HomeMy WebLinkAbout07-17-72 997 Hastings, Minnesota July 17, 1972 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, July 17, 1972 at 8:00 o'clock P.M. in the Council Chambers of the City Hall. l Members present: Councilmen Novak, Kane, Wilson, Collins, and Driscoll. Members absent: Councilmen Christenson, Hallberg, and O'Connor. Minutes of the last meeting were read and approved. The Mayor declared open the Public Hearing on the applica- tion for a Variance to the City Zoning Ordinance to replace the existing Mobile Home at 900 West Third Street with a wider model. All persons present were given an opportunity to be heard. No one appeared in opposition to the Variance. The Mayor declared the hearing closed. Moved by Councilman Driscoll, seconded by Councilman Wilson to approve the Variance as requested fo~:the above described property, subject to, that the mobileboti!.e".,w~e~ nQl longer occupied by Leona McNeal, be removed from the 900 West 3rd .Street premises. Ayes, all; Nays, none. Councilman Collins introduced the following resolution and moved its adoption: RESOLUTION ON ARMORY IlMEA/'dE./ Ssp f. If, Ir7<Z PArE :# State Armory Building Commission the City of Hastings for the purpose I WHEREAS, the Minnesota has heretofore acquired lands in of building a new armory; and WHEREAS, Minnesota Statute 193.145 provides that the mun1C1- pality of Hastings wherein the armory is to be constructed, may, by Resolution of its governing body, irrevocable provide for levying and collecting, annually, for a specified period not to exceed 40 years, a tax upon all taxable property therein, of such amount as such governing body may determine, not exceeding one mill; and WHEREAS, said Statute further states that the obligation of such municipality to levy; collect and to pay over such taxes, shall not be deemed or construed to constitute an indebtedness of the munici- pality within the meaning of any provision of law or of its charter, limited its total or net indebtedness and such taxes may be levied and collected without regard to any statutory or charter provisions limiting the amount or rate of taxes which such municipality is otherwise authorized to levy; NOW, THEREFORE, BE IT RESOLVED THAT: l Pursuant to the authority contained in Minnesota Statutes Section 193.145, subdivision 2, there shall be and hereby is, irrevocably levied upon all the taxable property of the City of Hastings, Minnesota for a period not to exceed 20 years, one mill, or $6,600. whichever is less, annually, on said taxable property of the City of Hastings for the Hastings armory bonds, issued by the Minnesota Armory Building Commission, pursuant to Minnesota Statutes, Chapter 193 and the proceeds of such levy shall be and hereby are irrevocalby appropriated to the purpose specified in Chapter 193, of ~ Minnesota Statutes and shall be paid to the Minnesota State Armory Building Commission as provided therein. Councilman Driscoll introduced the following resolution and moved its adoption: RESOLUTION ACCEPTING WORK & ORDERING FINAL PAYMENT WHEREAS, pursuant to a written contract signed with the City of Hastings on the 19th day of April, 1971, Austin P. Keller Company having satisfactorily completed the 1~7l Construction Program, Com- mission No. 5690, NOW THEREFORE BE IT RESOLVED by the City Council of the City of Hastings, Minnesota: The work completed under said contract is hereby accepted and approved, and BE IT FURTHER RESOLVED, that the City Clerk and Mayor are hereby directed to issue a proper order for final payment of $29,057.58 on such contract, taking the contractor's receipt in full. Account Councilman Novak stated that a new Sidewalk Ordinance should be prepared and adopted, to replace the matters regarding sidewalks presently contained in the Subdivision Ordinance which the majority of the Council does not favor. Councilman Wilson said that he felt that he knew the wishes of the Council in this matter and would have the Planning Commission draft an ordinance accordingly. Moved by Councilman Wi18on~ seconded by Councilman Collins to refer the matter of the Sidewalk Ordinance to the Planning Commission for drafting. Ayes, all; Nays, none. ATTEST: W(I(~~ City Clerk !:Ma~~ Hastings, Minnesota July 22, 1972 The City Council of the City of Hastings, Minnesota met in a special meeting called by the Mayor on Saturday, July 22, 1972 at 10:30 o'clock A.M. in the Council Chambers of the City Hall. Members present: Councilmen Kane, Collins, O'Connor, Wilson, Driscoll, Christenson, and Mayor Rotty. [' Members absent: Councilmen Novak and Hallberg. The Clerk read the following notice: Pursuant to Chapter IV, Section I of the City Charter of the City of Hastings. Mayor Evarist Rotty is calling a special meeting of the City Council of the City of Hastings on Saturday, July 22, 1972 at 10:30 A.M. in the Council Chambers at City Hall for the purpose of considering changing the date of the City Council Meeting and Hearing scheduled for August 7, 1972 at 8:00 P.M. and stated that a copy had been personally delivered to each Councilman. The Mayor stated that this meeting was called because he had been advised that a quarom would not be present for the August 7, 1972 meeting. Moved by Councilman Kane, seconded by Councilman O'Connor to change the next meeting date to August 8, 1972 at 8:00 o'clock P.M., instead of August 7, 1972. Ayes, all; Nays, none. I Moved by Councilman Collins, seconded by Councilman Wilson that the Public Hearing on the Neal Siewert varience on Lot 1, Block 8 of Townsview Estates be rescheduled to August 8, 1972 at 8:00 o'clock P.M., and that the notice thereof be given as required by the Ordinance.
