The City Council of the City of Hastings, Minnesota met
in a regular meeting on Monday, November 6, 1972 at 8:00 o'clock P.M.
in the Council Chambers of the City Hall.

Members present: Councilmen Novak, Kane, Collins, Hallberg,
O'Connor, Wilson, Driscoll, Christenson,
and Mayor Rotty.
Members absent: None.
Minutes of the last meeting were read and approved.
The Mayor declared open the Public Hearing on the application
of Mrs. Owen O'Danials for a Variance in accordance with Section 15
of the Zoning Ordinance dated December 7, 1970 to allow the construc-
tion of a garage and home workshop structure at 1206 Pine Street,
described as:
Lot 2, Block 6, Hancock & Thomas Addition
All persons present were given an opportunity to be heard. No one
appeared in opposition to the Variance. The Mayor declared the hear-
ing closed.
Moved by Councilman Kane, seconded by Councilman Collins
to allow the variance on the above described property. Ayes, all;
Nays, none.

Moved by Councilman Hallberg, seconded by Councilman Kane
to appoint Mrs. LaVerne Schaeffer, Mrs. Cecil Foster, Mrs. Ivan
Krizan, and Mrs. Tony Willeke as election judges. Ayes, all; Nays,
none.
Moved by Councilman Driscoll, seconded py Councilman O'Connor
to approve a cigarette license for the Self Care Auto Center located
at 5th and Vermillion street. Ayes, all; Nays, none.
The City owns 150 street lights of which 61 on Vermillion
and the downtown area are scheduled to be turned off at midnight.
Moved by Councilman O'Connor, seconded by Councilman Collins that
Northern States Power Company be authorized to leave burning all
bight the 61 street lights and to install 175 Watt Mercury Vapro
overhead street lights at the following locations: Ayes, all; Nays,
none.

to approve adjustment payments on 1964, 1966, and 1967 Street Improve-
ments as follows: Ayes, all; Nays, none.

Moved by Councilman Novak, seconded by Councilman Christ-
enson to hold over until the next regular meeting on November 20th
the third reading to amend sub-paragraph F of paragraph 5 of the
Sub-division ordinance on sidewalks. Ayes, all; Nays, none.
Moved by Councilman Christenson, seconded by Councilman
Wilson to approve the following partial payments for work performed
on the 1972 Improvement Program. Ayes, all; Nays, none.

O'Connor to approve a No Parking Zone on the North side of 4th
Street between Ramsey and Sibley Streets. Ayes, all; Nays, none.
Moved by Councilman O'Connor, seconded by Councilman Hall-
berg to submit the name of Mrs. B.J.Polga to the Chief District
Judge for approval as a future member of the Hastings Charter Com-
mission. Ayes, all; Nays, none.
Moved by Councilman Drisco~l, seconded by Councilman
Wilson to pass the third reading to amefidSeeti:en 4 of the Uniform
Building Code entitled:
"AN ORDINANCE OF THE (}\[TY OF HASTINGS REGULATING THE
ERECTION, CONSTRUCTION, ENLARGEMENT, ALTERATION,
REPAIR, MOVING, REMOVAL, DEMOLITION, CONVERSION,
OCCUPANCY, EQUIPMENT, USE, HEIGHT, AREA AND MAIN-
TENANCE OF ALL BUILDINGS and/or STRUCTURES IN THE
CITY OF HASTINGS: PROVIDING FOR THE ISSUANCE OF
PERMITS AND COLLECTION OF FEES THEREFOR: PROVIDING
PENALITIES FOR THE VIOLATION THEREOF: DECLARING AND
ESTABLISHING FIRE ZONES, AND REPEALING ALL ORDINANCES
AND PARTS OF ORDINANCES IN CONFLICT THEREWITH"

heretofore adopted by the City Council, is hereby amended to read
as follows: Ayes, all; Nays, none. .
The City Council of the City of Hastings, Minnesota does
ordain:
Section 4. The Uniform Building Code, 1967 Edition, is
amended and changed in the following respects:, Section 303 (a)
entitled "Building Permit Fees" is amended by deleting therefrom
the fee schedule set forth therein as "Table No.3-A" and by
substituting therefor the following, which shall be known as "Table
No.3-A" Building Permit Fees for building permits, as well as for
inspection of buildings for construction, including plumbing and
heating, shall be in accordance with a schedule of fees adopted by
resolution of the City Council in effect at the time the permit
is issued.
Moved by Councilman Driscoll, seconded by Councilman Wilson
that the bills as audited be approved and the City Clerk be instructed
to issue warrants for the same. Ayes, all; Nays, none.
