June 19, 1972
The City Council of the City of Hastings, Minnesota met in
a regular meeting on Monday, June 19, 1972 at 8:00 o'clock P.M. in the
Council Chambers of the City Hall.
Members present: Councilmen No~ak, Kane, Hallberg, Wilson,
Driscoll, Christenson, and Mayor Rotty.

Members absent:
Councilmen Collins and O'Connor.
Minutes of the last meeting were read and approved.
A discussion of the Conzemius Ballpark was held with the
residents of the area and officers of the Slo-Pitch League. After
everyone had a chance to be heard, a motion was made by Councilman
Novak, seconded by Councilman Kane to establish a "No Parking Zone"
from 6:00 P.M. to 8:00 P.M. on weekdays along the East side of Park
Lane from Bahls Drive to Park Court. Such signs to be installed for
the Summer months during the normal softball season.
Moved by Councilman Hallberg to amend the above motion to
read that "No Parking Signs be placed on the East and West side of
Park Lane from Bahls Drive to Park Court." Motion lost for want of
a second.
The roll was then called on the main motion. Ayes, Council-
men Novak, Kane, Wilson, and Christenson; Nays, Councilmen Hallberg
and Driscoll.

Discussion of Neal Siewert's request for a varience to
Section 9.15 of the City Zoning Ordinance was held. The Planning
Commission had returned this to the City Council on a four to four vote.
Moved by Councilman Wilson, seconded by Council Hallberg to
return this to the Planning Commission for further study. The request
of Siewert Construction Company for a Variance to Section 9.15 of the
City Zoning Ordinance "District Lot Regulations" to reduce the re-
quired set-back on Lot 1, Block 8, Towns View Estates Addition.
Ayes, all; Nays, none.
Moved by Councilman Driscoll, seconded by Councilman Wilson
that a Public Hearing on the Five (5) Year Capital Improvement Program
be held on July 24th at 7:30 P.M. in the Council Chambers of City Hall.
Councilman Christenson introduced the following resolution
and moved its adoption:
RESOLUTION OF STATE AID STREET BONDS OF 1972
($55,000)
WHEREAS, the City of Hastings has issued and sold bonds,
dated June 5, 1972, in the amount of $55,000. exclusively for the
purpose of establishing, locating, relocating, contructing, recon-
structing or improving its State-Aid Highways in accordance with Law.

WHEREAS, said City of Hastings has irrevo~ably pledged to
the sinking fund from which said obligations are payable, that amount
of their future State-Aid allotments as is permissable by Law and needed
to pay the principal and interst thereon; which principal payments
shall be made from the Regular construction account of such State-Aid
fund and the interest payments made from their Regular State-Aid maint-
enance account, all as detailed herein:

NOW THEREFORE, BE IT RESOLVED: That the Commissioner of
Highways be and is hereby requested to keep a bond record in his
office for the City of Hastings.
BE IT FURTHER RESOLVED: That the Commissioner of Highways
be and is hereby requested upon receipt of this resolution to
annually certify to the State Auditor the sum of money required for
the principal and interest on said bonds.

The Mayor appointed Councilman Wilson and Councilman Collins
to the Executive Committee of the Community School Program for the
City of Hastings.
Moved by Councilman Hallberg, seconded by Councilman Christen-
son that the Mayor's appointments be approved. Ayes, all; Nays, none.
Moved by Councilman Wilson, seconded by Councilman Christenson
to approve the following partial payment for work performed on Proposal
#2 for the 1972 Improvement Program. Ayes, all; Nays, none.

Moved by Councilman Driscoll, seconded by Councilman Christ-
enson that the next regular meeting of the City Council for the City
of Hastings be held on July 10, at 8:00 P.M. Ayes, all; Nays, none.
Moved by Councilman Driscoll, seconded by Councilman Kane to
accept the resignation of Ray Knutson from the Natural Resources
Commission effective June 20, 1972. Ayes, all; Nays, none.
Moved by Councilman Kane, seconded by Councilman Driscoll
to authorize the City Engineer to extend the Sanitary Sewer Service
approximately 300 feet to Lot 1, Block 2 of Industrial Park Plat, as
a change order to the contract with Riverside Sand and Gravel for the
1972 Improvement Program. Ayes, all; Nays, none.

Councilman Kane left at this time.
Moved by Councilman Novak, seconded by Councilman Christenson
that the City Engineer be directed to send a letter to the Dakota
"County Board of Commissioners requesting the extension of the Hastings
Sanitary Landfill beyond July 1st, 1972. Ayes, all; Nays, none.
The Mayor read the following letter:
