The City Council of the City of Hastings, Minnesota met in
a regular meeting on Monday, October 4, 1976 at 8:00 o'clock P.M.
in the Council Chambers of the City Hall.
Members present:
Councilmen Kramer, Erickson, Novak, Latch,
Schnirring, Trautmann, Hallberg, Fischer,
and Mayor Petersen.
Members absent:
None.
The Mayor asked if there were any additions or corrections
to the Minutes of the meeting of September 20, 1976 and hearing
none declared the Minutes approved as read.
The Mayor declared the Public Hearing on the PUBLIC HEARING
proposed 1977 Budget to be opened. The Administrator 1977 BUDGET
read the notices of publication of the Hearing into the
record. The Mayor asked if there were any comments
from the Audience in regard to the proposed 1977 BUdget
of the City and then asked what the Council's wishes were
at this time.
Moved by Councilman Hallberg, seconded by Council-
man Latch to continue the Public Hearing until Item #10
(1977 Budget) on the Agenda. Ayes, 8; Nayes, none.
Moved by Councilman Schnirring, seconded by
Councilman Trautmann to approve the transfer of the
On-Sale, Off-Sale, and On-Sale Sunday liquor license
of Loesch's Inc. dba; Loesch's Bar, 412 Vermillion St.
to Michael Rother, dba; Loesch's Bar, 412 Vermillion
St. Ayes, 8; Nayes, none.
Moved by Councilman Kramer, seconded by
Councilman Schnirring to approve the Third and Final
Reading of the Park Dedication Ordinance. Ayes, 7;
Nayes, none; Abstained, Fischer.
Moved by Councilman Novak, seconded by
Councilman Latch to approve the appointment of Daniel
Rooney, 1306 W. 15th St. to the Natural Resources
Commission. Ayes, 8; Nayes, none.
Moved by Councilman Trautmann, seconded by
Councilman Fischer not to refund any money to Raymond
Johnson. Ayes, 7; Nayes, one.
Moved by Councilman Erickson, seconded by
Councilman Hallberg to approve the East Hastings area
as the designated target area for the Minnesota
Housing Finance Agency Grants. Ayes, 8; Nayes, none.
Moved by Councilman Novak, seconded by
Councilman Latch to approve the variance request of
Dr. Tervola, 2212 Vermillion St. allowing the black-
topping of the parking lot up to the south property
line subject to the petitioners defining more accurately
the location of property lines, as well as an indication
of type and quantity of shrubs. Ayes, 8; Nayes, none.
Moved by Councilman Novak, seconded by
Councilman Hallberg to establish a new date for the
Public Hearing on the Airport Study Phase II. The
Public Hearing to be called for Wednesday, November
10, 1976 at 8:00 P.M. in the Council Chambers of the
City Hall. Ayes, 8; Nayes, none.

Councilman Erickson to authorize the advertisement
for a full-time Engineering Secretary. Ayes, 7;
Nayes, Novak.
The Mayor ammounced the continuation of the
Hearing on the 1977 Budget would begin. If there
were any comments to be made by the Council they were
to be made at this time. Hearing none, the Mayor
closed the Public Hearing at 8:30 P.M.
Moved by Councilman Trautmann, seconded by
Councilman Novak to table further discussions on the
proposed 1977 Budget to a continued meeting on
Wednesday, October 6, 1976 when the Council will meet
again in the Council Chambers. Ayes, 7; Nayes, Latch.
Moved by Councilman Erickson, seconded by
Councilman Hallberg to approve the Third and Final
Reading of the Industrial Park Advisory Board
Ordinance. Ayes, 8; Nayes, none. Copy of ordinance
on file in City Offices.

The City Administrator notified the Council
that next Monday, October 11, 1976 is an official
holiday. It is Columbus Day and the City Offices
will be closed.
Moved by Councilman Hallberg, seconded by
Councilman Trautmann that the City Attorney be
authorized to spend funds not to exceed $12,750 to
obtain the necessary easements required in the
Southwest Watermain Project. Ayes, 8; Nayes, none.

RESOLUTION DECLARING ADEQUACY OF PETITIONS
AND ORDERING PREPARATION OF REPORT
BE IT RESOLVED by the City Council of Hastings, Minnesota:
1. Certain petitions requesting the improvements of the
following streets:
1. Bailey Street - lath to Kennedy School; Bituminous
Surfacing, Concrete Curb and Gutter.
2. 17th Street - Pleasant Drive to Brittany Road;
Bituminous Surfacing, Concrete Curb and Gutter.
3. North side of 7th Street - Vermillion to Sibley St;
Concrete Sidewalk, Concrete Curb and Gutter.
4. Blueberry Court - Bituminous Surfacing, Concrete Curb
and Gutter.
5. 14th Street - Pleasant Drive to Honeysuckle Lane;
Bituminous Surfacing, Concrete Curb and Gutter.
6. 12th Street - Honeysuckle Lane to Pleasant Drive;

2. These petitions are hereby referred to the City
Engineer and he is instructed to report to the Council with all
convenient speed advising the Council in a preliminary way as to
whether the osed improvements are feasible and as to whether
it should b st b made as proposed or in connection with some
other impro and the estimated cost of the improvement is
recommended.
