HomeMy WebLinkAbout08-02-76 1964 Hastings, Minnesota August 2, 1976 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, August 2, 1976 at 8:00 P.M. in the Council Chambers of the City Hall. Members present: Councilmen Erickson, Latch, Schnirring, Trautmann, Hallberg, Fischer, and Mayor Petersen. Members absent: Councilmen Kramer and Novak. The Mayor asked if there were any additions or corrections to the minutes of the meeting of July 19, 1976 and hearing none declared the minutes approved as read. f WHEREAS, pursuant to an advertisement for bids~he Street Lighting Project on T.H. #61 from the 'Mississippi River to the Vermillion River, the following bids were received complying with the advertisement: RESOLUTION #41-76 AWARD BID FOR STREET LIGHTING PROJECT T.H. 61 MISS. RIVER TO VERMILLION RIVER Councilman Hallberg introduced the following resolution and moved its adoption: Collins Electric Const. Co. St. Paul, Mn. $106,385.00 Nietz Electric Rochester, Mn. $111,840.00 Hoffman Electric St. Paul, Mn. $115,200.00 Hilite Electric Eagan, Mn. $116,472.00 Peoples Electric St. Paul, Mn. $123,000.00 Electric Service Minneapolis, Mn. $146,147.00 WHEREAS, it appears that Collins Electric Construction Company is the lowest responsible bidder; NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Hastings, Minnesota: 1. The Mayor and City Clerk are hereby authorized and directed to enter into a contract with Collins Electric Company for the Street Lighting Project according to the plans and specifications therefore approved by the City Council and on file in the office of the City Clerk. 2. The City Clerk is hereby authorized and directed to return rthwith to all bidders the depsoits made with their bid ,except that the deposit of the successful bidder and\the next lowest bidder shall be retained until a co 'tract has been signed. Ayes, 6; Nayes, none. Moved by Councilman Schnirring, Councilman Fischer to approve the First the Flood Plain Zoning Ordinance. Ayes, Erickson, Latch. Motion failed because being 4 to 2, which is not the required vote of the Council. seconded by Reading of 4; Nayes, of the vote two-thirds Moved by Councilman Erickson, seconded by Councilman Schnirring to call for a Public Hearing at the next regularly scheduled Council meeting on Monday, August 16, 1976 at 8:00 P.M. on the Park Dedication Ordinance. Ayes, 6; Nayes, none. Moved by Councilman Schnirring, seconded by Councilman Fischer to support the Planning Commission recommendation to deny any sale of property in the Southwest Ponding Basin area to the concerned property owner~ Ayes, 6; Nayes, none. Moved by Councilman Erickson, seconded by Councilman Hallberg to approve the Horne Occupation Permit request of Richard Tibbits for a locksmith business at 1208 Ramsey St. for a period of one year. Ayes, 6; Nayes, none. Moved by Councilman Schnirring, seconded by Councilman Erickson to approve the First Reading for the rezoning of the property at 118 E. 5th St. from C-3 to R-2. Ayes, 6; Nayes, none. A discussion occurred regarding the Dutch Elm disease problem within the City of Hastings. Moved by Councilman Trautmann, seconded by Councilman Schnirring that a letter be sent from the City to the proper office at the State, whether it be the DNR or the State Highway Commission, as well as a copy to the Governor's office and Washington County, to state an official complaint from the City of Hastings in regard to the diseased dutch elm trees which exist on the northwest of the bridge on Hwy 61 on the north side of the Mississippi River. The letter to clearly state that the City is undertaking a program to control the spread of the disease and it is felt the State or who- ever owns the property on which diseased trees stand should do the same. Ayes, 6; Nayes, none. A discussion took place in regard to Mid-Continent request to have a water billing penalty removed from their bill. After discussion the Council took no action and instructed the City Administrator to enforce the existing ordinance which would require the collection of the penalty. Moved by Councilman Erickson, seconded by Councilman Latch, to call for a Public Hearing for Tuesday, September 7, 1976 at 8:00 P.M. in the Council Chambers in regard to the Petition asking for the vacating of a portion of Oak Street, between 10th and 11th Street. Ayes, 6; Nayes, none. Moved by Councilman Hallberg, seconded by Councilman Schnirring to approve the following abatements submitted by the County Assessor. Ayes, 6; Nayes, none. The Planner stated that a letter from himself would suffice to make the necessary changes. The Council having been informed of the issue, stated they have no objections to making the changes. The City Attorney informed the Council that the Annexation procedures are in court as well as the condemnation for the Vermillion River property necessary to finalize the City's Flood Control project will be filed in court this week. The City Attorney also reviewed the list of the members of the ordinance review committee and stated he would be setting up a meeting in the near future to begin the ordinance review. Ayes, 6; Nayes, none. Moved by Councilman Latch, seconded by Councilman Hallberg to approve the FAU Five Year System concerning the Pleasant Drive bridge which would be scheduled in 1978. Ayes, 6; Nayes, none. Copy of Resolution on file in City Hall. Moved by Councilman Schnirring, seconded by Councilman Erickson to approve an extension of time to the contractor doing the street work (B-Tu Mix) from July 30th to August 28th, 1976.' The contractor to understand this will be the only extension allowed. Ayes, 6; Nayes, none. Moved by Councilman Trautmann, seconded by Councilman Hallberg that the First Reading of an ordinance change be approved which would establish the Councilman's salary at $100.00 per month and would further establish $150.00 per month as the salary for the Mayor. Ayes, 5; Nayes, Fischer. Moved by Councilman Hallberg, seconded by Councilman Latch to pay the bills as audited. Ayes, 6; Nayes, none.
