December 6, 1976
The City Council of the City of Hastings, Minnesota met
in a regular meeting on Monday, December 6, 1976 at 8:00 o'clock
P.M. in the Council Chambers of the City Hall.
Members present: Councilmen Latch, Novak, Erickson,
Schnirring, Trautmann, Fischer and
Mayor Petersen.
Members absent: Councilmen Hallberg and Kramer.
The Mayor asked if there were any corrections or additions
to the minutes of November 15, 1976 and hearing none being stated
by the Council declared the minutes approved as read.
Councilman Latch introduced the following resolution
and moved its adoption:

WHEREAS, pursuant to an advertisement for bids
for furnishing the city with one (1) Dump Truck for the
Street Department, the following bids were received
complying with the advertisement.

WHEREAS, it appears that Bahls Motor and Imp. Co.

a Dump Truck for the Street Department,
NOW, THEREFORE BE IT RESOLVED by the City Council of
the City of Hastings, Minnesota:
The Mayor and City Clerk are hereby authorized and
directed to enter into a contract with Bahls Motors for the
purchase of one Dump Truck according to the specifications
therefore approved by the City Council and on file in the
office of t City Engineer.
Clerk is hereby directed and authorized to

The Mayor declared the Public Hearing open on
the Rezoning of Blocks 130, 134, 135, Town of Hastings
from 1-2 (General Industry) to R-2 (Residential) at
8:04 P.M. The Administrator read into the record the
fact he had a certified notice of publication of the
Public Hearing and that the Hearing had been properly
called.
The Mayor gave the opportunity to anyone in the
audience to address themselves to this issue. After
everyone had an opportunity to talk on the subject the
Mayor closed the Hearing at 8:16 P.M.
Moved by Councilman Erickson, seconded by
Councilman Fischer to move thesecond Reading of the
amendment to the rezoning of Blocks 130, 134, 135, Town
of Hastings, from 1-2 to R-2 because of its existing
residential character to avoid the conflict of indus-
trial development adjacent to residential areas.
Councilman Kramer arrived in the Council
Chambers at 8:20 P.M. in time to cast his vote on the
above motion.
The motion was passed by the following vote:

Mr. James Warring of the Dakota County .
Planning Department addressed the Council in regard to
the Community Development Program Grant for a Human
Services Building. The program will be administered
by the Dakota County Housing and Redevelopment Authority.
Moved by Councilman Novak, seoonded by
Councilman Kramer to adopt the Resolution supporting the
Dakota County Housing & Redevelopment Authority as the
agent to administer and manage the Community Development
on behalf of Dakota County. Ayes, 7; Nayes, none. Copy
of said resolution on file in City Clerk's office.
Moved by Councilman Novak, seconded by
Councilman Fischer to adopt the Revised Resolution for
the Rosewood Corporation. Copy of revised resolution
on file in office of the City Clerk. Ayes, 7; Nayes, none.
Moved by Councilman Kramer, seconded by
Councilman Novak to grant a variance to allow 1.0
parking spaces per unit with the stipulation that if
the City of Hastings determines at a later date that
more parking is required the Archdiocese will have to
undertake the installation of additional parking spaces.
Ayes, 6; Nayes, Schnirring.
Moved by Councilman Novak, seconded by
Councilman Latch to change the density requirements from
108 to 109 units and to waive the garage requirements.
Ayes, 6; Nayes, Trautmann.
Moved by Councilman Fischer, seconded by
Councilman Trautmann to table the ordinance and further
discussion on Mobile Home Parks until the December 20th
meeting. Ayes, 6; Nayes, Kramer.
Moved by Councilman Trautmann, seconded by
Councilman Schnirring to table the zoning amendment on
the Mobile Home Park concerning Roger Espeseth.
Ayes, Trautmann, Schnirringt Nayes, 5.
Moved by Councilman Kramer, seconded by Council-
man Schnirring to rezone Mr. Espeseth's 80 acres to C-2..
Ayes, 1; Nayes, 6. The City Council has not had an
opportunity to adopt the Mobile Home Ordinance proposed
by the Planning Commission, the motion reflects Mr.
Espeseth's request in regard to the present ordinance and
not some future ordinance. The present ordinance has
Mobile Homes Parks as a Special Use in a C-2 Zoning.
Moved by Councilman Trautmann, seconded by
Councilman Fischer to call for a Public Hearing
concerning the HRA and its Midtown Redevelopment Plan
to be held at 8:00 P.M. on Monday, December 20, 1976
in the City Council Chambers. Ayes, 7; Nayes, none.
Mr. Gayle Erickson of the Downtown Business-
men spoke before the Council briefly in regard to the
downtown redevelopment project.
Moved by Councilman Kramer, seconded by
Councilman Novak to approve the issuance of a parade
permit for the Hastings Snomobile Club for their sno-
mobile torchlight ride through the City of Hastings in
accordance with requirements and restrictions of the
Police and Fire Departments as has been presented to
the Council this evening. Ayes, 7; Nayes, none.
Moved by Councilman Schnirring, seconded by
Councilman Kramer that the Hastings Bicentennial Comm.
which Michael O'Connor chaired, be hereby terminated
and the duties and functions come to an end. Further,
that the City spend $10,155 of Federal Revenue Sharing
Funds to underwrite the deficit of the Bicentennial
Committee so the books can be balanced at zero. Further,
the City Council very strongly favors the formation of
a City Historical Commission and wishes this Commission
be made a permanent commission of the City and that
$1,500 be allocated to that Commission when it is
formed, for the year 1977. Ayes, 7; Nayes, none.
Moved by Councilman Fischer, seconded by
Councilman Schnirring to approve the City of Hastings
to act as sponsor on behalf of YAC for the fiscal
year 1977. The City Council has operated in this
capacity for the past two years and will continue to
do so for at least one more year. Ayes, 7; Nayes, none.
Moved by Councilman Schnirring, seconded by
Councilman Trautmann, to approve the continued employ-
ment of Tom Simmons as a member of the City Staff for
1977. Ayes, 7; Nayes, none.
Moved by Councilman Fischer, seconded by
Councilman Kramer to pass the First Reading of the
Flood Plain Ordinance. Ayes, 7; Nayes, none.
Moved by Councilman Latch, seconded by
Councilman Schnirring to table the proposed Assessment
Policy Revisions to the December 20th Council meeting.
Ayes, 6; Nayes, Kramer.
After a brief discussion on the Southwest
Ponding Basin Area the Council agreed they would hold
this matter over until the December 20th Council
meeting.
Moved by Councilman Erickson, seconded by
Councilman Fischer to approve the Resolution author-
izing the 1977 State Technical Assistance Agreement.

Moved by Councilman Kramer, seconded by
Councilman Novak to approve the Resolution for the
1977 State Agency Agreement. Copy on file in office
