from Calvary Baptist Church to operate a Day Care Center
in the Calvary Baptist Church located at 15th and Pine Streets.
No one appeared in opposition to granting the Special Use Permit~
The Planning Commission recommended the approval of said Permit.
The Mayor declared the Hearing closed.
Moved by Councilman Kramer, seconded by Councilman Hallberg to
approve the Special Use Permit for Calvary Baptist Church in accordance
with Section 9.4.2.3 of the Zoning Ordinance dated December 7th, 1970.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF HASTINGS, as
Chapter 4 of the City Code, and in particular Section 4.15 there-

In all new construction using one inch size
water meter, or smaller, remote reading type
water meters shall be installed at the expense

approve the transfer of the Off-Sale Liquor License for "Frank's Liquor
Store" of 1300 Vermillion Street, Hastings, Minnesota from Frank Pasch
to Larry Duane Davis effective March 18, 1974. Ayes, Councilman Collins,
Schnirring, Kramer, Hallberg, O'Connor, Driscoll and Novak; Nayes, none.

The Clerk next presented a Petition which had been received by
him requesting vacation of the North 4 feet of the public alley adjacent
to parts of Lot 2, 3 and 4, Block 3, Town of Hastings. It was noted that
the Petition had been signed by all of the adjacent property owners, that
the Petition set forth the reason for the desired vacation and the peti-
tion was accompanied by a plat showing the location of the property. A
discussion of the matter ensued.
WHEREUPON the motion was duly made by Councilman O'Connor,
seconded by Councilman Kramer, as follows:
That the Clerk receive the Petition and place it on file in the
City Clerk's office. Further that a Hearing be held by the City Council
in the City Council Chambers at 8:00 o'clock p.m., April 15, 1974, to be
preceded by public and mailed notice as required by law. The Clerk was
instructed to complete publication and mailing of the notice. Upon being
put to a vote; the vote was as follows: Ayes, all; Nayes, none.

NOTICE IS HEREBY GIVEN that the City Council of the City of
Hastings will hold a public hearing April 15, 1974 at 8:00 o'clock p.m.

grant Gas Fitters Licenses to O'Connor, Kranz Plumbing and Central Natural
Gas Company for one year beginning April 1, 1974. Ayes, all; Nayes, none.
Moved by Councilman Driscoll, seconded by Councilman Hallberg to
grant a Theatre License to the Stage 8 Theatre, 213 Sibley Street for one
year beginning April 1, 1974. Ayes, Councilmen Collins, Schnirring, Novak,
Hallberg and Driscoll; Nayes, Councilmen Kramer and O'Connor. Motion
carried.

Charter Commission.
Moved by Councilman O'Connor, seconded by Councilman Kramer to
hold over until the April 1st meeting of the Council any recommendations
to the Charter Commission. Ayes, Councilmen Schnirring, Kramer, Hallberg,
and O'Connor; Nayes, Councilmen Collins, Driscoll and Novak. Motion
carried.
The City Clerk read a letter from Hastings Construction Company,
signed by Donald W. Gustafson, requesting that the hereinafter described
Project be deleted from the 1974 Construction Program.
East of Westview Drive on 13th Street, 13th Place and unnamed Street with-
in Dakota Hills 4th Addition; Sanitary Sewer, Watermain, Street Grading
and Storm Sewer Construction^with the exception of Sanitary Sewer, watermain,
and storm sewer facilities at the intersection of Unnamed Street and
Westview Drive during the "1974 Construction Program". The "1974 Construc-
tion Program" includes the bituminous surfacing with concrete curb and
gutter of Westview Drive. Installation of these stubs to extend outside
of the blacktop on Westview Drive will avoid having to excavate within the
newly blacktopped street in the future.
Moved by Councilman O'Connor, seconded by Councilman Driscoll
that the construction of 13th Street, 13th Place, and Unnamed Street I-'~!
East of Westview Drive be deleted from the 1974 Construction Program i J
and that all engineering fees accrued to date and the actual cost of L~J
Utilities construction at the intersection of Westview Drive and the
\Unnamed Street be assessed to Hastings Construction Company. Ayes, all;

Moved by Councilman O'Connor, seconded by Councilman Hallberg to
order final plans and specifications for 14th Street within Dakota Hills
Third Addition (189 feet west of Park Lane to existing bituminous sur-
facing at Hillside Street) to be included with Proposal I, 1974 Construc-
tion Program. Bids to be opened April 11, 1974. Ayes, all; Nayes, none.
This Project was petitioned by the sole owner, Donald Gustafson
of Hastings Construction Company, it was erroneously omitted at the
Hearing for the 1974 Improvements on February 25, 1974 and will be assessed
pursuant to Minn. Statutes 429.11.
Moved by Councilman Novak, seconded by Councilman O'Connor that
the request from Lauren E. Heselton for a permit to install a Mobile
Home on five acres of land adjacent to Hub Leutch property on the Missi-
ssippi River be referred to the Planning Commission. Ayes, all; Nayes, none.
Moved by Councilman Driscoll, seconded by Councilman O'Connor to
approve the expenses for Daryl Plath, Chief of Police to attend a Security

and Civil Disturbance Psychological Evaluation Course March 25th thru
March 29th at Fort Gordon, Georgia. Ayes, all, Nayes, none.

the bills as audited be approved and the City Clerk be instructed to
