City of Hasting NRRC Minutes
January 11,2005
6:00 pm
1) Roll Call at 6 pm, commissioners Vaughan, Christianson, Brown, Vieth, O'Melia, Popp and Parks
and Recreation Director Bernstein and Interim Superintendent Smith.
Absent: commissioner Becker, Sieben
2) Motion made by Walt Popp and second by Phil Vieth to approve the December 2004 minutes.
Passed unanimously.
3) Director Bernstein gave a verbal update on Wallin shelter. Garage Doors need to be re-hung, which has
delayed the project about 1 week.
- Staff predicts a February 1 opening.
- Re-scheduled attendant to other facility.
- Commissioner Brown asked if there was any penalty set up for not opening on time. Staff
reported that a penalty was not set up for the project after re-bidding.

3) Ponding basin maintenance. Staff informed commission that they have authority top operate water
level of ponding basins. (Currently the city maintains 19 ponding basins that are on City property).
Home owners that have associations per development agreements operate about 21 ponding basins
in the city.
Some neighbors want to remove buffer ofponding basin by Featherstone ponding basin.
Staff informed commission of the purpose of the ponding basins from safety to water
filtration.
Staff and commission members are working on some education opportunities to educate
the citizens of purpose ofponding basins.
4) Civic Arena update. Director Bernstein informed the commission about the process of bidding to
replace the furnace at the Civic Arena.
5) Parks Update. Superintendent Smith gave commission an update on park maintenance.
Toilets removed and installed new ones at Pioneer Park are completed.
Aerator is on at Lake Rebecca for the winter.
Decorations from Christmas are being removed from around town.
December 17 began flooding rinks (12 rinks); there was discussion on how the paved
rinks were having some heaving issues in the middle of the rink.
City Hall is redoing the tree license for the City.
A seminar is being planned for February 15th about landscaping for water quality.
6) Old business.
Recycling program is being continued at Ace Hardware.
Program may come back under the parks and recreation department.

'f) New Business.
Meeting schedule for NRRC for 2005 was approved.
Contract was signed with Friends of the Mississippi.
Contract was signed with Dakota County for cross county trail maintenance.
A list of Grant applications that staff has filled out was presented.
ParklPicnic application was presented to NRRC
Civic Arena is offering skating lessons [or the winter.
MOTION: Member Vaughan made a motion to approve fees and charges with modifications to the park
and recreation shelter and picnic packages. Second by Popp. Passed Unanimously.
Commissioner Vieth asked for a skateboard park update.
Next meeting scheduled for Tuesday February 8th at 6 pm.
Adjourned at 7:45 pm, motion by Brown, seconded by Christianson, passed unanimously.
