HomeMy WebLinkAboutNRRC Minutes 12-2004 ~ City of Hasting NRRC Minutes December 14, 2004 6:00 pm 1) Roll Call at 6 pm, commissioners Vaughan, Christianson, Brown, Vieth, O'Melia, Sieben, Popp and Parks and Recreation Director Bernstein and Interim Superintendent Smith. Absent: commissioner Becker. 2) Motion made by _ and second by _ to approve the October 2004 minutes. Passed unanimously. ??????????????????????????????????????????????????????????????????????????????????????????? 3) Skate park development. Director Bernstein met with a manufacture represnetive of skate park equipment to discuss the purchase of Tier 1 equipment verses Tier 2. NRRC currently has an inactive committee. Meeting with neighborhood by Pioneer Park about possible location of Skate Park. Potential sale of Tier 2 equipment and purchase two Tier I equipment and place at Lions Park and Arena. More discussion after staff research. 4) Wallin Shelter update. Director Bernstein updated the commission on the construction of the warming shelter at Wallin Park. Construction in on schedule with a tight time frame for completion. Block will not be sealed until spring. Change order ordered to add photo cell for lights surrounding shelter. 5) Pioneer park redevelopment update. Director Bernstein gave a verbal update on redevelopment of Pioneer Park. Lights for skating rink were checked in operating today, December 14,2004. Invoice has been paid for hockey boards. Potential fence to be added on west side of hockey boards to protect objects that are headed for Pine Street. Bathroom fixtures have been removed and new fixtures installed in warming shelter. 6) 2005 Aquatic Park proposed fees. Proposed fees for the upcoming season were proposed to the NRRC for approval. All rates are proposed to stay the same with the exception of swimming lesson fees. Commissioner Christianson requested a clarification of why infant rates for swimming lessons are being raised .50 cents less than Level 1-7. Director Bernstein will check with Facility Manager Johnson about recommendation. MOTION: A motion from O'Meilia to approve the proposed rates for the Aquatic Center for the 2005 season, 2nd by Brown, Passed unanimously. 7) Ci vic Arena Update. Furnace is due for replacement in the East Arena. Commissioner Vaughan asked if a repair and replacement i1r.('.ount has been set up fur these repairs. Director Bernstein informed the commission that one has not been set up, but is being developed in 2005. The East Floor rink replacement will need to address Soon. Staff is developing a capital improvement plan. (' \ I '...... - ' 8) Parks Update. Update was given to commission on trail replacement and maintenance. Culvert was plugged at Lake Rebecca trom sediment tram the Mississippi River and Beavers. Culvert was cleared and three beavers were relocated. Grants applications upgrade for Sand Coulee area and Mississippi flver flats were submitted. Buckthorn removal projects are being performed at VenniIIion Falls. Memorial Benches were installed at an estimated $400.00 Outdoor rink maintenance schedule was reported. Potential restoration of scenic view of trail by Smeads manufacturing. 9) Rain Gardens. Interim superindent Smith and Commissioner Vieth have been working on a seminar pertaining to rain gardens. Program and speakers are being prepared for event on February 15th at the community room at city Hall. Commissioner Brown recommends contacting VenniIIion Watershed for Education dollars. 10) New business. New logo was presented to Commission. Logo was discussed with City department leaders. Potential logo on all parks trucks. 4 proposals were reviewed by staff. MOTION: Commissioner Vaughan proposed to accept logo as provided, second by Vieth, passed unanimously. 2005 NRRC meeting are set for the second Tuesday of each month at 6 pm. Update from Director Bernstein on staff policy for warming shelters operations. Commissioner Vaughan looked for input from NRRC as a potential outdoor sportsman club created to utilize Lake Rebecca for training sites for dogs, fishing clinics, outdoor programming, bird watching....... II) Old Business. Parks perspective is now being aired on Cable Channel 14. This is a monthly program presented by staff of the parks and recreation. Joint powers Agreement update from Director Bernstein was given to commission. i. Maintenance of facilities. 11. Leisure programs. iii. Equipment and facility use. IV. Senior Center. v. Kennedy ice rink need of maintenance. Small trail map being developed by staff. Quilt club produced a quilt with a replica of the Le-duc mansion for auction. The quilt was donated back to the Mansion. Cross country ski area by river wiII be groomed again by Dakota County. Next meeting scheduled for Tuesday January II th at 6 pm.
