August 8, 1972
The City Council of the City of Hastings, Minnesota met in a
regular meeting on Tuesday, August 8, 1972 at 8:00 o'clock P.M. in the
Council Chambers of the City Hall.

Members present: Councilmen Novak, Kane, Collins, Hallberg,
Wilson, Driscoll, Christenson, and Mayor
Rotty.
Members absent:
Councilman O'Connor.
The Mayor declared open the Public Hearing on the application
for a Variance to the City Zoning Ordinance, Section 9.15 "District
Lot Regulations" to reduce the required set-back on Lot 1, Block 8,
Townsview Estates Addition.
All persons present were given an opportunity to be heard.
No one ppeared in opposition to the Variance. The Mayor declared the
hearing closed.
Moved by Councilman Hallberg, seconded by Councilman Kane to
approve the Variance as requested for the above described property.
Ayes, all; Nays, none.
Moved by Councilman Hallberg, seconded by Councilman Wilson ~.
to approve the appointment of Richard C. Jensen to the Planning Commission
for the unexpired term of Frank Siekert whose term expires December 31,
1973. Ayes, all; Nays, none.
Moved by Councilman Driscoll, seconded by Councilman Kane to
approve the following partial payment for work performed on the 1972
Improvement Program. Ayes, all; Nays, none.

Ttie City Clerk read a letter from Leone Melby, Deputy City Clerk
Treasurer requesting that the City Council of the City of Hastings grant
her an indefinate leave of absence from her employment with the City of
Hastings for medical reasons.
Moved by Councilman Hallberg, seconded by Councilman Collins
that the City of Hastings grant Leone Melby an indefinate leave of absence
for medical reasons. Ayes, all; Nays, none.
Councilman Hallberg introduced the following resolution and
moved its adoption:
RESOLUTION OF TITLE REGISTRATION MATTER
NOW THEREFORE, BE IT RESOLVED: That the City Attorney preceed to
register the title to Hastings Industrial Park No.1, and the City Clerk
is authorized to execute the application and other pertinent documents
incident to the registration, on behalf of the City of Hastings.

Moved by Councilman Kane, seconded by Councilman Novak that
Joanne Cobian be appointed Deputy City Clerk Treasurer. Ayes, all; Nays,
none..
Moved by Councilman Wilson, seconded by Councilman Kane that
the request of the First National Bank of Hastings, Minnesota for the
approval of one-way traffic of the alley from Eddy Street to Vermillion
Street between second and third Streets be referred to the Planning
Commission. Ayes all; Nays, none.

Moved by Councilman Wilson, seconded by Councilman Christenson
that the City of Hastings employees group insurance plan be renewed with
the Equitable Life Assurance Society of the United States, and that the
monthly rates be as follows: $14.11 for Employee Coverage; $29.84 for
Dependant Coverage. Ayes, all; Nays, none.
Councilman Christenson introduced the following resolution
and moved its adoption:

NOW THEREFORE BE IT RESOLVED by the City Council of the City
of Hastings, Minnesota, as follows:
1. Approves the concept of a Dakota County Joint Law
Enforcement Council.
ATTEST:
2. It is basically a joint powers prov1s1on to collectively
allow municipalities to initiate programs that they
otherwise could not initiate individually.

Councilman Driscoll seconded the motion to adopt said resolution
and the same was passed by the following vote: Ayes, all; Nays, none.
Moved by Councilman Novak, seconded by Councilman Driscoll that
the bills as audited be approved and the City Clerk be instructed to issue
warrants for the same. Ayes, all; Nays, none.
