The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, August 21, 1972 at 8:00 o'clock P.M. in the
Council Chambers of the City Hall.
Members present: Councilmen Novak, Kane, Collins, Hallberg,
Wilson, O'Connor, Driscoll, Christenson,
and Mayor Rotty.
Members absent: None.
Moved by Councilman Driscoll, seconded by Councilman Hallberg
to approve the following partial payments for work performed on the 1972
Improvement Program. Ayes, all; Nays, none.

Councilman Driscoll introduced the following resolution and
moved its adoption:
RESOLUTION ON ELECTION JUDGES AND POLLING PLACES
BE IT RESOLVED that the following election judges be appointed
to serve on the election boards for the primary election on September 12,
1972 and for the general election on November 7, 1972, and that the
following places be designated polling places in the respective wards:

Councilman Wilson seconded the motion to adopt said resolution
and the same was passed by the following vote: Ayes, all; Nays, none.
Moved by Councilman Kane, seconded by Councilman Collins that
the following abatement, as recommended by the County Assessor be approved:

In checking, we found the house was over assessed in
comparing it with similar type homes in the neighborhood.

Moved by Councilman Kane, seconded by Councilman Driscoll
to change the next meeting date to September 11, 1972 at 8:00 o'clock
P.M., instead of September 4th which is Labor Day. Ayes, all; Nays, none.
Moved by Councilman Driscoll, seconded by Councilman Hallberg
to recommend in accordance with a written re~uest dated August 18, 1972
from Mr. Claude Donndelinger owner of the South 105' of Lot 5, Blk 51, of
Original Town of Hastings; that the City Engineer be authorized to do
necessary engineering, staking, and inspection, and contract negotiation
for sidewalk replacement along and adjacent to said property.
The City will pay 50% of the cost of said construction from
the Sidewalk and Emergency funds. The owner will pay the remaining 50%
of the cost of said construction plus 10% of the cost of the construction
for engineering services. Ayes, CouncIlmen Novak, Kane, Collins, Hallberg,
O'Connor, Driscoll, and Christenson~ Nays, Councilman Wilson~ Motion
passed.
Moved by Councilman Collins, seconded by Councilman Driscoll
to authorize the City Engineer to obtain estimates and proceed with the
repairs of the drainage retaining wall between 3rd and 4th streets, West
of Ashland St. Ayes, all; Nays, none.

Moved by Councilman Wilson, seconded by Councilman Hallberg
to adopt the following Capital Improvement Program (1972-1977) as
recommended by the Planning Commission as a guide for future capital
improvements.

PRIORITY LISTINGS
Community Facilities
Consideration throughout the five year program should be made
for possible City use of Armory and County facilities.
(1) 1972 - Phase I construction of Public Safety Building (Police
Headquarters) Phase I = $80,000.
(2) 1972 - Phase I construction of Puilic Werks Garage - Phase I
= $80,000.
*(3) 1973 - Remodeling existing police headquarters for additional
space in City Hall.

1975 - Phase I constructiort for Library Expansion.
1976 - Phase I construction of Park and Recreation Structures.

*Under time and material basis, not to exceed'$5,000. Obtained from
City Hall maintenance fund.
Storm Sewer
(1) 1973 Joint storm sewer study with the Minnesota Highway
Department of TH6l and the area East of TH6l in storm
sewer Districts Nos. 3 and 4.

*(2) 1973 - Storm Sewer Study of the area west of TH6l in storm
sewer Districts Nos. 3 and 4.
(3) 1974 - 1977 - Begin storm sewer construction program.
(4) 1976 - Construction of PondingBasin controls.
*Storm sewer studies must include some limited construction costs for
placement of manholes to investigate the possible existence of inplace
storm sewer lines. This construction would not be lost, because it could
be used in the final st.orm sewer construction.

1975 - Pine St. from 15th St. to 18th St.
1976 - 15th St. from Pine St. to Ashland St.
1976 - 15th St. from Westview Drive to Brittany Road.
1977 - Westview Drive from 15th St. to TH55.
Roads and Bridges
(1) 1973 - Reconstruction of the TH3l6 and TH6l intersection
as programmed by the Minnesota Highway Department.
(2) 1973 - Surfacing and curb and gutter on Pleasant Drive from
19th St. to 23rd St. (MSAS).
(3) 1973 - Completion of Plans for Reconstruction of 10th Street
from TH6l to the Vermillion River. Construction will be
scheduled as turn back funds from the State are made available
(MSAS).

1975 - Surfacing and curb and gutter on 6th St. from Forest

Driscoll, and Christenson; Councilman Novak abstained. Motion 'passed.
Moved by Councilman Kane, seconded by Councilman Christenson
to authorize Chief of Police Daryl Plath to attend the 7th Annual Criminal
Justice Seminar Course to be held at the Radisson South in Minneapolis,
Minnesota on September 6th, 7th, and 8th. Ayes, all; Nays, none.
Moved by Councilman Novak, seconded by ,Councilman Christenson
that the bills as audited be. approved and the, City Clerk be instructed
to issue warrants for the same. Ayes, all; Nays, none.
