The City Council of the City of Hastings. Minnesota met in a
regular meeting on Monday. September 11. 1972 at 8:00 o'clock P.M. in
the Council Chambers of the City Hall.
Members present:
Councilmen Novak. Collins, Hallberg.
Wilson. O'Connor. Christenson. and
Mayor Rotty.

Mayor Rotty reappointed Rollie Dankers to the Hastings Housing
and Redevelopment Authority for a term of five years. Moved by Council-
man Christenson. seconded by Councilman Collins to ratify the Mayor's
reappointment of Rollie Dankers to the Hastings Housing and Redevelopment
Authority. Ayes. all; Nays. none.
Moved by Councilman Wilson. seconded by Councilman Christenson
to approve the following partial payments for work performed on the 1972
Improvement Program. Ayes. all; Nays. none.

Councilman O'Connor introduced the following resolution and
moved its adoption:
RESOLUTION FOR HEARING ON PROPOSED ASSESSMENTS
WHEREAS. by resolution passed by the City Council on February
7. 1972. the City Clerk and City Engineer were directed to prepare a pro~
posed assessment of the cost of the following improvements:

STREET SURFACING. CONCRETE CURB
AND GUTTER AND SIDEWALK
Hillside Street from 15th Street to 14th Street. 14th Street from West-
view Drive to Hillside Street. all within Dakota Hills Second Addition -
Concrete Curb and Gutter and Bituminous Surfacing.
Westview Drive from 20th Street to Southview Drive. Southview Drive
within Country Estates Addition - Concrete Curb and Gutter. Bituminous
Surfacing and Necessary Storm Drainage Structures.
Brittany Road within Sontag's First Addition - Concrete Curb and Gutter
and Bituminous Surfacing.

East 15th Street from Vermillion Street (T.Hi4 61) to Tyler Street _
Reconstruct street, concrete curb and gutter, concrete sidewalks, and
complete Storm Sewer Construction.

South Frontage Road along T.H. 55 from Lyn Way to Prairie Street, Bitum-
inous Surfacing, Concrete Curb and Gutter, Concrete Sidewalks and Neces-
sary Drainage Structures.
AND WHEREAS, the Clerk has notified the Council that such
proposed assessments have been completed and filed in his office for
public inspection and the proposed amount to be assessed is
NOW THEREFORE BE IT RESOLVED by the City Council of Hastings,
Minnesota:
1. A hearing shall be held on the 2nd day of October, 1972
at 7:00 o'clock P.M. in the Council Chambers of the City Hall to pass
upon such proposed assessments and at such time and place all persons
owning property affected by such improvements will be given andoppor-
tunity to be heard with reference to such assessments.
2. The City Clerk is hereby directed to cause a notice of
the hearing on the proposed assessments to be published in the official
newspaper and he shall state in the notice the total cost of the
improvements.

Councilman Wilson seconded the motion to adopt said resolution
and the same was passed py the following vote: Ayes, all; Nays, none.
Moved by Councilman HKllberg, seconded by Councilman WiXsonc:
that a building permit for Haven Homes Addition be approved after approval
by the authorized State Agency.
Moved by Councilman Novak, seconded by Councilman Collins to
amend above motion to read: after certificate of need in compliance with
Chapter 628, State of Minnesota Statutes is received by Haven Homes.
Ayes, Coun~ilmen Novak and Collins; Nays, Councilmen Hallberg, O'Connor,
Wilson, and Christenson.

Due to the Strikes of the Construction Trades during June and
July of 1972, Chicago Bridge and Iron is asking for an extension of the
completion date from October 1, 1972 to July 15, 1973.

that the completion date be extended to July 15, 1973. Ayes, all; Nays,
none.

Due to the Strikes of the Construction Trades during June and
July of 1972, Bituminous Surface Treating is asking for an extension of
the completion date from September 1, 1972 to October 15, 1972.

Due to the Strikes of the Construction Trades during June and
July of 1972, Solberg Construction Company is asking for an extension
of the completion date from September 1, 1972 to December_.l, 1972.

son that the completion date be extended to October 15, 1972. Ayes,
all; Nays, none.
Due to the Strikes of the Construction Trades during June and
July of 1972, Riverside Sand and Gravel is asking for an extension of
the completion date from October 1, 1972 to November 15, 1972.
Moved by Councilman Hallberg, seconded by Councilman Wilson
that the completion date be extended to November 15, 1972.

