HomeMy WebLinkAbout11-15-76 Hastings, Minnesota November 15, 1976 2028 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, November 15, 1976 at 8:00 o'clock P.M. in the Council Chambers of the City Hall. Members present: Councilmen Kramer, Erickson, Schnirring, Novak, Trautmann, Fischer and Mayor Petersen. Members absent: Councilmen Hallberg and Latch. The Mayor asked if there were any additions or corrections to the minutes of the meeting of November 1, 1976 and hearing none declared the minutes approved as read. The Mayor asked if there were any additions or to the minutes of the meeting held November 4, 1976 to election returns and hearing none declared the minutes read. Moved by Councilman Fischer, seconded by Councilman Schnirring to approve the third and final reading of the ordinance changing the name of Hilltop Street to Hilltop Court. Ayes, 3; Nayes, Erickson, Trautmann, Novak. Being a tie vote the Mayor voted Naye. Motion failed. A brief discussion was held regarding the Park Use and Regulation Ordinance. The Council decided to keep the item tailed. No action was taken. Moved by Councilman Trautmann, seconded by Councilman Novak to approve the appointment of Wm. Wendler, 1220 W. 15th St. to the Planning Comm. Ayes, 6; Nayes, none. corrections canvass the approved as THIRD READING OF STREET NAME CHANGE FAILED PARK USE AND REGULATIONS ORD. TABLED WM. WENDLER TO PLANNING COMM. Moved by Councilman Novak, seconded by TABLE ARCHDIOCESE Councilman Trautmann to table the variance considera- VARIANCE REQUEST tion for the Archdiocese until the next Council meeting TO 12/6/76 of December 6, 1976. Ayes, 3; Nayes, Nayes, Schnirring, Fischer, Kramer. Being a tie vote the Mayor voted Aye. Motion passed, item tabled. Moved by Councilman Fischer, seconded by Councilman Novak to approve the First Reading of the Zoning Amendment for Blocks 130, 134, & 135 of the Town of Hastings. Further, to call for a Public Hearing on this zoning issue for December 6, 1976 at 8:00 P.M. in the Council Chambers. Ayes, 6; Nayes, none. Ted Shannon gave a report on the HRA and requested the HRA pay the City Council back the money it allocated for the Downtown Study that was done by French & Poppel. Moved by Councilman Kramer, seconded by Councilman Schnirring to authorize the HRA to reimburse the City for its expenditures of funds for the Downtown Study and that one-half of that fee be paid in December of 1976 and the remaining half of the cost be paid in May, 1977. Ayes, 6; Nayes, none. Moved by Councilman Kramer, seconded by Councilman Trautmann to table the First Reading of the Flood Plain Ordinance to December 6, 1976. Ayes, 6; Nayes, none. CALL FOR PUBLIC HEARING ON ZONING AMENDMENT ORD.1149 FIRST READING HRA TO REIMBURSE CITY FOR DOWN TOWN STUDY TABLE FIRST READING FLOOD PLAIN ORD TO 12/6/76 2029 ASSESSMENTS 18th ST Moved by Councilman Schnirring, seconded by MANOR LA. REDUCED Councilman Kramer to treat those properties On 18th Street and Manor Lane the same as previous property owners were treated at the Assessment Hearing by forgiving the double assessed area costs but main- taining the single assessment standard. Reduced Amount $ 24.20 77.30 79.22 185.26 The City Attorney presented his letter to the Council verifying the fact the initial count on the Referendum concerning the administration of the Police Department, which was held on November 2, 1976 did not pass. Therefore a correction needs to be made so that the County and Secretary of State offices can be properly notified. Moved by Councilman Novak, seconded by Councilman Tarutmann to correct the voting certification document to show the Referendum issue concerning the Police Department administration did not achieve the 51% of the votes cast, which was needed to pass, therefore the certification is to state this Referendum item failed. Ayes, 5; Nayes, Kramer. Moved by Councilman Kramer, seconded by Councilman Fischer to accept the resignation of Warner Wellman from the Charter Commission. Ayes, 6; Nayes, none. A report was given by the Administrator in regard to conversations he has had with the County Engineer and County Executive Secretary regarding the 1.6 acres the City owns, located by the County Workshop area on Hwy #47. It appears that due to the County's con- struction program of a new street shop facility in Rosemount the need for that 1.6 acres has diminished as a storage area. The County is not expressing an interest in the 1.6 acres at this time. Moved by Councilman Kramer, seconded by Councilman Novak to set a special meeting of the Council for November 30th at 7:30 P.M. in the Council Chambers for not only the present Council members, but the newly elected members of the Council, to attend, to determine the Council's commitment to sitting down and trying to establish Goals and Objectives the Council may wish to work for in 1977. Ayes, 6; Nayes, none. Moved by Councilman Novak, seconded by Councilman Erickson to approve the appointment of Millett O'Connell to the Civil Service Commission term of three (3) years. Ayes, 6; Nayes, none. for a Moved by Councilman Erickson, seconded by Councilman Trautmann to authorize the publication of bids for a Dump Truck for the Street Department on November 18, 1976. Bids to be opened at 10:00 A.M. on December 3, 1976 at City Hall and considered for award at the Council meeting of December 6, 1976 at 8:00 P.M. Ayes, 6; Nayes, none. Moved by Councilman Erickson, seconded by Councilman Trautmann to approve the Resolution in support of a Historical Survey to be done in the City of Hastings by the Historical Society. Moved by Councilman Fischer, seconded by Councilman Trautmann to approve the hiring of Janet Marthaler as the full-time secretary to the Engineer at a salary of $635.00 per month, to begin employment on Friday, November 19, 1976. The Library Board has made this effective October 1, 1976. A motion by the City Council is needed approving this raise. Moved by Councilman Schnirring, seconded by Councilman Kramer to approve the $30.00 per month increase in salary to Kenneth Hanson, custodian at the Library, effective October 1, 1976. Ayes, 6; Nayes, none. 2030 HIRE ENGINEER SECRETARY CANCEL AMBULANCE ACCOUNTS INCREASE SALARY LIBRARY CUSTODIAN Moved by Councilman Erickson, seconded by APPROVE ENVIRON- Councilman Trautmann to approve the First Draft Document MENTAL REVIEW of the Environmental Assessment, which the City Engineer DOCUMENT has brought before the Council, as a working document to comply with the requirements of the federal government in regard to the East Hastings Grant for the proposed water and sewer project. Additional information will be included and approved by the Council, in a final document before any distribution occurs. Ayes, 6; Nayes, none.