to appoint Marlene Swanson to replace Mrs. L. Schaffer 'and Mrs. Carl
Buske to replace Mrs. Cecil Foster as Election judges. Ayes, all; Nays,
none.
Moved by Councilman Wilson, seconded by Councilman Hallberg
to accept the resignation of Pamela F. Thomas from the Hastings Natural
Resources Commission effective August 18, 1972.
Councilman Wilson introduced the following resolution and
moved its adoption:

RESOLUTION ORDERING FINAL PLANS AND SPECIFICATIONS
AND
ORDERING ADVERTISEMENT FOR BIDS
WHEREAS, the City Council of the City of Hastings, Minnesota
deems it is advisable, expediate and necessary that the City of Hastings
construct a Public Works Garage and a Public Safety Building; and
WHEREAS, pursuant to the Capital Improvements Program adopted
by the City Council on August 21, 1972, said facility is a high priority
need; and

WHEREAS, preliminary plans have been prepared under the super-
vision of the City Engineer which plans are hereby approved; and
NOW THEREFORE BE IT RESOLVED by the City Council of Hastings,
Minnesota:
The City Engineer is ordered to forthwith prepare final plans
and specifications for said facility, and to advertise for bids. thereon.
The advertisement shall be published for two (2) weeks and shall specify
the work to be done and shall state that bids will be opened and con-
sidered by the Council at 2:00 o'clock P.M. on Tuesday, October 24,
1972 in the Council Chambers of the City Hall,and awarded within 30 days.
Moved by Councilman Wilson, seconded by Councilman Hallberg
that the bills as audited be approved and the City Clerk be instructed
to issue warrants for the same. Ayes, all; Nays, none.

No bids will be considered unless sealed and filed with the Clerk and
accompanied by a cash depository, cashier's check, bid bond or certified
check payable to the Clerk for five (5) percent of the amount of such
bids.
Adopted by the City Council this 11th dayuof October, 1972.
Councilman Christenson seconded the motion to adopt said re-
solution and the same was passed by the following vote: Ayes, all;

Moved by Councilman Christenson, seconded by Councilman Hall-
berg to instruct the City Attorney to attempt to obtain for one dollar
($1.00) an option on 8.89 acres of land described as: Lots 3 and 4,
Blk. 2 of Hastings Old Industrial Park on East 10th Street from the
Hastings Industrial Development Corporation, for a purchase price of
$2500.00 per acre, said option to continue until November 30, 1972.

Moved by Councilman Novak, seconded by Councilman Hallberg
to reconsider the question of including sidewalks in the 1972 construc-
tion on East 15th Street from Vermillion Street to Tyler Street.
Ayes, Councilmen Novak, Hallberg,O'Connor, Wilson, and Christenson;
Nays, Councilman Collins.
Moved by Councilman Novak, seconded by Councilman Hallberg
to include construction of sidewalks on East 15th Street from Vermillion
to Tyler and to assess the adjacent property owners at the rate of
$4.40 per foot for improvements, including street, curb, sidewalks, etc
with the balance of the cost to be paid from State Aid funds. Ayes,
Councilmen Novak, Hallberg, O'Connor, Wilson, and Christenson; Nays,
Councilman Collins.
Moved by Councilman Christenson, seconded by Councilman Wilson
that the City Clerk be authorized and directed to advertise for bids
for one (1) 1972 Rubber Tired Wheel Type Tractor and Loader for the
Parks Department, bids to be opened October 2, 1972 at 8:00 o'clock P.M.
in the Council Chambers of the City Hall. Ayes, all; Nays, none.

Moved by Councilman Hallberg, seconded by Councilman O'Connor
to approve the request of the First National Bank of Hastings, Minnesota
for the one-way traffic of the alley from Eddy Street to the Highway
61 West frontage road. Ayes, all; Nays, none.
Moved by Councilman O'Connor, seconded by Councilman Christen-
son to recommend in accordance with a written request dated September
5, 1972 from Mr. Thomas M. Kingston owner of the South 72' of the East
94' of Lots 7 and 8, Block 21, Original Town of Hastings; that the City
Engineer be authorized to do necessary engineering, staking, and inspec-
tion, and contract negotiation for sidewalk replacement along and adja-
cent to said property.
The City will pay 50% of the cost of said construction from
the Sidewalk and Emergency funds. The owner will pay the remaining 50%
of the cost of said construction plus 10% of the cost of the construction
for engineering services. Ayes, all; Nays, none.

The City Clerk read a letter from the Fire Chief, Clarence
Latch, stating that having satisfactorily completed the six month pro-
bationary period, Richard Holmes be appointed to the permanent position
of Assistant Fire Chief effective September 11, 1972.

to approve the attendance of John Davidson, City Engineer to the Minne-
sota Surveyors and Engineers Meeting being held at Brainerd, Minnesota
